yesterday. now, we hold our breaths and watch it go away slowly. it's time to get those fall jackets out of the closet. another cool start this morning. your bus stop forecast, dress those kids, make sure they have a light jacket or sweatshirt. we'll be out 52 degrees later on this morning when they waut for the bus. cloudy skies and cool. those clouds will stick around for much of the day today. temperatures will be about 5 to 10 degrees cooler. 50 in cedar could see gusts between 20 and 25 miles per hour this afternoon. decorah 48. 50 in monticello. cedar rapids, iowa city, 52. great pressure over the great lakes that is bringing in clouds and a northwesterly flow. you can see our predictor model has us in clouds. maybe light sprinkles. we will be back to sunshine as we get into the afternoon hours for tomorrow.

temperatures will be in the low to mid 60s area wide. we'll be back to check the river levels and what you can expect. this morning, hearts are still grieving for a young life lost. several people came out last night to remember a 13-year-old girl that was shot and killed tuesday morning. neighbors, friends, and family held a candle light vigil at the very same spot the young girl was killed. cbs 2 news caught up with the victim's sister and cousin. she's too young, and she didn't deserve this. she brought joy to everybody. her attitude, it was something else. >> she didn't really get to graduate. she didn't really get to see anything. it hurts a lot to know that my younger sister got shot. i'll never get to see my sister again. >> cbs 2 news reporter stephanie

yesterday morning right after it happened. she joins us live in studio now for the latest. >> kelly, right now, three people are in custody in connection to the shooting. police have not released the names of the suspects, nor have they released the name of the victim. neighbors i spoke to tell me the victim was locked out of her home and was sitting with her two other friends in the neighbor's car trying to stay warm. police received calls about a shooting later that morning around 7:50, and the three suspects were in custody ten minutes later. a neighbor told me she learned about the shooting from her grandchildren. >> i come back, and the girls is crying and crying. i'm like, "what is going on?" "grandma, our friend got shot. "got shot where?" got shot on the corner over here." i said, "oh my goodness. right around the corner? right around the corner? this don't make no sense."

are still investigating exactly why the young girl was shot. stephanie johnson, cbs 2 news. >> thank you, stephanie. we are going back to flood 2016 coverage now. we've been monitoring the river levels all week long. now, we are waiting anxiously for it to recede. >> kevin barry is out there live. kevin already showing us good news this morning in parts of cedar rapids. >> yeah. kelly and justin, the good news really continues. we are here behind the standing on the mud berm they built, built out of really clay, and it's just really hard clay that you can't even really break apart terribly easy. that's what's been packed in here with heavy machinery. we are using a light here because it's still pretty dark out. but take a look at this green space here. it looks like it's obviously a little grass, a little mud. this was all full of water yesterday. that shrub over there had water all around it and almost up to

material they put over the berm to make it a little bit more waterproof. as we move down this way, as well, you start to see the bike trail coming back. that wasn't there nearly at all yesterday. we only had about -- it was under, rather, 1 or 2 feet of water nearly all the way up to where we were. if you remember taking a walk down this way, even more, we are near the memorial right here. now, we start to get even with some of the african-american museum as well. this is where they are worried about protecting. you see sandbags on the door as water were to have gotten over this berm. take a look on the other side. the trail goes all the way down in the water marks there where the water got to its highest. you look down towards the bike trail. the bike trail is still very flooded underneath the bridge, but we are starting to see more of it, too. like we said yesterday, we didn't see any water come up to the berm. certainly no water got on top. take a lock at the ground here, this is all bone dry. there's actually markings from the boots of the city workers

this over and over again, making sure none of the defenses broke, that nothing is breached, and no water is getting into the african-american museum. no word yet obviously until somebody gets back in the building, but it at least seems that cedar rapids can walk away with the knowledge that no water got in through the doorways and got over any of the defenses. the only thing that they have to battle is that water coming up through the ground, and so far, any threat from the river breaching its b like anyone has to worry about that with the water now on its way back down no matter how slowly. we are heading down to the district now again. we'll be on 16th avenue in just a few minutes so be sure to check in for that report, as well chl that's where most of the water that did reach land had come up through the meat packing plant and was right up like kevin mentioned - it seems so far - flood defenses are holding up well - keeping

