of firefighters is over. firefighters union says they of a major announcement that will detail a new proposal for cuts and wages and benefits in an effort to get 49 laid off firefighters back on the jock. historic layoff begin last week as part of city cutbacks to close $118 million budget shortfall. city leaders say they want concessions that amount to 10% savings. >> this morning, firefighters in southern california are predicting full containment tomorrow. crews are fighting the fire on the ground and from the air in the desert community of palmdale. right now the 14,000 acre fire is more than 80% contained. it's destroyed one house and three mobile homes. blaze has charred brush and 22 square mile area and some homeowners put out flames near

their property. >> firefighters did a good job. the fire is going to smolder for a while and you can tell there is an area of ash on top. >> an evacuation order has been lifted and firefighters say no structures are threatened right now but hundreds of residents remain on alert this morning. smoke from the fire has triggered and air quality alert for the area. >> dozens of people face criminal charges this morning after napa county sheriff's deputies raided a cockfighting event on progress. amy hollyfield was there when deputies rounded them up. >> cockfight was happening along busy american canyon road but it was perfectly hidden behind a hill. somebody called police and told them what was going on. >> we found approximately 65 to

maybe 80 participating in an active cockfight. >> when the crowd saw the officers it broke up in a hurry. dozens of men took off running but police were ready. >> we had assistance from highway patrol, both air units and helicopter and fixed wing, ground units. >> a total of 34 men were arrested, some on the run, the rest inside. they were cited and released. >> would you mind telling us what happened? >> no. >> as they left the property, no one wanted to comment. many of them shielded their faces when they saw our camera. the landowner was hauled back in a police car. they say they found 50 live roosters and two dead ones. felony charges are still possible including animal cruelty. >> any time you are dealing with animal cruelty, its pretty

sensitive subject. i know that we take that serious. >> the landowner is in jail and not cooperating with police. at this point he faces the same misdemeanor charge the other men face which is participating in a cockfight that officers say he could face more charges. >> it has been a year since three american hikers from the bay area wandered into iran from iraq and were promptly arrested. shane bauer, joshua fattal, sarah shourd have been held in tehran and they have not been charged or put on trial yet but we're hearing this morning that iran is going to put them on trial for spying for the u.s. they are noting the anniversary for stepping up calls for their immediate release. here is lisa amin gulezian. >> they are marching through san francisco's mission district to remind everyone that the three graduates are still in an iranian prison.

for the hikers in iran and at one point advised their mothers, protests could help. >> international pressure on the iranian government is very useful because people within the iranian government, they know. >> organizers are gathering signatures and petitions will be sent directly to the state department asking the government to do more to help. had this is the first weekend in more than three months fishermen are fishing in large part of the gulf of mexico. plan to shut off the well permanently has suffered a minor set back. >> debris from tropical storm bonnie was found at the bottom of the relief well that will be used to plug the damaged well in the gulf of mexico. moving the debris will take 24-36 hours. that means big push to end the

welcomes back. on this sunday morning, looking out at the bay bridge. you see the fog hanging in there. i'm told it's 1200 feet tall? >> 1200 feet deep. >> that is what they say. we'll talk to tran fran in just a moment. >> starting tomorrow the beach fires at ocean beach must be out by 11:00 p.m. park service issued a statement saying they want to continue the beach fires but at the same time ensuring a clean and safe experience for the public. they are concerned about assaults and public drunkenness and hopes the curfew is going to help. fires have to be out by 11:00 but ocean beach remains open 24

hours a day. there are very few nights in san francisco in the course of a year where you don't need either warm clothing or a fire to stay warm at ocean beach. >> we have that 1200 foot deep marine layer. feet is more accurate and live shot for you, from vollmer peak, this is at 1900 feet. you see the cloud moving in from the coast. it's not working its way quite into the interior valleys. it's still clear in concord and livermore and san jose reporting clear conditions. check out temperatures at those places, if you are heading out the door, 56 in concord, 53 in livermore and warm spot at 61 san jose and san francisco. we're starting in the 50s but we'll warm up and see a lot of sunshine once the morning fog

