damages a corridor restaurant. >> the loss for the community. >> the challenges firefighters faced as they fought to save a cedar rapids landmark. >> happening now strong storms with the potential to dump heavy rain are moving through parts of the cbs viewing area. chief meteorologist terry swails joins us right now with the latest. >> the first thing we will talk about is a severe thunderstorm wch the morning. for some parts of our viewing area is in the far northwest. in waterloo and all my that general region here that's what we have severe thunderstorm watch until 2 am. i don't know if those will last until 2 am. there have been no reports of severe weather anywhere in northeastern iowa or in the central part of the state.

but i am more concerned about is the potential for heavy rains. we do have a flash flood watch in effect tonight for the northern two thirds of our viewing area. thunderstorms have been developing up in the north and they will be increasing in the next several hours. they have the potential to dump heavy rains with heavy moisture . here's a quick look at the radar. you can see some of the storm scattered across our northern counties. the heaviest ones are developing in howard county and these will work their way across the northern part of our that's the region that's most at risk for flash flooding tonight. the rest of the area will see heavy rain's tomorrow and will talk more about it in the forecast ahead. >> investigators are trying to figure out what happened with a fire at a popular seater restaurant. crews responded to the riley cafi after three. they had to shut down first avenue during a busy afternoon commute. kevin barry was there

the cedar rapids landmark. >> many people did not see many flames. nearly everyone has a memory. richard pankey open rallies 15 years ago. there has been a restaurant in this chart store for three decades. >> it has been a meeting spot where people come and conduct business meetings and have family gatherings. it's a loss for the community. >> cedar rapids finest sent every truck they had. with 30 with 35 fighter cycling through and chasing flames through riley's roof. moose mcduffy's is next door and the manager called about the fire. >> i was looking at the roof to find out if it was my roof. rallies was empty and no one was hurt. water used to cool the flames

>> the sex offender registry with design with children in mind. but with more 80 offenses some parsing the system needs to change. >> michelle reese works with adult sex offenders as a probation parole officer. she sees the benefits of the sex offender registry. >> points including major defenses recommend someone in the system. >> when you have any sexual assault that ends in murder it is going to be the driving force of the laws and it's those offenders that we assume that every sex offender is that category. >> high-risk offenders make up only a fraction of the sex offender registry population.>> those offenses against children

not all of them are higher risk and will reoffend again. >> all offenders are ranked on the tier system. their risk to re-offend.mr: "the only thing the tier system does is it identifies how often that offender has to go in on an annual basis to do a check-in or update their information. it doesn't have anything to do with the level of risk."besides periodic checks, those who commit certain crimes against children cannot live within >> besides periodic checks those o children cannot live within 2000 feet from children. for no child offenders finding a home or job can be difficult. >> they see sex offender registry so employers may not hire or land lords want to rent. >> many say it's time to rethink the entire system. >> we need to get away from this one-size-fits-all approach

dew points. we do not get much of a break. >> them which are levels have been extreme this summer. we are in a situation where they are off the charts for september and that will lead to heavy rain in our forecast over the next 24 hours. it was a hot day today. we got up to 91 agrees in cedar rapids. that the second hottest temperature of the summer and the first time we've had a 90 degree high since july 21. 78 is the current temperature in the dew point is at 75 degrees giving us a humidity of 90%. as we go to the high temperatures you can see everyone from waterloo just south to the southwest is in the 90s. it was 92 in waterloo. the coldest temperature was around decorah. we still have a severe

r far northwestern counties from waterloo on back down to marshalltown and des moines but so far no severe weather. i don't think it will be a big issue for tonight. there will be heavy rain especially in our northern counties overnight and during the day tomorrow. that's where flash flood watch is in effect and we could see several inches of rain. tonight the heavy rains wisconsin as parts of southeastern minnesota. you can see an increase in the thunderstorm activity in northeastern iowa over the past hour. the low-level jet is starting to increase and that will cause these thunderstorms to expand. not right now not too much going on. karen howard county not too far from fresco and to the northeast of charles city. those rains sent to the

in. that will also sweep its weight east across the area. tonight we have our golf of mexico moisture in place. we see a hurricane here in mexico. you see the moisture heading to the northeast and transporting itself into iowa. all this moisture means any conditions that can develop in the next 48 hours will be heavy rain producers inches of rain an hour. if you have affront that is stretched out from southwestern iowa into the northeastern corner of the state. that's another key ingredient. that's the focus of the stores. you can get them to redevelop and move along the same general areas. the training affect can lead to thunderstorms and four or five thunderstorms and four or 5 inches of rain could be a possibility in some areas along

24 hours. our predictor at 12 tonight shows the storms getting active in the minnesota border. around 2:00 in the morning they start expanding across the rest of the area. here we are at 4 am and storms are scattered through eastern iowa. looks like the most concentrated area will be across the northern half of our viewing area and eventually during the day tomorrow they should start to scatter. we will still see storms tomorrow. will be heavy rain's. once again we will be warm again tomorrow and dew points in the 70s. muggy conditions are expected. look for lows in the upper 60s and 70s elsewhere. scattered showers and thunderstorms after midnight and for tomorrow showers and thunderstorms still possibility. cooler in the northwest but still warm and steamy in the central and south. you can see in our extended forecast the storms brake for thursday but they are back for

second at five months and the third at 3 1/2 years old. hayden still only has half a heart thanks to advances in medical technology his right side is doing all the work. >> 40 or 50 years ago we did not have surgeries that were available for this. kids that were born with this problem when i was born passed away because we could not do anything for it. >> come join a september 11 at 8:00. >> five euro hayden will be the first ambassador hero to kick off the linn county heart walk. trinity college to the amphitheater this year. >> why? >> we have a beautiful facility . we decided to move eight to the heart of cedar rapids and the beautiful downtown. >> money raised was directly to research that helps kids like hayden stay alive. he still may need a heart transplant down the road but right now mom and dad are hopeful and trying to keep up. >> he's going to have half a heart or someone else's hard.