bay.pumps are working to clean up some water- and machinery is plugging manhole covers in to clean up water and machinery is plugging manhole covers. because we're still at major flood stage, city workers say they won't completely relax until the river is back to normal. people in czech village breathing a big sigh of relief as the area sustained very little flood damage, making business owners very happy. they spent days working around the clock the area but to evacuate the store fronts along 16th avenue that were at risk for flooding. right now, people in palo are just starting the cleanup process. the southeast side of town was evacuated before the river reached flood stage. several homeowners reported water in their basements and a nearby cemetery also took on water. the cedar river crested in palo at just over 18 feet early tuesday morning, and palo will be just one stop for governor terry today. he'll be touring flood damage in

head to palo - and finally will tour damage in cedar rapids by late afternoon.the governor was just in cedar rapids last week - looking at the flood preparation efforts. on tuesday - he issued a rapids last week looking at the flood preparation efforts. on tuesday he issued a disaster proclamation for four new counties, including jones. if your home was damaged by flooding, something as simple as saving your receipts can help you qualify f provides individual disaster assistance. having those receipts will make it a lot easier down the road. will be working with eligible households and provides vouchers for certain purchases to eliminate some of the needed up-front costs. a maximum of $5,000 can be handed out for assistance. if you like to know if you qualify, dial 211 or 319-739-4211. you can also find this number on our web site at cbs2iowa.com.

motorists will enjoy getting some of their options back, but this morning, thousands of commuters will still be battling heavy traffic on hif 380. this was the view from our cbs 2 road warrior during last night's commute, and as you can see, it's very touch and go through the downtown s curves. motorists need to know the inside lane in both dreshgss is still off limits so emergency vehicles can get through. we'll continue to monitor traffic for you all morning long. right now, we are looking i-380 at 1st avenue southwest. you can see there is more traffic than usual at this time in the morning, but everything is looking good if you are headed na way. >> just leave now if you are hoping to get somewhere by 8:00 this morning. it's 6:09 right now. we are glad you're with us. >> currently in wooter -- waterloo, looking at 50 degrees. the last couple days, we saw sunshine with temperatures in the low 70s. much different today. we'll have mostly cloudy skies.

expected to crest some time on friday morning right around 18 feet, resulting in moderate flooding. the wapsi river at anamos, 22 feet. not expected to get below flood stage until friday night. of course, the cedar river here at cedar rapids, it crested yesterday just under 22 feet, ever so slowly receding at 21.3 feet currently right now and not expected to fall below major flood stage until friday a.m. here is hydrograph national weather service. you can see it is slowly starting to fall as it's forecasted to get below major flood stage on friday morning. flood stage is 12 feet, not expected to drop below flood stage until some time on sunday night. current conditions right now across the area, cedar rapids, chilly start at 50 grows. north-northwest wind gusting at 13 miles per hour. dry air is in place like it has been all week. current temperatures around the

dubuque 49. the winds gusty from about 7 to 12 miles per hour out of the north-northwest. we could see gusts around 20 to 25 miles per hour as we get in the afternoon hours. cool and blustery today. seasonal temperatures, middle to upper 60s at the end of the week, and we will stay dry right on through the weekend. high temperatures today, cedar rapids 64. cooler up into the northeast. decorah 61. 60 should be the high temperature in dubuque you get farther west into iowa looking at mid to upper 60s. a lot of 60s on the map thanks to this low pressure bringing clouds in from the north. that's bringing cooler canadian air with it. as we move our predictor through the afternoon hours today, this low pressure is going to move to the southeast, taking this cold front. it's going to kind of sit in the ohio valley when we get into around 5 a.m., but we are starting to see clearing skies around our area as we get into thursday.

