individuals whose canoe capsized this weekend in the frigid waters of coralville lake. lake.seventeen year old tanner wymer was canoeing with fifty one year old michael felton sunday afternoon.authorities say strong winds caused their boat to flip over.we're told they were out canoeing to take pictures of a local home.the sheriff's office also says neither was wearing a life jacket. this is a really erratic time to be on any body of water in johnson county or much of iowa. we've had the el nino effect this year we've had fluctuating temps much warmer than normal, a lot of heavy rains. there hasnt been a good opportunity for ice to form solidly. solidly.first responders had to break an inch of ice as they searched the waters - and debris also made the search difficult. the news of such a young life lost is taking a toll on the city of solon. solon.cbs 2 news reporter stephanie johnson joins us now to explain.stephanie? stephanie?kevin and kelly, last night more than a hundred

an update to a standoff in eastern oregon... oregon...a sheriff is now telling an armed group that seized a national wildlife refuge, it's time to leave. leave.this all started after the protest over two ranchers being sent back to prison to serve time for arson.those two ranchers reported to a prison on monday.now -- a group led by ammon bundy has sent demands to the federal government -- saying they want authorities to look into claims that local ranchers have been intimidated by the government. there have been some tremendous abuses. they used

basically take the land and resources away from the people. people.bundy's father had a similar standoff with authorities over his ranch in nevada in 2014.the ranchers say they *don't support the actions of bundy and his group. the f-b-i is working to resolve the situation peacefully. the city of chicago has paid out 5-million dollars t0 more than 57 people peoplewhose claims that they were tortured by police decades ago were found to be credible. credible.the money was paid on monday.most victims received checks of 100-grand.the city has been receiving heavy criticism and is facing a federal civil rights investigation into their police department.mayor rahm emanuel said that before righting more recent wrongs, the city must heal past wounds. new this morning, a former south carolina police officer is now out on bail. bail.online records show michael slager was released about an hour after a judge allowed him to post 500- thousand dollar bond.slager
