this wasas day of high profile speeches in both iowa's and america's capitols. in just a moment, highlights of republican governor terry branstad's 22nd condition of the state address in des moines.we b bin in shington, d.c. with democratic president barak obama's 7th and final state of the union speech. the president skipped the usual laundry list of policy proposals and focused instead on what he sees as his administration's accomplishmen ts including expanded health care and the nuclear deal with iran.with many presidential candidate in e audience, he argued that his successor should continue the work he started. i will keep pushing for what i believe needs to be done....fixing a broken imigration system...protecting our kids system...protecting our kids from gun

first ten million each year would go to schools - with leftover money going to water quality programs. overcoming learning barriers for all students in the classroom is a constant conversation for the cedar rapids school district. tonight, thaconversation continued at the african american museum.the point of the meeting --to increase community involvement in an issue that affects us all - equity. particularly, underrepresented mimirities and students in poverty. the district hopes that as stakeholders break down barriers, those students will benefit. community members say it's time we take a deeper look at the isise. equity plan. one study shows iowa ranks near the bottom for racial progress and intergration. according to wallet-hub- dot-com - iowa is 49th in the country when it comes to racial progress..the website looked at areas like "employment and wealth" along with "education and civic engagement."maine was ranked last, while georgia a came in as the best.when it comes to racial intergration, iowa ranked 47th, with hawaii coming out on top. back to goveveor branstad's speech for a moment, where --in addition to education funding--he pushed the state to become a leader in clean energy. energy.he says low-cost renewable energy methods in the state of iowa have proven work...and iowa could be the first state to produce 40 percent of its energy needs from windpower by 2020.state senator rob hogg has supported clean energy for a long time and was pleased with what he heard. but has struggled to gain popularity during this election cycle. now ten at ten continues with a look at tonight's other stories across the corridor. a fairfield mamais now charged with vehicular homicide for a crash in washington county. according to the washington evening journal, it happened last july on highway 218 near ainsworth. ainsworth.the iowa state patrol say a hicle driven by jorge noivo went out of control, crossed the median and slammed into a vehicle driven by wendy littrell.she was ejected from the vehicle and died at the scene. authorities say noivo was drunk at the time of the accident. in iowa city, the call is going out for new streetside food vendors.six, three year permits will be issued allowing vendors to sellllood from cartis in e pedestrian mall as well as on portions of iowa avenue.five vendors currently have active permits, which will expire this spring.the city would like to hear from venders who want to sell food during thth day, instead of nights and weekends.applications are due

to make sure dogs are bred in safe and healthy conditions. cbs 2 news reporter mellaney moore explains the effort to raise awareness of puppy mills. caring for animals can be a lot of work.nobody knows that better than iowa city animal care and adoption center staff. liz ford, iowa city animal services, animal care and adoption center supervisor 09:13:06 we open our d drs and we've opened our doors a number of times to the public to come in and look at our facility and see that it's clean and things like that, of course volunteers, members of the public come in on a regular basis and help us do all that cleaning work, which takekehours every day.they're working to rehome up to 25 dogs.othrs in iowa are working to address puppy mill issues with commercial, large-scale breeders.mary lahay, iowa friendndof companion animalsls founder 22:10:23 we have the second largest number of usda licensed dog breeders in the nation. there are approximately 15,000 adult dogs in those facilities.lahay says she sees an unexpectedly large percentage of those breeders cited for violations to the animal welfare act each year.she says for the past three years she has been