light sprinkles. most of those probably won't reach the ground, and then tomorrow morning, we will see back to sunshine conditions and warmer temperatures, which could approach 70 degrees. so mostly cloudy, cooler, and breezy for today. winds out of the north 10 to 20 miles per hour, looking at low to mid 60s area wide. so much cooler than the last couple days. then your forecast for tonight becoming clear overnight. another cool night expected. a light north wind 5 to 10 miles per hour. temperatures will be in the mid to upper 40s right around 50 degrees in iowa city forecast close to 70 tomorrow. mostly sunny skies. we'll keep a few clouds around for friday and saturday with temperatures in the mid to upper 60s, and then we get into sunday. temperatures start to warm a little bit up to 68, and then monday and tuesday, we should get over 70 degrees. that is the normal average right now is 70. so looking at 72 for monday and possible mid 70s by the time we get into tuesday and wednesday. >> thank you, brandon. it is 6:15 right now.

welcome back -- it's now we're taking a look at your???? welcome back. it is 6:20. we are taking a look at iowa city right now where it is 52 degrees. >> a cool start out there this morning. by the way, hawk i know eye, we've been focussing so much on flooding that homecoming this weekend in iowa city. big parade fri great weather for the game on saturday. >> well, that'll be exciting. at least they are going to have great weather for that cht >> yeah. >> good football weather. right now, we are headed back out downtown to cbs 2 news anchor kevin barry. >> that's right. he's out in cedar rapids, been watching the water all week long and into this weekend. kevin, where are you at and what are you seeing? >> we are on 16th avenue right around the corner from it. if you look downright here, this is roughly the water mark and just about how high the water came up and the down back there

up against these 8 foot hesco barriers. so we see the water has already receded town that way, but where a lot more of the water is, is just around this corner. so, now, we're making the turn onto 16th avenue from 1st street. this is still has a lot of water here, but the good news like we've been talking about all morning is that falling water line. this is where the water got up to at its worst. this is where it is so far right now. but if we jump out on to the grass over here, which also used to be covered in much drier now, we can still see all the way down 16th avenue southeast, and that's where a lot of those businesses are that have gotten hit by the water. they were left on this side of the flood barrier because the city said this was the last spot they would be able to make the hesco barriers the most effective because it was concrete, dry, flat land that was also the highest point, too. they said if they put those hesco barriers any farther south, they'd be putting it on

could potentially get underneath them and damage the integrity of the wall or they'd be putting them on low ground where they wouldn't be quite as effective here. they have 8 foot of protection along here and 12 feet of protection all the way down that way where the worst flooding is. they say if they were to put that in something like a 4-foot hole, they would lose that effectiveness. so here is where they got the biggest or the most efficient payoff for having all that protection. so while there is a lot of good thuz this morning with the water going on and that's no d these businesses dealing with some of their own flood protection. some of them had more protection than others. there are four business owners down here. they are split on how they feel about this decision with the city. some of them side with the city and say this is the right stigs and right call. some of them feel like they were left out in a lurch. this is something we are definitely following on cbs 2 and fox 28 in the coming weeks, as well, as the recovery effort starts and we start to figure

damage will start to cost. but for right now, it seems like any problems with the wall or any problems with the water are certainly starting to get less and less as these water marks, you can see it here as well, used to be here, now it's all the way over here, almost back in the street as that water starts to head back into the river or back into the storm system and eventually find its way to the river that way. we are going to jump on the other side of this wall and check on that big break sprouting out through the storm system down by the -- the national and the new. we are going to head that way and see how all that mud that was compacted in there, how that's been holding up overnight. for now, we send it back to you guys. >> all right. kevin, thanks. 6:23. it's 49 degrees in the cool christmas city of wyoming, iowa. it's another cool start to the more thanking. upper 40s to low 50s.

