reopen ellis boulevard nw. the city is giving priority to barriers that block streets, driveways, railroad crossings, and business entrances. some barriers on the little- used parking lots may not come down for several weeks. one neighborhood association president says the removal plan seems to make sense. sot "they'll get the ones in the biggest traffic areas out of the way first " the city might leave some of the earthen berms in can help keep flood waters out again, if needed, even though they're not up to the standards of permanent flood protection. the newbo city market in cedar rapids is asking for volunteers today. the market hopes to re- open on october 13th, and this morning is looking for help to move back in. the market did not take on any water in last week's flooding. but business owners have lots of work to do, moving equipment and products back in. volunteers are welcome to

control system committee is meeting this morning. it will gather at the city services center building on 6th street sw from 10 to 11 am today, to talk about the city's flood response process. city leaders say there was minimal damage to the properties it inspected after the flood. the city didn't inspect a home unless the owner called or asked for a utility re- connection. staffers inspected about 60 homes. the flood caused minor damage to about 10 of them. the city inspected 33 commercial properte of those. most of the damage was to heating and cooling equipment. the city has also issued 57 permits as of sunday, primarily for utility reconnections. red cross kits are available for anyone who needs to clean up after flooding in their homes. the kits include bleach, mops, tarps, and trash bags. in cedar falls, kits are at fire station #2 today and tomorrow. and in waverly, clean-up supplies are available at the civic center

outside of cedar rapids but in linn county, people can find the kits at the palo city hall. last night, dozens of west des moines police officers gathered for a powerful promotion ceremony for late officer shawn miller. dozens applauded as west des moines police chief shaun ladue presented miller's family with his sergeant badge. miller was scheduled to be promoted to sergeant -- weeks after he died in a motorcycle crash on august 3rd. the chief decided to still honor that promotion. west des moines city leaders the city. iowa prison officials say a man serving a life sentence for his role in a notorious cedar rapids murder in 1974 has died of colon cancer. atwell conner, jr., was 71 when he died sunday. he was an inmate at the anamosa state penitentiary. in 1974, conner and 2 friends in cedar rapids planned to commit an armed robbery. they picked up 2 teenagers, maureen connolly and michael servey, whose car had run out of

work day begins for 17-year-old mercedez fay. the senior from washington high school has already found her future in a care kcrg-tv9 student of the month, presented by hills bank and trust. when it comes to care, you might say 17-year-old mercedes fay has the magic touch. "she's very very kind and she's very courteous to our residents. she's very very good at her job." the high school senior is learning lessons that start in the classroom and grew into this life experience. "just being around nurses here, just kind of learning things as you

up for nursing.: as a dietary aid, mercedes knew she wanted to do more. so as a junior, she began classes at the kirkwood high school academy to become a certified nursing assistant. it's also how she met cindy carpenter and began work at the hiawatha care center. "when you're talking about personal cares, especially onto another person, i mean we get pretty intimate with our cares. a lot of high school students can't process that, with the maturity that she did." "i just really love to e what i love doing about coming to work, not wanting to be here." mercedes knows this is preparing her for her future and gives her a head start when she graduates. "i plan to start at kirkwood and start like the nursing program and get my nursing and i don't know what kind of nurse i want to be yet." we now have our october kcrg-tv9 student of the month nominees. nayra lujano is a senior at washington high school. nayra is a top student in the classroom with a near 4.0 gpa while takingc she is multi-lingual, speaking fluent english and spanish and she learned chinese last year. outside the classroom, nayra lifeguards, plays the oboe and piano for the school band, is a mentor for lego league. she's also thoughtful of others, passing out lifesavers to students and staff on the first day of school with a note "the first day can be tough, but this should help you survive". ally edwards is a junior at linn mar high school. ally maintains a 3.96 gpa while

harsh impact of hurricane matthew this morning. the category 4 storm with sustained winds of 145 pass near or over the southwestern tip of haiti this morning. the storm's outer bands have already caused street flooding and forced evacuations. matthew will generate a storm surge and as much as 40 inches of rain in some areas. facebook recently unveiled its new ebay-like service, and people are already using it as underground market for illegal items. that's in today's tech bytes.

charged in their killings. 19-year-old austin harrouff faces 1st- degree murder charges in the deaths of michelle mishcon and her husband john stevens. harrouff attacked the couple in their garage, biting-off pieces of stevens' face with his teeth. the teenager arrived at jail yesterday after being released from the hospital. he was hospitalized following the august 15th attack. investigators says the f-b-i is still conducting tests to see if harrouff was on drugs.
