and bureaucratic corruption. government leaders are presenting their annual budget plan to the congress. they've increased be defense budget by more than 10% to about $120 billion. china's defense budget has seen double digit growth almost every year since 1989. members of the congress are expected to follow through on the transition and choose ping as president. once they do he'll hold the top three posts in china, leader of the country, military and the communist party. he took over in november as the party's general secretary. the congress is empowered to appoint top political officials and laws.

11,748. that's a gain over .8 of a percent from monday's close. the bank of japan will take more aggressive steps for monetary easing. let's take a look at the currency markets. market sources say traders are looking to hear remarks from the government nominees for the deputy governors of bank of japan at the diet. the dollar against the yen quoted at 93.40 to 45. the euro is little changed against the yen. that pair is being quoted at 121.68 to 75. participants are waiting for possible developments at europe's finance minister's meeting later on tuesday. now let's take a look at the yield on be benchmark tenure. japanese government bonds fell below 0.6%. the yield is at 0.598%.

investors are expecting the bank of japan will step up bond buying operations. that's sending the yields lower. let's take a look at the other markets. the kospi is up by .8 of a percent. and in australia the benchmark index is trading higher. recent yen weakness and bad weather in producer countries led to an increase in import prices of material used to make cook oil like soybean, grape seed, olives and sesame seeds. officials say that cooking oil prices will go up between 10 and 15%. prices of olive oil and sesame oil will be raised more than

10%. j oil mills officials have announced similar increases. retailers are expected to raise prices of those items sometime in april or later. prime minister has been calling on corporate japan to wage raises and help the country pull itself out of deflation. executives have responded to hihis call. they have agreed to increase monthly basal ri at their group company. salaries at supermarket chain ito-yokado will go up 1.5% or about $56 per month. employees with children will receive additional increase. the company will also raise pay at major convenient store chain. managers are hoping that these raises will also help improve

his company makes software that automatically takes users to a search engine after they select certain words on a website. he thought of the idea at graduate school and started the business after receiving the patent. >> translator: in japan, patents are protected. that puts my mind at ease. i can be sure my intellectual property is protected. yes, china is developing rapidly, but i started my business here because more than anything, i wanted to be able to do business in a country in which my work is protected. >> reporter: here chung visits the office of a client. he shows them his software makes it easier to explore the internet.

they said she would spend a few days in hospital but she was discharged earlier than expected. they are suspended all the queens appointments for the week including a trip to italy. the queen last entered hospital ten years ago for a minor knee operation. dutch police say they have arrested a 19-year-old woman in connection with major art heist. she was part of a gang that stole seven masterpieces. from a gallery in rotterdam. thieves carried out the $8 million haul last october. they stole waterloo bridge and works for peaks, matasa and brolin. the woman helped hide the pieces. they arrested three others in january. they denied involvement and remain in custody. none of the paintings have been recovered.

growing interests from abroad by launching courses especially for japanese students last august. short courses that lasted between a week and three months are popular with university students and corporate workers. akiko watanabe works at this school. she works at a financial institution in japan, has to deal with more english-speaking customers than ever before. so she decided to use her week-long leave to come here for a crash course in english. hot meals, teaching and accommodations cost $150. that is far cheaper than in the

u.s. >> now i communicate with my customers through a translator. i want to speak with them directly after taking this course. >> reporter: the influx of english learners from overseas means more job opportunities for filipinos. creating new jobs is important in the country where 10% of the population goes abroad to find work. teaching english is now a popular job choice for young people. >> teaching is my passion, so i consider being a teacher or instructor a booming industry. >> reporter: as the english education industry grows, schools are catering to japanese students and they're picking up. a school opens this month with plans of teaching employees of 60 japanese firms.
