the accident happened on tuesday afternoon on the number ten line. between stations. the rear end collision injured more than 270 people. the accident may have been caused by a flawed signal system. an automatic braking system failed to work. a system failure on the same line caused the train to go in the opposite direction in late july, days after the rail accident that killed 40 people. the president of the subway operator spoke to reporters on tuesday evening. >> translator: the signal maker said the problem would not happen again after repairs were carried out. >> shanghai residents criticized the frequent accidents. >> translator: frequent accidents are evidence that they are not meeting responsibility for safety. north korean leader kim junk

i'll son seems to be consolidating his father's position one year after being appointed to a post. he was named vice chairman of the central military commission of the ruling korean workers party on september 28th last year. he has accompanied his father or tours around the country, and they attended a military parade together on north korea's foundation day on september 9th. he joined his father in a meet white gold the visiting laos president. they are releasing photos and videos that focus on the young kim. but he has yet to make a domestic tour on his own or visit other countries. none of his remarks have been published, and his recorded voice has not been heard by the public. the north korean leadership is expected to publicize his achievements ahead of next year's 100th anniversary of the

birth of his grandfather and the country's founder. north korean premier has said his country is ready to resume six party nuclear talks, but without any preconditions. he met chinese president in beijing tuesday. he hopes to resume talks as an early date. he said achieving a nuclear free korean peninsula is in the common interest of all countries concerned. he said the six party talks should be resumed unconditionally. his remarks are aimed at the united states, south korea, and japan. the three countries are demanding the north take concrete actions before the six party talks can be resumed. this would include halting uranium enrichment. the north korean premier asked china to increase economic

nuclear power. >> some commission members called for shutting down all of japan's nuclear plants and promoting alternate energy sources. others said it is too early to determine long term nuclear policy as the fukushima plant remains out of control. members advocating nuclear power noted that resource for japan must aim for a realistic energy policy. the policy on nuclear research and development was drawn up in 1956 and has been revised about every five years. it was last revised six years ago. it promotes nuclear power and calls for at least 30% reliance on nuclear energy after 2030. the policy continues in effect, despite accidents at nuclear facilities and scandals that include coverups of zepts and other troubles. attention will focus on how deeply the commission can discuss revision of nuclear

policy. the fukushima municipal government plans to clear radioactive materials from all private dwellings in the city. the decision was made after high levels of radiation were detected in some areas. the city is 6 0 kilometers from the fukushima daiichi plant. some are concerned about health risks already moved out. they plan to decontaminate all the residences in the next two years. the goal to lower radiation levels in the air. >> it is late to start decontamination. >> translator: i'm worried because my child always wants to play outside. >> it has yet to be determined how the contaminated soil and other materials will be disposed of. the leaders of japan and the philippines have agreed to strengthen bilateral cooperation on maritime security.

the move comes amid china's increasing activity in the east and south china seas. japan's prime minister yoshihiko noda and philippine president benigno aquino on tuesday signed a joint statement on a strategic partnership. >> translator: japan and the philippines share basic values and strategic interests. agreeing to position of bilateral relationship as a strategic partnership marks significant progress. >> being both maritime countries, we have formed an interest in cooperating on maritime security issues. >> in the statement the two countries pledge to promote cooperation between their maritime police organizations. japan will send coast guard patrol ships to the philippines. the two countries will also promote defense exchanges. this will include reciprocal visits by their naval commanders. the philippines is the first

asian country to sign a joint statement with japan for strengthening cooperation in maritime security. in afghanistan, the u.s. led war on terrorism has brought misery to many of its citizens. the ten year conflict makes finding a job close to impossible. it has also forced many afghans to flee from their homes. over 300,000 citizens are classified by the u.n. as displaced and live in camps across the country. >> reporter: more and more are coming here and fighting fights between international forces and the taliban.

workers, was killed by the international forces. to escape the fighting, he and his brothers moved to a camp in kabul in july along with their uncle's family. he is 18 years old. he looks for day's work but comes up empty. more and more evacuees stream into the city looking for job. on this day, he cannot agree on the chance of a job. somebody else takes it. >> so many people compete for one job. i have to find work to feed the children. >> reporter: united nations says over 10,000 civilians have

been killed since 2007 when the fighting started intensifying. it warns that as more families lose their breadwinners, more families may lose their homes. >> there is a high increase in the first six months of 2011, the number of newly displaced persons within the country has been as high as that of last year throughout the 12 months last year. the number continue to increase, it is of course an indication of the fact that the instability in the country is also increasing. >> as the fighting intensifies, more and more people in afghanistan are forced to live in evacuation camps.