waterloo at 51, and iowa city coming in at 52 degrees as of right now. this low pressure system spinning over the great lakes bripging in some clouds and some cooler air with it. so we are going to keep the clouds around for today, and with that breezy north-northwest wind, temperatures will be about 5 to 15 degrees cooler than they were yesterday. mostly cloudy, cooler, and windy today. temperatures will be in the low to mid 60s area wide, and then your forecast for tonight, another cool night becoming clear. temperatures, again, will be in the upper 40s degrees down towards iowa city and washington. kelly and justin. >> thanks, brandon. we are taking a look at some of eastern iowa's top stories this morning. sad news now from decorah. one of the rap tore resource project eagles was found dead along the road on monday. maynard and westgate.the group believes the eagle was hit by a car while scavenging for food. kirkwood community college will be offering free bus

off. temperatures are awfully cool this morning upper 40s to low 50ses area wide. 50 in cedar rapids. waterloo at 51. upper 40s in dubuque and decorah. satellite and radar showing low pressure system over the fwraet lakes. that's pulling in some clouds. also, a north wind will keep us cool. predictor shows us here this morning and into the afternoon, maybe some light sprinkles by around 4:00 this afternoon, otherwise, we will clear out by the time we get into tomorrow morning. here is predictor at 7 a.m. showg northwest, but we should clear out and be mostly sunny for your thursday, which means temperatures will be warm, upper 60s to around 70 degrees. but not the case today. mostly cloudy, cooler, and breezy. temperatures will be about 5 to 10 degrees cooler than yesterday with a gusty north wind. temperatures will range from the low 60s to the north to the mid 60s from cedar rapids down to washington. we'll check the river levels here in a few minutes, also let you know what to expect as we head into the weekend in your

by all accounts, city leaders in cedar rapids are very close to a major victory in fighting back the second biggest flood in the city's history. >> that's right. but not everyone is in the mood to celebrate. cbs 2 and fox 28's drone flew over the district yesterday where those he sco barriers were installed to hold back the cedar river. as you can see, some buildings were left high and dry. that's because city says the barriers would not have been as effective in any other location. one of those businesses that was left out of the protected zone the owner tom slaughter is there now, and he set up his own barricade, says he's not moving from the area until the water recedes. slaughter says the city left him on the island to fend for himself, and the city says those big hesco barriers, again, wouldn't have been as effective in the area around tornados. he used mie wood and sandbags hoping the water doesn't destroy his livelihood. >> we're pretty shocked. my wife, me, my sons.

man. this is family. we all work here, all of us. we don't hire it out. we work here. this is what we do. 16 years, we've been doing it. scompl says it's going to be a long journey to recovery, but there is light at the end of the tunnel. once things dry out, there will be a party at tornado's to support the owners. cbs 2's kevin barry first showed us that footage around those houses and businesses yesterday. >> we head back out to him now downtown to see. i believe he's in kevin, what do you see? >> we are pretty close to tornado's now, but we are on the dry side of the wall here, and we're taking a look at that big emergency event that the city had at about 4:00 or 3:00 yesterday morning where some of those manhole covers that are down there. you can tell where the manhole covers now because, now, there's giant mounds of clay there covering them. the water was coming up from the bottom. like we've been talking about,

so the water started coming up extremely quickly. they rushed as many people and heavy machinery down here as they could to try to plug those up. then pi the time we got here, the mission was to try to keep them plugged so they wouldn't burst again and bring more water in because the biggest problem is not only stopping the initial rise of the water, but it's keeping the water at bay until it goes back into the river and that water level drops. so let's take a walk over here. this is the -- this is actually a section of wall that's between 10 and 12 feet tall. clay that they've been using in order to plug that up is this kind of clay. it's extremely kind of -- it feels like modelling cha, almost, but it's extremely dry and hard. it's almost like a rock, but they -- they are able to -- to kind of mold it and pound it down. we saw some heavy machinery that had big stampers yesterday so they would dump the clay on top and stamp it in and make it hard like this so it would hold the water back 6789 we were talking to mike duff fi.

he was saying this stuff is actually really good for building roads because you put it underneath the road surface and put the asphalt on top of it and it's waterproof. it doesn't take on water and kind of pushes the water away so it won't expand and contract and it won't create potholes with water getting into it because the water can't get through it at all. that's what makes it so good at plugging some of those holes like we were talking about because the water doesn't affect it the same way water moith affect sand or might affect sandbags and things like so that's all we're watching so far today. much less active scene than it was yesterday. yesterday, they were bringing in big loads of this clay and just dumping it down and these big trucks were putting it in place and other trucks were stamping it in. today, it's more of just a monitoring operation where they're still pumping some of the water back out. we'll get a little bit of a closer look, as close as we can get and still stay safe and see just how much water is left. but just for a point of reference, we are here.

