some of the events that will go on during the 2016 race for the white house.sometimim we'll have to go back a few days -- weeks or months -- or even years that are still relevant. relevant.today -- we take a look at how presidents in the past have used executive orders -- and how president obama compares.. the executute order is a spot where the work that the legislative branch does intersects with the president in the executive branch. branch.while congress makes the laws of the land -- the president is able to issue executive orders that carry the force of the law -- and allows the office to determine how existing laws are interpreted.when the order is over something not very controversial -- no one tices much.but when president obama was first starting to use executive orders at the beginning of his second term on big -- controversial issues -- it caught the attention of saturday night live. president obama, what's the big idea? that bill was trying to become a law?i know -- but there's an even easier way to
9:46 am
i'm an executive order and i pretty much just happen. even though some of those big changes have been done just with the stroke ofofa president's pen -- for the most part -- executive orders are numerous and fairly benign. many executive orders have to do with organizing parts of the government bureaucracy or declaring holidays.but otherer times -- it's been used for creating the peace corps under john f. kennedy -- creating fema under jimmy carter -- or prohibiting discrimination in employment practices under lyndon jojoson.all ththe presidents also used executive orders more than president obama. "when you look back, president obama has used the executive der very sparingtly. you have to go all the way back to grover cleveland in the late 1800's to find a chief executive who has used the exeuctive order fewer times
9:47 am
term.once his second term started -- what was more out of the ordinary was the scope of the president's executive orders -- nononecessarily the frequency of them. the executive order this week relating to gun control isn't the first time president obama took action that angered conservatives. it started baba in early 2014 with t t president's "pen and phone" strategy -- where he would use a pen to sign executive orders and his phone and influence to make progress where congress couldn't. americans saw at in action when president obama announced executive action allowing about five million illegal immigrats to stay in the united states based on certain circumstances. "the actions i'm taking are not only lawful, but they're the kind of actions taken by every single republican president and every single democratic president for the past half century. and for those member of congress who question my authority to make our immigration system work better, or question the wisdom of me acting where congress has failed, i have one answer.

bill.he said he wanted to work with congress to pass a more permanent solution -- and that as soon as that solution was reached -- his executive order wouldn't be necessary. that order sparked many court battles across the country -- but unless republicans get a veto-proof majority in the senate -- there's not much they can do about it. that all brings us to what happened this week.the president's executive order actually took a much smaller step than many gun rights advocates thought it would. would.his order required more sellers to do background checks -- and devoted resources s the process that will make it more secure and quicker.it allocated more personnel to enforce gun laws already on the books and bolster the mental healthcare system.lastly -- it pupues efforts to dedelop more gun safety technology. "second ammendment rights are important but there are other rights that we care abouas well and we h he to be able to

right to worship freely and safely that right was denied to chrhrtians in charleston, south carolina, and that was denied jews in kansas city and muslims in chapel hill and sikhs in oak creek. they had rights too." what this all comes down to -- as best we can tell so far -- is that it's a renewed call to follow the laws that are already on the books -- and expanding their reach slightly. beforere- some gun sales s gun dealers who weren't established stores could get by without doing background checks. now -- basically anyone who sells a gun -- with a few very specific exceptions -- will have to run those checks.the opposition to the exeuctive order appears to be so strong just as much for it's having to do wtih the second amendment as it does having to do with the perception at it's circumventing congres. after the break...why next week will be a busy one for politicans in all levels of

ecectein: these stones are the remnants of the first century area right outside jerusalem's holy temple. in fact, in this very spot where jews walked centuries ago, where jesus walked, where people entered and left the temple area. the bridge that would carry people to and fro the temple area fell when the romans conquered and cracked this road that you see in front of you. this crack in a sense represents symbolically the crack of the jewish people, how the jewish people were disbursed, sent into exile.
