and on the campaign trail.that starts with the barnstorm. this week used by politicans of all levels to lay out their plans for 2016.before the president made his state of ththunion address -- iowa governor terry branstad laid out his condition of the state -- after closing the 2015 session vetoing bi-partisan legislation for education. education. "the two items where i propose spending the most money is on schools and medicaid. medicaid is costing more than ever. it is stretching our budget too thin." so to try and fight baba against that cost -- the governor has proposed privitizing the medicaid system. system.but the federal government stepped in and pushed that process back two months because they said the state wasn't ready yet. democratic law makers have been speaking out against the move for months. "i agree with him. medicaid does take a big portion of the bugdet but the reason it does is because it's a catch 22,

state.i think the delay is enough because i think the key thing is to make re as many of the providers are signed up as possible and we got the information out to all of the members." members."but that was hardly the only issue getting attention in des moiois.thth governor is taking steps towards water quality and increasing iowa's work on developing clean energy. a few days later -- leutenant governor kim reynolds hit the e road t thelp sell the governor's plan.she sat down with us and our first question to her was about the governor's plan to improve water quality in iowa. iowa. i think it really is very ininvative and out of the box and i give him a lot of credit for finding a solution to two really important issues. we talked to school officials and

sales tax for school infrastructure expries in 2029 and a lot of schools are running up against their bonding capacity. they were asking us to extend it and the governor said here's an opportunity for us to address two really important issues. giving the schools the stability by extending it for 20 years by extending i ithe stability the schools issues. giving important really important issues. giving the schools the stability by extending it for 20 years and at the same time taking a portion of the growth to provide significant and dedicated resources to water quality. when it ban, it raise about 374-milllon this year -- the first 10 million will go to the school districts. 788-million. anything million. anything above that 10-million every year will go to water quality.

is that we have this lawsuit go away that we address agriculture and from his perspective from usda, we're leaving money on the table. table.is it unfortunate that it started with a lawsuit in the courts? courts?that's part of finding solutions to problems and it's innonotive and out of the box. we don't think that a lawsuit is the way to go. we think those resources could be put into solutions and we can partner with the federal partner with the federal government and i think that's a win win also.

control. i look at it differently. when we passed the brady bill, which senator sanders opposese my husband signed it, more than 2 million purchases have been stopped becuase of a background check. i cant sit here and say how many accidents have been stopped, but we know we stopped purchases that should not have been allowed. so what happened is more purchases moved online and to gun hows. so what the president is trying to say is if you're in the business of selling guns, you need to do a background check. and we need to put more resources into makeing sure the background
