good evening. san francisco is launching a new plan to fight crime for less. >> the new civilian police force will help investigate nonviolent crimes, helping ease the burden faced by sworn officers. lilian kim is live in the newsroom to explain how the pilot program will work. >> reporter: 15 people trained to do basic investigative work. the goal is to improve customer service and make the san francisco police department more efficient. joe greenstein knows first hand how long it can take for a san francisco police officer to show up at his door. >> it took four hours. my apartment was broken into and i had to wait half a day tore them to come. >> reporter: the delay is common for nonviolent crimes

since officers respond to violent and more urgent cases first. starting in january san francisco will launch a pilot program designed to improve response time. civilian investigators will be trained to respond to the lower priority cases from conducting interviews to collecting evidence. the police chief game up with the idea and introduced it during his last job in mesa, arizona. to police commissioner jim hammer the idea makes sense. >> it in a petty theft case, there is no reason to have an armed police officer take an hour off the street to investigate that kind of crime. >> reporter: it will include 15 civilian investigateors. they won't be carrying guns and each could cost half of a sworn officer. the former police chief says bringing in civilians has potential drawbacks. >> reporter: it is difficult to get detectives and uniformed officers to cooperate and coordinate and work closely together.

it is a little more difficult to get civilian nonsworn people to work with the sworn officers. >> reporter: the program will last six month. whether it stays or goes after that will in large part depend on feedback from the public. >> i think it is great if they can speed up response time and somebody with specific training just doing this, that is better. >> officers what they do is difficult. they have to have an eye for things and pattern recognition and they have seen something before and they now, how to deal with it later. the civilian can't get that quickly. >> reporter: the program will cost nearly a million dollars. the 15 investigators are set to work in only a couple of the san francisco ten district stations. in the newsroom, lilian kim, abc 7 news. at least 15-wildfires burning in northern california tonight. most in remote areas north of lake tahoe. a number of lightning strikes triggered the fires. the largest is near strayler

lake. 35-mile per hour winds are expected again tomorrow in the same area which includes shasta and phis cue counties. for more on the conditions there let's go to meteorologist leigh glaser. leigh? >> it was crazy there. you can see the lingering strikes that are continuing. take you up towards lasson county and susanville is where they are seeing activity there. this prompted a red flag warning. if you are heading up and didding vacationing near headache tahoe the next couple of days, a red flag warning in effect until 10:00 tomorrow for critical fire weather conditions. thunderstorm letts continue with rain and or dry lightning strikes and also gusty winds. as you said, yes, very active day there. for the bay area, it has been more a matter of low clouds and fog and we will get it our

forecast later. three separate fires broke out overnight in san jose, one killing an 8-year-old girl. the fatal fire started just before 2 am on hamilton avenue. >> reporter: work crews board up the windows at the gutted apartment. now, a place of mourning where a little girl was killed in an overnight fire. just hours earlier it had been a time to celebrate. >> they had a baptism. i went to it. >> reporter: firefighters made it to the scene within six minutes but it was to late. they found the 8-year-old dead in the back bedroom. she was pronounced dead at the hospital. >> they went to the bedroom and found a little girl there. she was by herself in the room on the there are. >> reporter: she lived in north carolina. she was in town for the baptism. neighbors say she was supposed to return home today. nine others who live in the complex also suffered minor injuries during the fire.

>> when you see a little person, a young girl, it should have been me instead of her because i'm already going on 83 years old. it is just very sad. >> reporter: neighbors like ramon peramo tried to save her. >> the whole front was engulfed. no way you could get in. >> reporter: a busy night for san jose firefighters. no one was injured during a two alarm fire that burned two apartments in this building around 2:30 in the morning and just before 4:30, a stove top fire prompted the evacuation of this senior living center. the person whose stove caught fire suffered from smoke inhalation. out of the three locations, two are in neighborhoods where fire stations are slated for closure because of budget cuts. >> we were overtaxed but you can tell by the way everything was handled that the crews rose to the occasion. >> reporter: the firefighters who pulled the little girl out of the burning building work in one of those stations facing cutbacks very soon. in all, 25 people who lived here in this apartment complex

are now without a place to live. the red cross is assisting in helping them find temporary housing and firefighters are still investigating the cause of this fire. reporting from san jose, cecelia vega, abc 7 news. a 7-year-old oakland girl severely injured by a pitbull saturday is out of the hospital and recovering at home tonight. the dog bit the girl's face at a home on 82nd avenue near mac arthur boulevard. police describe the injuries as significant but non-life-threatening. she had surgery last night and the dog was taken away by animal control. the incident comes two days after three pitbulls killed a two-year-old boy in concord. the grandfather was arrested on suspicion of child endangerment and possessing a dangerous animal. bp board is expected to oust tony hayward tomorrow. it is a change critics say is too little too late. >> reporter: as the oil spill

antioch 54 tonight. the mist and drizzle develops by early tomorrow morning. low pressure sitting off the coast. started to move towards the bay area today and that is what is kicking it the kick, giving the low clouds and fog moving it further inland and this is pretty much going to be the trend for at least the next couple of days. the low is going to move over us. as it does so it will bring in a cooler air mass. temperatures will come down and actually be anywhere from five to as much as ten degrees below our normal for this time of year. a look at the highs for monday. remember, we wake up to the overcast. mist and drizzle bay and the peninsula. temperatures come down. 75 san jose. los gatos 77. 56 degrees pacifica. redwood city 69. sunset district near ocean

the san francisco marathon was held today with more than 24,000 runners taking off at 530 am. the unofficial women's winner emily hart of alabama in a time of 2:51. keith bechtol talked his way up to the elite level starting point and wins with a course record of 2:23:28. begging the question, did the stanford grad student run the entire 26.2 miles?