and low clouds pull back to the coast. sunny inland, still cool along the ocean and temperatures are going to be cooler than average. minor fluctuations but no big warmup. some people were waiting for that but we'll have to wait a little bit longer. here is the upper level flow, water vapor image shows us the low, bringing the circulation and onshore flow with marine layer, we're seeing cooler temperatures. that is going to fluctuate but no big changes. that is why temperatures still stay on the cool side. with fog burning back to the coast by about lunchtime, not of us under sunny conditions but with a westerly breeze. we're still seeing cooler numbers. 80 and 70s around the bay and 60s along the coast. san jose, expect a high of 79. 84 in los gatos. 75 in sunnyvale.

69 in millbrae and 58 in pacifica. partly cloudy conditions in the sunset portion but downtown, few degrees warmer at 62. upper 70s, petaluma and napa. sonoma up to 80 degrees. in the east bay, cool spot, richmond, 63 and berkeley of you and then warmer, we'll see 70s in hayward and union city. then we'll get up to 90 degrees in brentwood, but overall, mid to low 80s for the rest of danville and pleasanton and livermore. mid-80s in gilroy. here is what we're talking about. cooler than average. about five to ten degrees. santa rosa, you are normally 84 and today you'll hit 80. san rafael, about nine degrees

>> any time you are dealing with animal cruelty i think it's a sensitive subject with almost any area. i know that we take that serious. >> a number of people were arrested, most of them cited for misdemeanor but the owner of the ranch may face felony charges. >> napa county has a history of cockfighting. dan noyes exposed an operation back in 1996. dan found hundreds of people gathered for cockfighting events three miles from where yesterday's bust went down. at the time, napa county sheriff's department say they were understaffed and didn't think a jury on would convict a cockfighter. >> firefighters expect full containment on a major wildfire that broke out.

to do what the city of vallejo cannot do, save three of the city's four police dogs. they are holding a fund-raiser using bay area pet food express stores to make it easy to donate to the cause. >> we have pet washes in just about every one of our stores but for the purchase of a token for a dog wash will be donated to the police canine fund. the money will go to buy bulletproof vests, oxygen masks. organizers are hoping to raise hundred thousand dollars. >> 80 oakland police officers who lost their jobs are getting some help from the community. volunteers at a church in berkeley and treasure box are donating special froze dinner boxes to the layoff officers'

families. oakland homeowners will now be asked not once but twice to raise their own taxes. school board has voted to put a parcel tax measure on the ballot to increase teacher pay. lyanne melendez has more. >> oakland teachers are the lowest pay in all of alameda county, average salary is $54,000. they agree teachers deserve a raise but budget cuts have taken away that possibility. so both the district and teachers are now turning to homeowners. >> the parcel tax would sunshine after ten years. it's $195 per parcel tax with an exemption for low income residents. >> that is roughly 53 cents a day. if it passes it would fund a salary increase for teachers. we have a high turnover of

teachers leaving because of the low salaries. in order to keep the teachers here, we neat knead invest in oakland by supporting this measure. >> they voted to put a $360 parcel tax to rehire and retain police officers. it's called the dollar a day parcel tax. putting two parcel texas on the november ballot is unusual for a city. >> there was communication between city hall and city council and board of education but ultimately we're at a time of critical need. >> the district acknowledges these are hard economic times but the decision to put it on the ballot was made after a survey found that oakland voters would support this parcel tax. >> the votes we talked to it won't be an easy sell? >> everything is going on the homeowner is paying for it.

