we will talk about when the rain moves in. the city of cedar rapids is content does is considering buying a local hotel for protection. this hotel sits along first street and f avenue a few hundred feet from the cedar river. the city's real estate manager says they have been in negotiations with the property owners since 2015. the city had an assessment done on the property for more than $5 million. the hotel was closed because of the recent flood threat. now it will likely not reopened for business. we have a signed purchase agreement from the property owner that was being presented. it will be on the city council agenda for october the 11th. and it is recommended for approval, assuming that is approved, we anticipate closing

aids that provide nonmedical assistance will grow 26% between 2016 and 2024. federal navigators are raising alarm over what they call consistent fraud and abuse and medicaid funded personal care services. cbs news correspondence investigate. >> the woman on this video taken by investigators said she needed a personal care assistant because she rarely le walk. but agents caught her dragging a waste can across her driveway and picking up her dog. investigators said medicaid paid for five in-home care workers over three years for services never provided. the woman and three of the workers were charged in connection with the fraud and given jail time. we've got actually fraudsters out there who, y'know, they bill for services that weren't rendered."today's advisory highlights other examples: like an "attendant in illinois

more than $34,000 for services that she did not provide"a&. and another in missouri whose "time sheetsa&indicated that she was in two places at the same time." but worse than fraud says ceron, is patient abuse and neglecta&(sot-david ceron// office of inspector general, special agent) "we found various instances of abuse where individuals were supposed to be getting one on one care with personal care attendants, and the attendant didn't stop by for weeks on with personal care attendants. and the attendant did not stop by for weeks on end. cases were attendants went on cruises in the caribbean and the beneficiary was left alone in their home. >> he problem -- the problem he says, are there are no standards nationwide. that is why the inspector general's office is recommending minimum qualifications and tracking of services provided. in response, the centers for medicare and medicaid services told us "the health and well-being of medicaid beneficiaries...is a top cms priority....we are actively
