two months is fairly normal. right now -- iowa is trying to figure out why so many released inmates become repeat offenders.new information from the department of corrections shows an increase in inmates going back to prison.the study tracked offenders let go from work release and prison who ended up back behind bars within three years.that number has increased -- and last year -- about 15-hundered inmates returned. nearly 10-percent of eastern iowans are uninsured - leaving more than 10-thousand cedar ra healthcare.that could soon change as a new initiative is unveiled.the name of the program is cr care-a-van.its goal is to help the homeless and uninsured in cedar rapids get the proper healthcare they need.it starts with giving away basic needs. "if i bring somebody some deodorant or toothpaste or bandaids or a hat or gloves, then hopefully they'll allow me to engage them in conversation and in the conversation, i can help link them with community resources." resources."the program will begin november first - and

another storm - hurricane gaston is getting stronger but forecasters say it doesn't pose any threat to land. a bus carrying flood recovery workers from new orleans to baton rouge crashed into a fire truck and three other vehicles yesterday.two people were killed and nearly 40 others injured.state police say the bus driver was a 37-year-old honduran man who'd entered the u-s illegally.he's expected to be charged with two counts of negligent homicide. cbs 2 news has been tracking th becoming a police officer in eastern iowa.many police stations say they're getting fewer recruits to join the force -- and that's happening around the nation too. too.police in san jose, california are working around the clock -- forcing some officers to sleep in r-vs near the station.they say over time is mandatory and they can't drive all the way home to sleep and return on time.the department says there are too many shifts and not enough officers.

oelwein the same. 64 in waterloo. around the state of iowa. 82 in des moines and fort dodge. 83 in spencer. 85 cedar rapids. mid-80s around burlington. we do have a cold front that's moving through the midwest here and that frontal boundary is what will kick off scattered showers and thunderstorms. that's going to continues to sag to the south. we are seeing some scattered show twin cities this morning we're seeing more scattered showers around nebraska. here's a little wider view and there's the main focal point of our weather week ahead with this area of low pressure and some of those scattered showers. we're watching scattered shower and thunderstorms down to the south and west but those shouldn't be a factor for us through the next couple days. so as this front moves on through, behind it the winds are out of the north and west. that's where they'll come from through the day tomorrow.

of scientifically altered male mosquitoes to mate with females which can carry the zika virus. the altered males carry a bacteria witch prevents the females from reproducing. the females art only ones who bite people and spread disease. >> so the eggs are not viable. they won't hatch. >> reporter: a lab in kentucky injected the male mosquitoes with the bacteria and shipped them to california. >> are these all the same species? >> these are. >> reporter: researches expect the mosquito population will mosquitoes strategically against zika if it appears. >> maybe you start to see disease transmission in a certain area. you can go to that area and release the mosquitoes. thousands more altered mosquitoes left to deploy. chris martinez, cbs news, clovis, california fresno county's mosquito control is so far the only program in the nation to use modified mosquitoes from the species that carries the zika v.

we're take like at some of eastern iowa's top stories. crews will begin the final stage of construction this season on first avenue in cedar rapids. today crews will start to mill down old pavement and apply the first layer of asphalt. there will be one lane of traffic in each direction. drivers will also be restricted on where they can turn left on this stretch of road so finding an alternate route is advised. project is expected to be finished by octobe the iowa utilities board approved the largest wind energy project. the des moines based mid- american energies behind the $3.6 billion wind turbine operation plan. it will generate 520,000 homes with of energy. the stadium came alive with the first ever concert. several stars there to perform but the highlight was a

group wants it to stop. stop.cbs 2 news reporter stephanie johnson is live in cedar rapids to explain how they hope to make that happen. happen.good morning guys, i'm here at redmond park where the cedar rapids group stop the violence held a back to school . bash.several families came out stop the violence came to throw the back to school event yesterday. several families came out. and the group provided food, music and activities for the kids. and the cedar rapids police spend some time with families, organizers saying creating a positive environment will keep kids from getting watching and that want to be role models for them just in case they don't have that person to talk to that support. organizers donated food, clothing and school supplies to help with those back to school expenses. expenses.covering the corridor in cedar rapids stephanie

a man is now charged with murder in the stabbing deaths deathsof two rural nuns - who also worked as nurses in the poorest county in mississippi. mississippi.investigators say 46-year-old rodney sanders confessed to the crimes.a motive has yet to be released. today - mass will be held in jackson in honor of sisters paula merrill and margaret held.last night - hundreds came to a small church to say goodbye to the two victims. right now -- two brothers are in jail -- accused of killing an n-b-a 26-year-old darwin sorrells junior and his 22-year-old brother derren with first degree murder.authorities say the men shot nykea aldridgein the head and arm when they fired at someone else. aldridge is n-b-a star dwayne wade's cousin -- and she was on her way to register her children for school.the baby she had with her was unharmed. police say both men have criminal records and gang affiliations. for life drew more than three- thousand hearts on university sidewalks for the number of abortions performed every day in the u-s.the hearts were power-washed -- leaving questions about why other chalk messages could stay. the iowa city press citizen is reporting that a judge has ruled the university of iowa can terminate the employment of longtime athletic department official jane meyer. she's worked for the university since 2001 but will lose her job on september 9th. meyer's attorney an injunction to prevent the firing.she filed a discrimination lawsuit after she says she was moved to a less important position a week after telling athletics director gary barta about an alleged pattern of wage, sexual orientation, and gender discrimination. the school said meyer was moved out of the athletic department because her partner tracey griesbaum, intended to sue for discrimination. griesbaum is a former hawkeyes field hockey coach who was fired in 20-14. a new report on concussions

boeing 7-3-7 still landed safely and no one was injured. federal investigators are still looking into what went wrong with the engine. in scotland - two united airline pilots were arrested over the weekend - just moments before their flight. they're accused of fueling up on alcohol right before they were set to fly 141 passengers to newark, new jersey.the two pilots are expected to be arraigned today in glasgow.the flight was delayed for 10 hours while united looked for in anamosa -- pooches spent their sunday afternoon dog- paddling at the local swimming pool.more than one hundred pups attended this pool party for just five dollars each. it's one of the many fundraisers throughout the year for the animal welfare foundation of iowa.this is the fifth year and all the money raised goes to a new shelter that's being built right now near monticello. "we're just really excited, for the last ten plus years everybody has been doing this out of their homes. they've been fostering the animals and

and radar little bit of moisture moving into the forecast. cloud in sunday grundy county. this is the driver of the forecast. as that front moves south, cooler air will settle on in but it does kick off the instability and scattered showers and storms. so we'll keep those around through tuesday. by tuesday night, that big blue h right there is moving in. that's high pressure and that will move in and midweek and end of the week dandy. there are the storm chances moving in. more so into the evening and overnight. these are riding along the cold front. we'll keep the rain around until that frontal boundary passes through tuesday afternoon. and when it moves to the south the rain will move out along with it, too. today partly cloudy is what we'll call it.
