>> the problem started at the plant after it lost the power to keep feeding the reaction and storage pools with water. when the cooling systems shutdown, experts immediately began looking for ways to connect the plant to outside power sources. the number of options were considered. experts decided on an idea that came to them in an emergency drill conducted at the number five reactor last november. >> this is a video of the training conducted based on the facts at the cooling function have been compromised. >> but this time around, it wasn't one reactor, but all six that lost power. four also lost their emergency back-up power. something the plant's operators

7:07 pm
it is hard work carried out in the dark in a race against time. the restoration of power does not resolve the whole problem. most of the motors and switch boards at the plant have been submerged by the tsunami and they cannot be used. thorough examination must be carried out to determine if there is a leakage. if there are problems, work is necessary to restore unusable products with new ones. >> tokyo electric power company says some of the workers at the power plant have been exposed to more than 100 millisieverts of radiation. tepco disclosed the information early on saturday. the company says this is its

first ever crisis. it has decided to raise the limit to 150 millisieverts. it will not send workers back after 100 millisieverts of radiation. radiation levels outside the evacuation zone are not harmful for human health. >> there are low levels of radiation measured. we understand the concern of people living outside the 30 kilometer radius. that they may be affected. the evidence so far, the radiation levels measured would say that there is little public health danger from the radiation there. if you are living in tokyo or yokohama or further afield, there is little public health risk. >> w.h.o. spokesperson was speaking at a regular news conference in geneva on friday.
