sanders by 11 points.martin o'malley remains in third with just six percent support. clinton will be campaigning iowa city tomorrow. while the debate was happening in las vegas tonight tonightmembers of congress were working on a spending bill to avert a government shutdown.house speaker paul ryan announced an agreement just about an hour ago.the massive one-point-one- billion-dollar bill would keep the government funded through sepetmeber.lawmakers also struck a deal on tax breaks worth nearly 800-billion dollars.they will vote on the bill next week. governor--is a position to which iowa voters have elected terry branstad six times now. now.that support, though, doesn't make a politican immune to controversy. recently, the govenror has been embroiled in a debate over the state's health care system.cbs 2 news political reporter kevin barry has more on that thatin a story you will only see on cbs 2 news. news. if no where else, it's probably most true in politics

the people all the time. even after going a perfect 19-0 over more than 30 years in primaries and general elections as a politician, governor terry branstad says there will always be issues that make iowans go toe to toe with their chief executive. well first of all you can't be afraid to take on a big challenge. and secondly, what you need to do is look at what's worked elsewhere. the most recent issue that he's getting criticism for is his plan to privatize the state's medicaid program. he says the program has expanded many times over the years but the health of iowans hasn't gotten any healthier.i think we gotta get iowans to take ownership of their own health and then the state needs to partner with them to help manage chronic conditions like diabetes and congestive heart failure. he wants to follow in the footsteps of 26 other states - who are already working with private companies. but people on medicaid and even some of the care providers have said the january first deadline is too soon to make the change and not have the quality of care suffer. is there a chance that this might be the right thing to do for the state because of

maybe not as quickly as january first. well we've january first. well we've already said that for some of the providers who have concerns about the contracts that we're going to have a save harbor for three more months. for that time - those providers would get fully reimbursed even without signing on with the private companies. right now - the state is still waiting on the centers for medicare and medicaid services to decide if they approve of the governor's plan - or if they'll stop it before it goes into effect on january first. in des moines, kevin barry, cbs 2 news ten at 10. you can see more of kevin's interview this weekend on iowa in focus.it airs every sunday

cbs 2 news ten at ten continues now with more of the corridor's top stories. stories.university of iowa president bruce harreld has now issued an apology for a recent controversial remark. it happened last week during a meeting with the u-i staff council. presidential harreld said "instructors who are not ready to teach their classes should be shot."an employee complained and in an email response, harreld called the remark "unfortunate and "off the cuff."he said he didn't mean to offend anyone or imply support for gun violence.a union representing graduate student teachers is asking for harreld's resignation. turning now to continuing coverage of the war on terror. terror.cbs 2 news has learned classes in the country's largest school district will go on as scheduled tomorrow.

shutdown the entire los angeles school system today. authorities say an email was sent to board members last night prompting school officials to take the drastic action.it gave specific details of bombs being placed in backpacks.the shutdown effected more than 655- thousand students at more than one-thousand schools.new york city authorities recieved the same emailed threat and determined it was a hoax. today's emails came two weeks after the san bernardino attacks. jury dilberations will continue tomorrow morning morningin the case against the first police officer being tried for the death of freddie gray.earlier today, the jury sent a note to the judge saying they were deadlocked. he instructed them to continue deliberating. 25-year old gray died in april from injuries he suffered while in police custody.officer william porter is one of six officers in baltimore to stand trial on

death from a broken neck. now ten at ten continues with a look at tonight's other stories across the corridor. a marengo man is dead after a crash with a semi in amana.the iowa state patrol tells cbs 2 news, a pick up driven by 43-year-old johnny bagwell junior crossed the center line of highway 151 and slammed into the semi.the busy highway was shutdown for several hours following the crash.the semi driver was not hurt. in cedar rapids, voters in the college community school district are going to the polls february second.district leaders say they need to meet enrollment challenges with a 49-point- five million dollar bond referendum.this will be the second time in less than a year that voters are being asked to decide the fate of such a measure.in april, a similar referendum failed by only 58 votes.if the new measure passes, it will raise property taxes in the district by about 32-percent. iowa leads the nation with its high school graduation rate.

education says iowa graduates 90-point-5 percent of its students.that's well above the national average of more than 82-percent.the feds also say the graduation gap between whites and minority groups is shrinking. in johnson county, county,there was another group of graduates today. this was the graduation ceremony for the county's drug treatment program.there are a number of requirements that participants have to complete before graduating.statistic shows each day spent in the treatment program, saves taxpayers nearly 60-dollar a day per participant. a different kind of treatment is helping people across the corridor sleep.the physician's clinic of iowa now has what's called "inspire therapy."a device helps open airwaves and acts like a pacemaker inside your body.patients can look into using this treatment when they fail to get a good night's sleep with a "c-pap" machine or surgery.. the salvation army needs your help
