" the family and friends of the man cedar rapids police shot and injured early yesterday say they need to make sense of the situation. that man, jerime mitchell, is in critical condition this morning. his brother-in-law says the bullet that hit mitchell hit the top of his spine. that was during a traffic stop struggle between mitchell and the police officer. friends say a vigil for mitchell last night supports them as they face the unknown. friends and family of jerime mitchell say he is a caring, loving man and they have a lot of unanswered questions as to what happened. they held signs and candles for jerime mitchell in greene square tuesday night. mitchell's brother-in- law jesse land says he wants to see dash camera footage to find out why the officer shot him. black and white thing, this is a right and wrong thing. if you have the right training to be put in these situations, it's more that and i'm not pointing fingers at the officer either because i don't know the whole story, " they say if he survives, he will most likely be paralyzed for the rest of his life. cedar rapids police say there is not body camera footage because police officers are not equipped with cameras. in cedar rapids cedar rapids police will soon get body cameras. yesterday, the city council voted to get a department of justice grant that will help pay for them. chief wayne jerman says the police department will get 126 body cameras over the next three years. overnight, police in des moines say someone shot an officer. authorities say it happened at 1-30 this morning, a couple miles

the officer. police are looking for possible suspects. this incident is a few miles from a shooting that happened yesterday morning that hurt two people. they are expected to survive their injuries. democratic vice presidential nominee tim kaine and former president bill clinton will both be in eastern iowa today. kaine will stop at loras college in dubuque. that's at 1:45 this afternoon. and clinton will hold an event at the waterloo center for the tim kaine's wife, anne holton, was in des moines yesterday, there, she encouraged iowans to not only vote, but vote early. she says hillary clinton's email scandal has been a huge distraction, but doesn't think there's much substance. u-s house speaker paul ryan will be in waterloo today. he'll join iowa congressman rod blum on a tour of the hospitality house. that event will start at 2:30 this afternoon. blum is the republican incumbent who's facing democrat monica vernon in iowa's first

republicans in indiana yesterday. at a grassroots rally, ryan discussed plans for the g-o-p's future. over the weekend, he also spoke about his rocky relationship with republican presidential nominee donald trump. "i've spoken with him a number of times and he does support our agenda. i do know we have common cause on big foundational issues of the day." ryan has previously said he wouldn't campaign for trump. former new york mayor rudy giuliani will also be in eastern iowa todayt at the vinton american legion, the hiawatha g-o-p office and duos coffee in waverly. president obama has declared 19 counties in eastern and central iowa as federal disaster areas because of flood damage from late september. the list includes linn county, where cedar rapids spent more than 10 million dollars on temporary flood protection. city leaders say they aren't sure how much they'll get from fema to cover

multiple reports of gunshots led waterloo police to a s-u-v covered in bullet holes. authorities say they started getting calls of gun shots around 10-30 last night. officers then found an s-u-v with multiple bullet holes parked in an empty lot in the 200 block of newell street. a grocery store employee faces charges this morning for stealing more than 10-thousand dollars worth of lottery tickets. polk county sheriff's deputies say the tickets we store. that couple actually won the lottery and used part of their winnings to build the store. 27-year-old matthew hinrichs is now charged with lottery ticket theft. deputies say he stole lottery scratch tickets over several months and cashed them in at other locations a co-worker reportedly saw him stealing tickets and reported it. " for someone who is considering stealing a lottery ticket, just remember it is one of the most trackable items in a retail environment so it's something we're like going to be able to track down and

deputies believe the thefts happened between december of 2015 and august of 2016. the iowa d-o-t is considering more changes for an intersection in rural benton county. it's where 55th street going west out of urbana connects with highway 150. now the d-o-t wants to hear from others about a two million dollar project that would turn the highway 150 curve into a t- intersection. a crash there i five young people. tonight's informational meeting is from 5 to 6:30 in the library at center point-urbana high school. the iowa department of health says half of all of the mumps cases in iowa are in dubuque. dubuque schools say 20 students and staff have come down with the mumps since the start of the school year. usually at six years old, students will get two doses of the measles, mumps and rubella or m- m-r vaccine. but 13 to 15 year olds in dubuque for some reason, have a

of this age group is vaccinated. comparatively, black hawk county has 93 percent, linn has 80 and johnson has 68. school nurses in dubuque say they haven't dealt with a mumps outbreak in several years. right now, school staff is watching kids for symptoms. school custodians are following standard protocol for cleaning school buildings. each time doctors confirm another case, the school sends out a letter to parents and news organizations, spread of the illness. "during the testing stage when you're waiting for the confirmation, you really need to be not going out in the public for a minimum of 5 day or longer until symptoms subside. " officials say the mumps vaccine is only 88 percent effective. so dubuque schools is trying to figure out if the students affected are part of that small percentage with a vaccine that didn't work. with just a couple of days to go until veterans
