welcome to "newsline." i'm michio kijima in tokyo with the news at this hour. the dollar continued to lose ground against the yen in tokyo on tuesday. this followed sharp losses overnight on wall street. prompted by growing concern about the global economy. finance minister yoshihiko noda is calling for measures to be taken to stabilize currency markets in addition to market interventions. >> translator: concrete measures must be taken to stabilize the yen's rise against the dollar

and other major currencies. this is to prevent a further shift of japanese manufacturers to overseas locations. also on tuesday the governor of the bank of japan said the central bank is aware of the strong yen comes from the uncertainty of the global economy. >> translator: it's widely reported due to moving efforts of the global economy. the sell-off continued in the tokyo stock markets on tuesday with the key nikkei average plunging below 9,000 points for the first time in about 4 1/2 months. share prices in tokyo fell immediately after the start of trading on tuesday following the plunge on wall street. the nikkei average briefly lost more than 400 points from monday's close.

in the afternoon buy orders replaced on some issues as concerns were eased by smaller than expected declines in asian markets. the nikkei average ended the day at 8,944, down 1.6% from monday. it was the first time for the key index to fall below 9,000 since march 17th right after the disaster in northeastern japan. >> market analysts say investors are paying close attention to how the u.s. federal reserve board will deal with the market turmoil at its meeting scheduled later in the day. in asian markets share prices continue to tumble across the board on tuesday. in hong kong the hang seng closed down more than 5% from monday's close. at one point, the index dipped below 19,000, renewing a 15-month low. in taiwan stocks closed at 7,493, down $0.79%. this was slightly lower than

monday's close after recovering from a 5% loss earlier in the day. south korea's kospi closed at 1,801, down 3.6%. the index temporarily dipped nearly 10% marking the 13-month low. india's sensex index slipped almost 0.8%. 66 years ago, japan was reeling from the aftermath of hiroshima's atomic bombing and then hit again, another nuclear weapon brought widespread death and destruction to nagasaki. people gathered in the port city on tuesday to remember that painful morning in 1945. but they also spent time talking about a present day danger, the crisis at the fukushima daiichi nuclear power plant. nhk world reports.

>> reporter: about 6,000 people joined the ceremony to remember the moment when an atomic bomb destroyed this city and killed tens of thousands of people. junior high school students from iwate in fukushima prefecture took part in the memorial service. the march earthquake and tsunami along with the nuclear crisis hit their city hard. 66 years after the destruction of nagasaki, japan's triple disaster is creating anxiety among atomic bomb survivors. tokyo electric power company's fukushima daiichi nuclear power plant is still not under control. >> translator: this year with the accident at the fukushima nuclear power plant, many people are facing the threat of radiation. i personally promise to use the rest of the time i have for the

country's energy policy, we have started rethinking it from scratch. regarding nuclear energy, we will deeply reflect over the conventional belief that nuclear energy is safe. thoroughly look into the cause of the accident and to secure safety, implement fundamental measures, while also decreasing the degree of dependence on nuclear power generation. to aim for society that does not rely on nuclear power. >> reporter: that will be easier said than done. nuclear power is one of the cheapest forms of energy in japan right now. but as people mark the anniversary of the atomic bombing of nagasaki many are asking what must be done to avoid creating more radiation sufferers. the answer will present in political and economic

challenges. nhk world, nagasaki. china has reported a sudden spike in inflation in july with consumer prices rising of their fastest pace in three years. the national bureau of statistics said on tuesday the consumer price index was up 6.5% compared to the same month last year. the increase was even larger in june, when the index rose 6. 4%, the first time it had lit the 6% level in nearly three years. overall food costs were 14.8%, up from last july, with pork prices soaring by over 56% and eggs by nearly 20%. both foods are essential ingredients in chinese cooking. consumer prices in china have been rising since last autumn and people are particularly concerned about higher food prices. inflationary pressure are persisting in china, despite the government's monetary tightening measures. central bank has raised its key

interest rate five times since october. u.n. secretary ban ki-moon has asked japan to send troops to conduct civil engineering work in south sudan. at a meeting with japanese defense minister toshimi kitazawa in tokyo on tuesday, he thanked japan for its peacekeeping mission in haiti following the devastating earthquake there. ban requested japan to send personnel to help build roads and other infrastructure in south sudan which became independent last month. toshimi kitazawa told him the forces are still tackling the march 11th disaster in japan and must complete their mission in haiti. but he said japan hopes to hold talks with the u.n. on deploying officers to command peacekeeping operations. following the meeting ban reiterated his hope that japan will consider sending troops to the african country. up next, the extended world weather forecast.