>> in oakland, lyanne melendez, "abc 7 news." contract dispute pitting bus drivers against a.c. transit won't be solved before tomorrow leaving riders wondering if businesses will be running today. heather ishimaru explains what the judge had to say. >> a.c. transit bus drivers and mechanics of been working under an imposed contract. they were in a courtroom asking to lift the contract and put things back as they were before the 18th. lawyers for a.c. transit were there, too, arguing their side. judge said she'll decide monday at the earliest. drivers say they will continue to work. >> we said we're going to work. we're working. my members, are we working? >> a key legal question is whether either side broke the rules in an agreement made by another judge. when the contract expired both

sides agreed to go with binding arbitration with certain rules. >> the rules are that we don't strike, that the district don't impose. we have not strike, we are not on picket. we are working but the district has imposed. >> what we are saying in the courtroom today is how does the district get away saying that the union can't strike but at the same time it can impose. >> but a.c. transit says they are doing an organized sickout. >> riders are experiencing missed buses every day and 20% of the drivers aren't coming to work. that is break wagon they pledged to the judge and breaking their promise at public servants to serve the taxpayers and riders of a.c. transit. >> as a result of it, we're not a part of it. we're patronizing the service and we still have things to do.

let's take a look at temperatures as you head out the door. pretty cool for most everyone. san rafael, fog at 52 and concord, 56. san francisco 53 and mountain view at 61 degrees. so you can expect morning fog and low clouds to linger about 1200 feet deep. interior locations, we'll see it more along the coast and peninsula but temperatures are going to be cooler than average all week. by five degrees cooler, not much change, all due to upper-level low. notice this air circulating counterclockwise, that is going to help bring this onshore flow. marine layer, cooler temperatures as well and minor fluctuations in the onshore flow. so for today, we'll see the clouds go back to the coast. by lunchtime, sunny conditions for most locations. then by this afternoon, 80s

inland and 60s and 70s around the bay and still on a along the pacific ocean. highs in san jose, 79, 77 in santa clara and 84 in los gatos. we see some mid-70s through redwood city, palo alto and then 58 in pacifica. we'll get a westerly breeze, 10-20 miles an hour through the afternoon in downtown san francisco at 62 degrees but cooler by the ocean, pat in sunset district. san rafael, 71 and 76 in petaluma and 77 in sonoma and 75 in napa. pretty comfortable if you are heading up to the wine country. in richmond, 63. we'll get up to 75 in fremont and 74 in castro valley. interior is pretty mild, i think more comfortable. right now, mid-80s through concord, danville and pleasanton and livermore.

feet above the bay. more now from reporter heather ishimaru. >> moving 1200 tons takes time. it took three hours at dawn to lift the tower piece into a vertical position. then the rest of the day to lift and lower it into the foundation. this is only the first section of the one leg of the tower. there will be four legs made up of five pieces each. this caltrans animation show how they will stack one on top of the other, topping out at 525 feet above the bay. it will circle the bridge and reconnect into the tower. >> as beautiful as this remarkable tower will be and it, indeed, will be beautiful, the critical factor of this seismic retrofit is our emergency preparedness. >> the gray strips mark where beams will connect. a key seismic safety feature. >> a massive earthquake, these tower legs can move independent

prieta, a section collapse and the bay area has been waiting for a new bridge ever since. it should be here in 2013. just as twitter celebrates 20 billionth tweet. popular website went off line this morning. that means roughly 100 million users couldn't tell you what they were up to. they say it's routine maintenance. twitter went off line starting at 11:00. maintenance was expected to last five hours. by the way, a tokyo designer sent out the 20 billionth tweet. first tweet went out in july 2006. today marks a doubling of the activity in just five months. twitter says they had about 300,000 new users per day.

>> risk takers that invest in silicon valley of been pulling back. a new study shows the money has been drying up in the current economy and analysts say it could seriously prolong the downturn. here is david louie. >> this is silicon valley networking. bringing start-ups in search of money and venture capitalists. a new study says there has been a big drop among venture capitalists or vc's. it has to take how long companies like google to snap up start-ups. >> it takes longer and longer to the point it kind of hitters the business model of a venture capital firm. >> jesse says confidence has