that water had gotten almost all the way to the doorstep of the market. they were able to stop it just before it hit the sandbags. so we'll see if they've been able to pump it back over to the wet side of the wall there and wait for that water to go down. we are heading that way so we'll send it back to you guys in the studio. >> all right. kevin, thanks. 6:38. the cedar river will remain above flood stanl for multiple days. that is forced the cedar rapids school district to close classrooms for the rest of the week. >> all cedar rapids public because of ongoing road closures and evacuation areas. officials to call off an entire, week, they are adding a school day to next week's schedule.students were supposed to have monday, october third off.now, that will be their first day back in class. and with the exception of the 380 bridge, all the downtown bridges remain closed.the water never topped them, but did come close to the deck along first, second and third avenues.the bridges will remain closed until the water level drops and the city

still, many residents are already wondering when the downtown bridges will re-open and when evacuees can return to their homes. cbs 2 news caught up with cedar rapids city manager jeff pomerantz - who seemed optimistic. optimistic. - the problem is really now what you see above ground...right now it's what's jeff wh seemed optimistic. >> the problem is not what you see aboveground right now. it's what's underground and that pressure that's building. we think that's going to subside. as the levels go down, which they are very, very slowly, we ar opportunity to get cedar rapidians back into their homes. we're thinking by the weekend everything should clear up and we'll be able to allow business as usual and life in usual in cedar rapids. scammers are acting fast to target flood victims. be aware of anyone asking for money to reconnect services. there is no charge to reconnect customers affected by the flood.

conditions, mississippi river at dush at the rr bridge about 17 and 2 quarters feet resulting in some moderate nooding -- nooding around the area. we check in at the wapsi river, which is lowly receding after a a crest yesterday. here's the current condition, just under 22 and a half. major flooding still going on around the wapsi and anamosa. current obse quarter feet as of 6 a.m. you can see here the forecast over the next several days expected to start to recede. should get below major flood stage of 16 feet some time on friday morning. flood stage is 12 feet expected to drop below 12 feet not until sunday morning. make sure you keep that in mind as the impacts will be felt for the next several days. current conditions in cedar rapids, 50 degrees. winds out of the north-northwest at 13 miles per hour. they will be gusting today.

those three mounds right there. that's hard-packed clay that's packed on top of manhole covers that had burst open yesterday. what happened was the rising water from the bottom put too much pressure on those, and from what we heard from some of the city workers, it said some of the sandbags flying off of the top of it that was holding it down. so they rushed over there heavy equipment down here to not only tamp those down but to also now pump all the water out. if we take a walk over here, a little closer to the when we were here yesterday, we were having trouble getting across from that side to this side because there was so much water here. also, they were bringing in all these heavy trucks bringing in all this mud and clay to try to put it down op top. it's a little bit loud. we are next to that pump back there. the water is already coming all the way back down. the water is actually running this way. so the way that the to position gri works, that area is much lower than the area over to the right of your screen.

these pumps, these at least four pumps that we count here. one is clearly much bigger than the other. they are pumping it over that hill where you see that john deere tractor and sending it over to the other side where the rest of the water is. even that water is starting to slowly come down this morning. the good news is you look over here. now, they are -- that was a post-flood building, finished nt last few years. that's built up on a ledge so they are clear from some of the water. they sandbagged, as well. see down there, the city market, they have sandbags, street so the water didn't hit those sandbags so those are most likely dry sandbags. that's the good news down here. this was clearly, of the flood of 2016, the entire event likely one of the most active areas that we heard about from either the city workers or any of the residents or the people who stuck it out and stayed down around here. this is one of the parts they were the most worried about. seems like it's handled, and at least so far this morning, while