bye-bye. ♪ a strange looking vehicle zips through the mongolian desert. it's a three-wheeled wheelchair made by combining a bicycle and wheelchair. it's a creation of 26-year-old amarbat. disease paralyzed his legs when he was small. amarbat's wheelchair can go anywhere, no matter how bumpy the road is.

his wheelchairs are now giving help to other disabled mongolians. today we bring you the story of amarbat and his three wheelchairs. 240 kilometers southeast of ulan bator, the capital is choir

village, where 10,000 people live in the middle of the vast gobi desert. the average temperature in winter is 25 degrees celsius below zero. the piercing wind peculiar to the gobi blows through the village. amarbat lives at the edge of the village. the three-wheeled wheelchair is 26-year-old amarbat's invention. his legs were paralyzed by polio when he was 3. he relies on crutches to get around. he lives with his father, who teaches math, and mother, a barber.

this is amarbat's favorite wheelchair. the wheelchair has a bicycle wheel and handlebar in front. the frame that connects him to the chair was made with used parts. amarbat has made a number of improvements to his wheelchair. this one which he's been using for more than a year, is his third. he cleans his wheelchair every day, even in the middle of winter.

♪ amarbat loves music. riding his wheelchair, he feels so good, he can't help singing. ♪ amarbat believes he should do everything for himself, not

relying on others. his firm determination led him to create the three-wheeled wheelchair. thanks to its chain and gears, the wheelchair can move with only a small expenditure of energy. also its three wheels keep it from getting stuck on bumpy roads or slipping on frozen, snowy roads. in his wheelchair, he can go to the store or fetch water from the well by himself. he says it's changed his life a lot. ulaanbaator, the capital of mongolia. today, amarbat has come to the

city to meet a man who placed an order for a wheelchair. he's come to the house of the four members from where a family lives. puujee, the 21-year-old eldest son, is the one who placed the order. two years ago puujee was buried in a landslide while working at a construction site. his spinal cord was damaged in the accident. the injury left his lower body completely paralyzed. since then, he's shut himself inside his house. the wheelchair shows no signs of having been used. puujee bought it from the hospital.

it's foreign made, because wheelchairs are not manufactured in mongolia.

amarbat listened to puujee's every word. he's now returning home, a five-hour journey. he's loaded puujee's wheelchair into the train with utmost care. the next morning, amarbat searches for parts for remodeling puujee's wheelchair. he's come to the village's main street, about five kilometers from home.

amarbat always shops at this store. many of the materials for his wheelchairs are recycled parts imported from neighboring china.

amarbat makes his wheelchairs using bicycle parts. he can't make one without a wheel. but a relative in the neighborhood has an extra wheel she offers him. she's always happy to help him. three hours after leaving -- amarbat has finally returned home. he makes the frame that connects the front wheel to the chair using scrap materials. he's built this collection over the years. it's now his treasure. the tubes from a broken desk came from a nearby school. amarbat uses his imagination to design a wheelchair puujee will

find easy to use. how will he use the tube?

he'll use it for the frame that connects the wheelchair to the third wheel in front. he measures the length again and again. ♪ the three-wheeled wheelchair has made amarbat outgoing. he now sings at parties and earns money to support his parents. today his mother has prepared buuz, steamed buns made with flour and ground meat, for dinner. buuz is her specialty. when amarbat was small, his parents always invited his friends over, so he wouldn't be lonely.

the friends took turns carrying him to school on their backs. but as he grew bigger, he didn't want to be a burden to his friends, and began staying at home all day.

after much trial and error, he made his first three-wheeled wheelchair when he was 15. since then, he's built five wheelchairs for other disabled people, making a lot of improvements in the process. four days after he started making puujee's wheelchair, he's finished welding.

the wheelchair is now ready for a test run. how will it go? riding backwards and making tight turns, he checks the wheelchair's performance. he also rides it over rough roads with lots of rocks and sand.

the next day, amarbat goes to ulan bator. from the station he takes a taxi to puujee's house with the wheelchair safely in the trunk.

the frame is just long enough for puujee's legs.

♪ puujee has been staying home all day for nearly two years. passing amarbat, he goes farther and farther ahead.
