the city of cedar rapids and the best western coopersville hotel were talking about a possible buyout long before the flooding threat. a real estate manager says that they have been in talks with the property owners for about a year. the city had the property value assessed and made a purchasing agreement for $5 million. the agreement is set to go in front of the city council tuesday. >> assuming that is approved, we anticipate closing having them transfer title to the city by hopefully the month disco end of october. >> the building will be torn down next spring. to stay on top of breaking news, download the cbs2 news app. it is free for android and apple devices. just search your favorite app store. many alliant energy customers were surprised to see their utility bill this month. some saw figures higher than anything before.

billing system that alliant energy put in place earlier this year. the system is designed to protect customers from inaccurate bills by putting a review in place when meter readings are different from the previous year. according to the alliant spokesperson, unpredictable weather caused unforeseen problems. >> we were able to manually review when we can to manually review, the system picks out and estimated bill. >> according to him, the estimates do not reflect usage which is higher this year because of warmer weather. and alliant did not anticipate such a drastic difference and admit they were not able to update customers immediately. commuters -- communities in eastern iowa have reported clowns. it might be a growing social media prank but police are taking it very seriously. the sightings have been reported in about every part of the country.

had multiple reports this week. in cedar rapids, someone reported seeing clowns follow them on a city street. police tracked down the students scene in this photograph. they told police they thought it would be funny to dress up like clowns. some sightings and other parts of the country have been linked to assaults. as a bizarre sightings continue, a professional clown says this might have started as a prank but now it is not funny. >> you never know what you will find on the streets corridor. but inside, balloons et cetera, and the costume costumes, what's going on what >> people are starting to get terrified. they are not sure who is wearing the costumes -- what is going on.
