greece which includes a tough austerity measures amid concerns athens will have trouble paying back loans. that year was underscored after revealed that not all mp's in angela merkel's coalition voted for the bailout. >> those doubts are growing in the ranks of the government coalition. >> when the votes were cast, the chancellor that the boats she needed, but there were dissenters even within her own cabinet. one member parliament said greece should be encouraged to leave the euros theme -- to lead the 0. after waiting all the arguments pro and con, she said, i have come to the conclusions the opportunities in this new program outweigh the risks.

enable athens to get its finances straightened out and keep grease and eurozone. >> the german chancellor staking a lot on the vote today. let's bring in our chief correspondent. what does today's vote say about parliamentary support for angela merkel and the bailout fund? >> the first thing to note is the package did pass with a strong majority. that is partly thanks to delegates from opposition parties. they did vote to support the package, but 17 members of the government felt ruling coalition did infect reject the rescue. the chancellor -- did in fact reject the rest to. the chancellor did not get all the votes of the majority. >> angela merkel's mantra has been "greece must remain in the eurozone."

but there are people in her own coalition who are dissenting from this year? >> the interior minister said of the weekend said that greece might regenerate better and become more competitive if it left the euro. angela merkel did not comment on that today. she did recognize there are significant doubts through all the political spectrum, saying there is no guarantee this rescue package will succeed, that there are risks involved, but the benefits outweigh the risks. she said once again that if the euro were to fail, europe itself fails. >> anti-big german -- anti- german sentiments are running high. what to german lawmakers make of this? >> that is right. the chancellor has been depicted in a kind of nazi uniform in some greek media organs. frankly, people here are taking

that in stride. they have seen germany bashing before. i do not think that we'd particularly heavily in today's vote. there's also bashing going on from this side. one of germany's leading tabloids at a huge headline screaming "stop!" meaning do not vote for the rescue package. lots of doubts in the media here. >> in other news, the syrian government says the voter turnout has come out at 55 -- 57%. 90% of those to cast their ballots voted for new constitution. this vote was dismissed by the syrian opposition, which boycotted it. anti-government activists say the syrian government resumed its fighting in the flashpoint areas. today's referendum was not

enough for the european union. with brussels joining the u.s. and tightening sanctions on syria, another biting round of sanctions targeting the central bank. >> it is hoped that this will get president bashar al-assad to end the fighting, and an increasing number people in opposition stronghold need medical attention. >> a bedroom service as an operating room here. a syrian doctor is treating the wounded in his makeshift clinic. it is ill-equipped and medications are running out. eu foreign ministers meeting in brussels have vowed to protect the people from the government violence. >> we suggest working with the international red cross to bring

food into syria. >> the eu ministers strategy involves sanctions to target the central bank and freeze assets of syrian officials. most of all, the new u.n. special pointed on boy, wachovia non--- envoy, kofi annan. he is the first representative of the eu and the arab league. minister's hope that annan will get russia on board, which is seen as a prerequisite for successful security council resolution on syria. so far they have said no on intervention. >> what more can you tell us about the sanctions, and water they designed to achieve? >> -- and what are they designed

to achieve? >> the aim is to end the violence. the british foreign secretary said the needed to understand that rather than relaxing their efforts, the europeans were stepping up. the europeans have been careful not to hurt the syrian population with the sanctions. rather they are aimed at blocking the regime's access to finance and targeting important ministers to directly associated with these crimes going on. >> what are the sanctions coming now? the syrian opposition says they are late and fall short. >> it is the 12th round of sanctions. since military intervention is not an option, the europeans are going for the strongest economic -- diplomatic weapon at their disposal, if you will. this is something that you have to say, but it is difficult to assess how effective the sanctions may be, and the goal is to get russia and china on

board. they agreed to a u.n. security council resolution. now there is a deadlock. the europeans are hoping that't kofi annan will help. the best the you can do is to put up sanctions against assad. italy's foreign minister was here in brussels. >> ok, thank you so much. >> serbia is one step closer to becoming a member of the european union. the french foreign minister said the decision would be announced on tuesday. he said that france is no longer objecting to serbia's e you bid and the country had met all conditions -- serbia's eu bid and the country had met all

conditions for membership. >> of russia and ukraine security services say they have foiled a plot to assassinate russian prime minister vladimir putin. they link the attempt to islamic militants. >> the latest polls show putin winning with more than 60% of the votes. >> russian state tv report that police arrested a gang in a dasa in early february. they believe the men were planning to assassinate prime minister vladimir putin. the present this confession as evidence. they say this man was an islamic militant. >> we were ordered to travel to moscow and take a tax on areas of economic significance and on putin as well. >> prosecutors say that brushup's public enemy no. 1 --

at the oscars. on a big night in hollywood for europe. but first, some of the other stories making news this hour. at least nine people and killed in a suicide car bomb attack in eastern afghanistan. the airport is used by isaf troops. the taliban claimed responsibility. >> kaine's court -- spain's court has cleared the judge baltasar garzon of charges he exceeded his authority during the spanish civil war. he was found guilty of similar charges and a domestic corruption probe. >> germany's national carrier lufthansa canceled flights in

frankfurt on monday and is likely to pull a similar number on tuesday. most flights will take place as scheduled, including all international groups. the strike is expected to last until thursday. well, back in charge of oil markets. a loss of iranian oil supplies it pushes the market into crisis. >> you could say that, monica. analysts say the price hike is mainly fuelled by the drive of the west to prevent iran from acquiring nuclear weapons. >> europe wants to stop importing oil from iran this summer. iran wants to cut the west of from the oil-producing nations in the middle east. >> the rise in oil prices monday sent shockwaves through the trading floor in frankfurt. there were fears that tehran

is expected to discourage many international investors. >> there is nervousness. when the last of the legal questions is cleared up, it will go smoothly. >> unions object to privatization. last year, the public service is union called members out on strike several times to oppose privatization sales. they have had to back down now and except that it is an important part of saving the country. >> we do not have anything against foreign investors. they can even make profits. what is important is that employees are paid well and treated decently. >> even the former airport of athens is up for grabs. it is the largest piece of real estate for sale in europe.

there has been no serious investor interest since the airport closed in 2002. >> to the u.s. now -- a shooter open fire in the state of ohio. it took place in the cafeteria of a high-school. witnesses say the shooter shot a classmate and a teacher chased him before he gave himself up. the suspect is in custody. the entire school district, located outside cleveland, is closed for the rest of the day. >> i change of pace. up black and white silent film took the oscars last night, including the best actor oscar for the first time in history went to a french actor. >> it harkens back to the age of the civil screen -- silver screen.

" twice already. we asked about the winners on oscar night. and we began lauding him about his prediction that "the artist" be the star this year. >> i would not be the only one. in a lot of ways it could be the under at -- the underdog. it really struck a nerve with the academy. i think there was a lot of nostalgia with this film. it has been 80 years since the start of movie-making, at a time in america where they are mired in economic troubles, where the country is in two wars, and there is this appeal to looking back to a time where everything is black and white and all you need is a song and dance number. >> if you want to keep up with the latest in a mobile phone at center, you should look up the mobile phone trade show, the

mobile phone congress. >> the biggest phone makers like apple and samsung and sony are using it to debut their new devices. >> nokia debuted a new low coast -- low-cost smart phone. >> this picture rivals professional cameras. and allows users to digitally zoom in on the shots without pixilation. it is a comeback from a manufacturer the did not have a single new phone on show in last year's fare. >> is very clear that we have changed the top speed of nokia, demonstrating we can rapidly execute our new strategy. >> with no new competition from mac operating systems, they have
