program. each day 49,000 vehicles travel on i-380 between i-80 and the eastern iowa airport. the d-o-t says this stretch near the swisher exit has some of the most congested traffic. kcrg t-v nine's samantha myers reports on how this program could help eliminate some of that traffic. the new program is called iowa rideshare and allows people to connect with other people who want to carpool. people can create a profile on the rideshare details of their commute. the website matches people up with other commuters who live and work in the same areas. one of the options is called vanpool which gives groups of commuters their own vehicle. ""if you already have say six other friends who want to utilize it, you all register and say you want to create a van pool. if you're one person who's interested in participating you register and then vride the vanpool vendor will create a community for you." you can visit our website at kcrg.com for a link to the program. in cedar rapids samantha myers kcrg- tv9 news. getting a speeding ticket from a police department, sheriff's deputy or state patrol is common. but what about a ticket from a d-o-t officer on an iowa road? an iowa district court ruling says that an officer from iowa's d-o-t did not have legal authority to issue a ticket to a teenager. but, the d-o-t says it cannot traffic violations. the 16-year-old was going 30 miles per hour over the posted speed limit. seeking to challenge the ticket, a des moines lawyer dug through decades-old case law and found... this. he says the d-o-t can stop vehicles for issues like weight and registration, but not speeding tickets. "it all limits the authority of the department of transportation to stop cars and vehicles maybe just trucks for issues like weight and load and registration matters but it does not call for speeding tickets and all those other moving violations " the d-o-t is in the process of

district court decision. they have no immediate plans to stop noncommerci al enforcement in protecting traffic and public safety. going across campus at the university of iowa can now be a little safer for students. u-i announced a new app yesterday that provides a sort of digital guardian angel. students who use hawk watch can type in their destination and estimate how there. then, they pick a friend or select law enforcement as a "guardian". if the student arrives safely they turn off the timer, but if time runs out, the app alerts the "guardian". " i look at this as another layer of security that our students, our faculty, staff, the university community can use" hawk alert was based off a program called rave guardian. hawk alert also has several other safety features -- including sending anonymous tips to police

we have instructions on how you can get this app under this story on kcrg.com. the iowa board of regents are looking to add more mental counselors to the state's 3 public universities. the regents held a first round of talks on whether they will raise tuition for students at the university of iowa, iowa state university and the university of northern iowa for this. during thursday's discussions, the regents amended their tuition and fees proposal. they're looking at increase the student health fee fr that money would go to hiring those mental health counselors. the president of iowa state university is facing more scrutiny, as the iowa board of regents investigates his use of school planes. "we as the board of regents take the use of the university resources very seriously and in more than a few instances, the decision to use the plane appears to be questionable at

an audit for each flight iowa state president steven leath has taken on the school's 2 airplanes. the review comes after questions about whether leath mis-used university resources. leath owns a home in north carolina, and has flown to and from the state a number of times. he damaged a university plane in a crash landing when returning from a trip last year. 4 iowa state students are facing criminal charges this morning following a dorm drug bust. 3 of the students are facing charges drug of marijuana and the 4th for unlawful possesion of a prescription drug. investigators busted the students at helser hall on the i-s-u campus. campus police say they often receive complaints about marijuana use on campus. many students say it's somewhat commonplace and it doesn't surprise them -- yet the prescription drug issue is an emerging concern. " you can really hurt yourself really easily with that. the opioid problem has been a huge deal in sort of the medical sphere." "honestly i heard about more prescription drug use in highschool but i would not be

" i-s-u police say they rely on students in residence halls to tell them about drug use on campus. some high school students in elkader are doing more than most teenagers ahead of next month's elections. they're getting ready to host a debate involving candidates running for 2 seats in the iowa house. the debate will be tuesday night. the candidates are democrat a republican michael bergan in house district 55... and democrat patti ruff against republican kristi hager in district 56. students have spent hours researching the issues that matter most to iowans and people in clayton county. and they've come up with all of the questions. the teacher overseeing the project says the students are engaging in this -- even if some are not even old enough to vote. "we really pushed it forward with the kids. where they get ownership is where they get to talk about the issues

that debate begins at 7 p-m tuesday night at central community high school in elkader. major job cuts at an iowa city auto parts manufacturer will affect hundreds of workers. international automotive components says it will reduce the number of hourly employees from 600 to 160. and it will cut salaried employees from about 75... to about 40. the company says the reductions are necessary because fiat chrysler is phasing out a model that it makes parts for. and it hasn't found anything to re plant. johnson county is making a local effort to support domestic violence victims. today, customers in iowa city and coralville hyvees can shop for the johnson county shelter. volunteers at the stores will have lists of needed items and donations that can be dropped off in hyvee. the domestic violence intervention program says donations collected today will last throughout the year. theatre cedar rapids' is honoring its longtime executive director today. t-c-r

the support of the u-s, iraqi and kurdish forces are fighting to push isis out of iraq's second largest city. if the soldier died while taking part in the offensive, it would mark the first known american casualty in the battle to take back mosul. the country's prime minister says the offensive is going "more quickly" than expected. still, the top u.s. commander in iraq says that isis is committing horrific acts.
