soaked by rain. the storm wipha knocked down tree, cut power to thousands of homes and delayed people on their way to work. officials at the japan meteorological agency say the typhoon was moving northeast at 65 kilometers per hour. wind speeds at center 126 kilometers per hour. weather experts say wipha could be the strongest typhoon to hit tokyo in a decade. still they're calling on people to stay home and prepare to evacuate if necessary. airline companies have cancelled more than 500 flights throughout the country. the storm has disrupted services and traffic on roads and highways. for more on this storm, we're joined by our weather desk. >> catherine, this is the strongest storm to hit the region in a decade. this is causing havoc for the commuting time in the metro poll

tan area. it's been bringing rainfall. take a look at this. 824 mm in the span of 24 hours. we usually in tokyo only get about 190mm of rainfall over the course of october for the whole month. in a day, tokyo has already found 243mm causing flooding conditions here across the area, downing a lot of power lines. many households here. this storm system will affect northern japan as it progresses on the path of 65 kilometers per hour. it's a speedy one. by the time it's around noon hours, western and central japan will start to see the dry conditions with sunshine. northern japan, 200mm rainfall. 50mm of rainfall will fall in just an hour. we'll keep a close eye on this

system. >> thank you very much. she'll join us later in the program for more in world weather. workers at damaged fukushima daiichi plant are preparing for the typhoon and taking steps to stop the leaking radioactive water. the governor urged the power company to manage the risk. tepco is adding tanks and workers. ropes have been attached to pipes and piping used to inject water into the pipe reactors. the utility says it has larger capacity tanks. that's in addition to the standard procedure of moving accumulated water behind barriers to nearby tanks. the company says it has more than 50 workers dedicated to the transfer of water. villagerers near fukushima daiii have high hopes of a harvest. they're picking a test batch of

rice to see if it's safe to resume commercial farming. residents of the village took part in the project and planted rice in the part of the village deemed uninhabitable due to radiation levels. residents have been unable to live there since the 2011 accident. the topsoil was removed last year. they planted the seeds in june. >> translator: i'm happy to harvest rice for the first time in three years. some people in my district felt healed when they saw the paddy with rice stalks. officials will test the rice for radioactive substances and discard the crop regardless of results. the mayor hopes it shows farming can get back on track in uninhabitable areas. a bombing struck pay mosk in

nato forces. police have detained a man in connection with a bombing that wounded one person at a luxury hotel monday night. residents were shocked by the incident that struck the landmark in the city. the explosion occurred shortly before midnight. a 43 year-old american woman staying in the hotel with her family was injured in the blast. investigators believe a hand made bomb was planted in the bathroom. police have detained a 25-year-old man who checked out of the same room monday. city residents have been shaken by a parking lot bombing that killed two people on sunday. police have found other time bombs over the past several days. bombings off occur during the former military regime but declined athe president took off in 2011. the traders hotel is in the central business district and frequently used by foreigners

he mentioned the committee set up in the parliament and hinted the possibility of carrying out a national referendum over the issue. the present constitution prohibits anyone with a spouse, child or children from being sworn in as president. british born children is an example. >> myanmar will host a series of asean-related meetings next year. member nations will participate as well as major economies such as u.s., china and japan. as the chair of asean next year, myanmar's diplomatic skills will be put to the test. most members are working to strengthen their respective ties with china, but some are locked in disagreements with china over territories in the south china sea. the disputes have often

2011 earthquake and tsunami. he promised to speed up reconstruction efforts and be better prepared for disasters. he spoke about the leaks of radioactive water at the plant fukushima which sparked concerns in japan and abroad. >> translator: fishermen in fukushima are suffering from rumors with no fact wall basis. the effect on food and water is far below the safety limit. that is the fact. >> abe said his government will take the lead on tackling the contaminated water problem and decommissioning the reactors. a new nhk poll suggests the prime minister remains popular with voters after his decision to raise the consumption tax. interviewers spoke to 1,000 by phone. 58% support his cabinet. 26% do not.

62% of respond ents approve of the cabinet's economic policies. 34% disapprove. voters were divide over the decision to raise the tax next april to 8% from 5%. 51% say they support the hike. 46% say they do not. also asked if they feel anxious about handling household finances after the increase. 74% said they do. japanese leaders are looking southward with their trade ambitions. they've agreed to speed up a by lateral economic partnership agreement with australia. japanese foreign minister hosted the counter part in tokyo. they agreed to strengthen ties like the economy and security.

world liked these soccer games so much they spent a total of $6 billion on them. the game developers recorded the movements of the world's leading soccer players then replicated them in digital form for the game. the developer, an american company, did the work at its studio in the province of british columbia. canada is home to people of many different cultures. the ethnic mix is one of the keys to the success of the firm's development team. for instance, the japanese member excelled at creating detail images.

staff at this major japanese video game company linked up with the school. they just set up in canada in august. they asked a team of students to suggest the smart phone game for north american customers. >> they really want a general accessible western character that will have traction with the audiences, younger and older. >> reporter: the students researched the topic for three months. finally they unveiled the game. when users moved the correct musicale notes to the circular home base, the device plays a tune. the students wanted the main

dealing with the aftermath of a typhoon. what's happening there? >> catherine, apart from the typhoon hitting tokyo metropolitan region as we speak bringing dangerous conditions outside, the typhoon nari landed tuesday. typhoon nari made las vegas tuesday morning killing some people and injuring a dozen others. strong winds of 133 kilometers per hour were reported. many trees were downed and hundreds of houses were damaged. 122,000 people moved to safer ground in several provinces. 2,000 travelers were stranded. nari has weakened to a tropical storm. it brings staggering amount of rainfall pounding the central regions. it will be lots of rain to the region across thailand where the

previous system has been lingering over bringing moisture and dumping in heavy rain. land is well saturated. additional rainfall could give the cause to further landslides and mudslides. we have another tropical depression formed over the water. this is likely to become a tropical storm by friday night. high pressure covers mump of the korean peninsula and china making things pretty cold in the morning hours across some of the cities in northeast china. marked minus 15 degrees. the high is in the seasonal range. beijing 20 degrees plenty of sunshine. tropics, 30s. tokyo 34 today, stormy day across the area. that cold air in the northeast and china will be brought to northern japan. mount fuji is covered with the white stuff. now across to the americas. still looking at this very

active low pressure system moving across the region. it is sagging this active cold front. we have a remnant low from octave that may land in california and mexico as well. that's acting as a conveyer of moisture pounding in texas and arkansas with flooding rain. flooding warning across much of the region. that is going to be moving towards the east. lots of mountain air, colorado 20 centimeters of snow pieing up. partly sunny sky, 20 degrees. mid summer temperatures with the winds kicking in at 32 degrees. now we have your extended forecast.