now, does this mean security is degenerating even further? >> yes, it's getting worse. the record 277 civilians victims of the terrorist attacks last year. as for this year from january to june, civilian deaths were up 50% from last year. this sets a new record and can be blamed killed 16 police officers and civilians. the headquarters of the international security assistance force were among the targets. in august, taliban attack the british compound and june strike against russia caused heavy

casualties. as far as civilians are concerned, security has not improved. >> restoring law and order is a must before evacuees can return home and get back to normal living. what is the outlook for peace? >> afghan president karzai is seeking negotiated peace with the taliban. he says the law and order will not be restored by military might alone. karzai has been calling on the taliban to disarm and take part in running the country. but demand negotiation, he was assassinated last week. they think chances fof peace of the taliban have grown slimmer. >> his death will make an impact on the peace process. he wanted peace in afghanistan and sacrificed his life to help

bring peace. afghan enemies don't want it and don't want the people to live in peace. >> the death could make the country in which many ethnic groups live even more unstable. rabani was a member of the ethnic minority. karzai like the taliban is a member of the majority. so they are criticizing karzai for seeking negotiated peace with the taliban. some say it will deepen the ethnic conflict. afghanistan appears to be sinking further into turmoil. >> thanks. next, we go to the bureau in bangkok for what's making headlines in the region.

southeast asian countries are struggling to handle the rains in two tropical storms. in the philippines, a typhoon killed at least seven people. it pounded tuesday causing flash floods and land slides. low lying areas in manilla are underwater. 20,000 have been ordered to evacuate. >> it's getting deep. our house is already on high ground, but the flood still reached it. >> the biggest typhoon to hit the country prompted the closure of financial markets, government offices and schools. large portions of the capitol were left without electricity. authorities it should move away wednesday, but warned people to remain cautious. thailand tuesday braced for more heavy rain from remnants of the tropical storm. the country still struggling to recover from flooding that killed more than 165 people, and

most find it hardrigate. most find it hard to make ends meet. he is one of them. he has no money for the seeds. he felt so hopeless that he tried to end his life in january this year. >> translator: i thought if i couldn't payback my debts, they were going to take my land away from me. it seemed like there was nothing to do except kill myself. before he would commit suicide, his wife noticed something was wrong and talked to him. there is no way that the couple can payback their debts, which totals about 2200 u.s. dollars.

they were holding a meeting in the village this day. according to them, 55% of the 350 farmers living in this village have debts. because of water shortage, they can't payback the loans. >> you don't have to kill yourself. the government told banks not to press debtors. >> in this village, 18 people have committed suicide in the past seven years. to prevent farmers taking their own lives, they set up grain banks. they can borrow barley or other

food crops from them. 17 grape banks in local village run by villagers themselves. they do priority to farmers who might not be able to otherwise find food. the food loans are seldom prepaid. but things won't improve as long as farmers rely on rainwater for krobs. they are calling the government to build an irrigation system. >> i'm not saying the government hasn't done anything, but they should make specific plans to help farmers solve water shortages. >> a local official says they will continue efforts to build irrigation canals to provide water to the feeds. they expect things to improve when the work is complete.

keeping an eye on several tropical storm systems. typhoon nesat is pulling away from northern philippines. it is leaving behind some stormy weather. into the afternoon hours, definitely you need to brace for lingering strong winds. now, nesat is expected to trek across the south china sea with a little more intensity again before aiming for southeast china or possibly in towards the northern end of the indochina peninsula. not sure where the system will land. no matter where the eye of the storm is, this is a large system, it will span a large area. this entire section wants to brace for stormy conditions the next few days. rain wise, bulk of heavy rain in the next two days will move into the island and southeast china.

watch for potential flooding and landslide issues as well. in the pacific, tropical storm just formed and is moving at slow pace. possibly going to northern philippines or taiwan. too early to tell. we will want to keep a close eye on its progress. for japan, looking as largely settled skies. should be looking at quite a bit of sunshine. we have rape headed your way, then for china, scattered showers moving to the northeast corner and through central sections. highs wednesday, 22 in beijing. higher in tie pay at 33. in the caribbean, we have a new

tropical depression formed again. it is supposed to bring in more thundershowers and downpours. there's a chance it will strengthen further. we'll need to keep a close eye on this warmup. a low is parked over the midwestern united states. that looks to stay in place, while the pacific northwest will look dryer as we head into wednesday. highs look like this. 24 in win peg. getting up to 30 degrees in denver. and finally, a look at europe. it will stay fine and dry for most of europe. rain continues to ride the rim of this high pressure area, mostly across the scandinavian peninsula, looking wet. out east, showers will be dropping in today. highs wednesday look like this. 21 in berlin. 22 degrees in vienna. overall, high pressure area bringing in a lot of warmer air to the area. paris getting 28 degrees, london at 26 degrees. that's going to be considered warmer than seasonal normals. that's a look at your weather
