and we have a freeze warning and frost advisory for most of the "cbs2 news" area and i will let you know how low we can go in a few minutes. just in to the cbs two news, iowa attorney general's office says two cedar rapids officers were justified in shooting a suspect last month. on september 12th officers ashley steele and jeremiah white responded to a domestic call at an apartment. when they got there they old fighting with his ex- girlfriend. officers tried to stop the fight but when the man started to stab her they shot him. the case is given to the state because one of the officers is related to someone in the attorney's office. sandbag. up underway in cedar rapids. this morning crew started working through residential areas in the northwest side of town.

leaders unveiled a new plan to help businesses -- recover from the flooding. we're live with stephanie. >>reporter: hey, kelly. a lot of businesses closed because of the flood and the city has plans to help these businesses regain revenue back. mayor along with city manager established a recovery fund that will help businesses get back on their feet. the the revolving loan fund for the grant loan fund and the community foundation will open the fund for private donations from corporations and individuals. small businesses who apply will be awarded up to $5000 in assistance and the mayor is asking people to support the businesses.

in the cooler air and the wind is gusting out of the northwest from 14 to 24 miles an hour and we can see gusts near 25. doppler radar showing moderate rain from the court to waterloo. light showers back toward des moines and progressing to the east and get into our area by early afternoon and quickly move on through and clear the skies later on showery day today and falling temperatures into the 40s and 50s throughout the afternoon and then we get back to sunshine tomorrow and friday and it's back to 70s as temperatures warm-up saturday and sunday. here is our cold front. high pressure pushing through the area and high pressure quickly building in on its heels. we are under a clear sky and cold conditions and we will get to that in a few minutes. high pressure moves off to the east tomorrow afternoon and
