>> a very small apartment. they found the little girl in the bedroom. she was by herself in the room, on the floor. >> reporter: she lives in north carolina. she was in town for the baptism. neighbors say she was supposed to return home today. nine others who live in the complex also suffered minor injuries during the fire. >> the young girl, should have been me instead of her. i'm already going on 8 # years -- 83 years old. >> reporter: neighbors tried to save her. >> the whole place was engulfed. no way to get in. >> reporter: it was a busy night for firefighters. just before 4:30, stovetop fire prompted the evacuation of this senior living center. the person whose stove caught fire suffered from smoke

inhalation. out of the three locations, two are in neighborhoods where fire stations are slated for closure because of budget cuts. >> the crews rose to the occasion. >> reporter: the firefighters who pulled the little girl out of the burning building work at a station that is facing cutbacks. 25 people who lived here in this apartment complex are now without a place to live. the red cross is assisting assid helping them fire treasure housing and -- treasure temporary housing. >> alan: san francisco is planning to hire and team of civilian crime investigators. their job will be to help police gather evidence so uniformed officer can focus on crimes in progress. lillian kim joins us with more on the project set to begin in january. >> the whole idea is to speed up response time, save money, and free up sworn officers so they can focus on more important

things. the way it is right now, sworn officers respond to nonviolent crimes but under a pilot program, 15 civilian investigators -- who would cost half as much as officers -- will be trained to collect evidence and photograph crime scenes. the police chief came up with the idea. the commission plans to monitor the program closely. >> has the possibility to keep armed police officers on the street to respond to violent crimes much more quickly, which is the important thing, and on very minor property related crimes to allow civilian to do simple evidence collection. if it gets into any more serious crimes or involved interviews, only highly trained police officers and investigators aught to do -- out to -- ought to do those interviews. >> the 15 civilian investigators are set to work in only a couple

of san francisco's ten district stations. >> carolyn: a seven-year-old oakland girl severely injured by a pitbull on saturday is out of the hospital and recovering at home. the the dog built the girl's face. the police describe her injuries as significant but not life-threatening. she had surgery last night. the dog was taken away by animal control. the incident comes two days after three pitbulls killed a two-year-old boy in concord. the grandfather of the boy was arrested. >> alan: looks like b.p. ceo tony hayward is out. a senior u.s. government official says hayward is being replaced by possibly the managing directly, bob dudly. hayward angered gulf coast residents after saying he wanted his life back in the weeks following the oil rig explosion. we have more.

says he is more optimistic than ever at that time the u.s. mission in afghanistan will be accomplished. he warned, as more u.s. troops arrive in afghanistan there will be more instances where troops are in harm's way. >> carolyn: "the new york times" are reporting one of the biggest leaks of classified documents in military history. the papers are from 2004 to 2009 and reveal fears among nato leaders that pakistan and iran are fueling the insurgency in afghanistan. the document ease veal unreported incidents of afghanistan civilians killed by nato forces and covert special forces operations against taliban figures. an online whistle-blower organization provided early access to the 90,000 documents they're leaking. a u.s. analyst has been charged with leaking confidential information. the white house condemns the
