rain heads your way tomorrow. >> good morning everyone. i'm theresa garcia. a memorial service later today for one of four people who died after a gas main exploded and ungulfed the neighborhood in flames in san bruno. the public memorial for jessica starts at 7:00 this evening. it's at the church of the highlands in san bruno. many of her family and friends reflected on her life at a private vigil last night. amy shares their story. >> she wasn't even supposed to be there. >> she had to switch her days of work to go watch the game with friends. but yeah, she didn't live there. so wrong place at the wrong time. >> 20-year-old jessica morales was at her boyfriend's san bruno home when the explosion happened. 19-year-old joseph gomez was severely burned as he tried to save her. he is still in the hospital with second and third degree burns over 40% of his body.

jessica's friends and family tried to focus on her life and not how she died. >> we're trying to get to the person she was and not think of tragedy and just hold her in our hearts and know she's in a better place. >> her loved ones came together in daly city for a vigil. her parents decided to keep the service private. >> a beautiful girl. she would have loved. she was very into fashion, a beautiful person. >> jessica's family says she was very good at making friends which was apparent at her vigil. >> she had this great personality. always brought you up when you were down. just a great person overall. gonna be missed. >> jessica hopes to become a fashion journalist and was taking classes at academy of art university in san francisco. >> she had a lot going for herself. and she went young but we're going to always remember her. >> i feel like i just lost my own daughter. i really really -- i'm gonna

miss her. tremendously. i just don't know words that can express how much i'm gonna miss her. >> she will be buried on monday. in daly city amy hollyfield, abc 7 news. >> over a thousand people attended the funeral mass in san francisco yesterday for a mother and daughter who were both killed in the san bruno fire. 44-year-old jacqueline and 13-year-old janessa greg lived right next to the blast site. the service was held at the catholic church in san francisco. students were given the day off to remember their schoolmate that played basketball and volleyball and was the student body president. >> she was -- she radiates the classroom. everyone enjoyed having her around. >> very important for us to be here to support the family and just have closure to this terrible event. >> jackie worked for the california public utilities commission for over 20 years which is one of the agencies investigating the explosion.

so far there's been no public announcement about services for 81-year-old elizabeth torres. she's the fourth confirmed san bruno victim. pg&e has agreed to release the information just about everyone has been demanding since last week's san bruno pipeline blast. the utility had mapped its 100 most hazardous natural gas pipelines but it has been keeping that information secret. two federal agencies and the state public utilities commission have laid on the pressure and as abc 7's david louie reports it's working. >> the state public utilities commission sent this letter to pg&e specifically asking for its list of 100 most hazardous gas pipelines and their specific locations. that agency along with pg&e have been under pressure for a week by state and federal law makeser and by the governor that the public and first responders need that information. >> it has to have the level of detail necessary so we can identify exactly where the pipe goes so that people who have a right to know what's under their house. >> pg&e isn't saying what it

plans to do although abc 7 news has learned the utility could release maps and a list on monday. >> what exactly is or is not provided and understanding exactly what the cpc is requesting is something what we're currently working with with respect to pg&e will be in contact with the cpuc to make sure we completely understand the request and we'll be able to provide a response. right now because we have just recently received it we're currently evaluating what we have received. >> the location of high risk pipelines has been mapped by a number of sources. this it was released during a rate increase hearing in sacramento last year. state regulators want a plan to replace pipe plans with manual shutoff valves with automatic valves. san bruno was one of them. they're anxious to get the maps from pg&e. >> you don't want to let the wrong people know that information but in this case, i really think that they need to let the homeowners know.

>> what's more important? people's safety people's lives or their security? i mean, are they concerned somebody's going to do something bad to them? >> a lot could happen between now and over the weekend until monday's expected release of the list. that's because there seems to be an apparent disconnect between what state officials are asking pg&e to do and the apparent confusion by pg&e what it plans to do. in the meantime jerry hill says that if pg&e is less than forthright in full disclosure he will force a bill to comply. david louie, abc 7 news. >> if you want to find out whether you live near a high pressure gas transmission line, pg&e says all you have to do is call. the number's on your screen. it's 1-800-743-5000. that's 1-800-734-5000. this isn't it find out if you live near one of the 100

hazardous pipelines. this is just a general location of the pipelines in your area. we have posted the number at abc7news.com. one of the highest risk gas lines runs right through fremont. it's 4 miles long and would cost an estimated $14 million to replace. fremont city leaders were not able to get much information about the line from the utility, but now pg&e has agreed to go before the city council a week from tuesday. >> so we expect to get more information on that particular line in fremont. really just to discuss the line itself in general and the risk terminology. that will be important for all of us to have a clear understanding on. >> san bruno city officials have also just started offering to clear debris from the property of 37 pipeline fire victims who lost their homes. the service will be free as long as the homeowners sign a waiver. residents whose homes were damaged are either doing the cleanup work themselves or have

hired contractors to do it. the highway patrol believes alcohol may have played a role in the crash yesterday that killed one teenager boy and has left two of his novato high-class mates fighting for their lives. the driver and another passenger escaped with minor injuries when their bmw collided head on with a tractor trailer on novato boulevard a half mile west of san marin drive. beer cans littered the scene and officers discovered a smashed liquor bottle inside the car. they arrested the driver for drunk driving and driving without a valid license. >> a horrible learning opportunity of what combination of alcohol, cars and poor judgment can do. >> tragedy like this, just shows us all how valuable life is. >> the crash occurred just before noon. lunch starts at 12:15 for novato high students. school administrators and parents want to know why the

by a fierce microbust eight miles long and five miles wide. it was packing winds of up to 125 mph. these storms toppled hundreds of trees in brooklyn and queens including one that killed a woman sitting in her parked car. thankfully we don't have such severe weather here but a little change in the bay area. >> that's right. they've had the very hot summer we had the cool one. follow them won't go that far. there's a cold front offshore and it's going to swing through here holding together early on tomorrow to bring us a little rain. but it will fall apart so it shouldn't be a big deal. a live look outside. you can see some of the fog here from our east bay camera. it's very dense. in fact cloud cover extends all the way to the east bay. a lot of mist and drizzle in fact from hayward, oakland san francisco definitely wet pavement out there. and very foggy conditions. be careful. with all the cloud cover and a

southwesterly flow looking at very mild temperatures this morning, 65 concord, 63 livermore. since yesterday, the 24 hour temperature change we haven't dropped at all really in most areas. really gaining some heat overnight and that moisture allows for temperatures to be 4 to 5 degrees warmer, a little warmer into our east bay valleys. but overall the trend will be for the mist and drizzle to stay at the coast for much of the morning and the fog. and then we will see the cloud cover spin out. it will somewhat muggy this afternoon but continued mild. we'll see temperatures perhaps touch 80 in our inland valleys and the showers swinging on through overnight tonight through the north bay and spreading south throughout the day. take a look. pretty impressive sitting offshore as the cold front is beginning to push through or approach the north coast around mendocino county. we will look for the rest of it to hold together and the tail end of it to push through the

♪ police say drinking and fast driving are the likely factorless leading to a terrible crash in novato. one north bay teenager is dead four others hurt after the car they were riding in smashed head-on into a big rig. the chp isn't releasing their names due to their ages but they're students at novato high school and that's where official plan to make a statement monday. lillian kim reports. >> officers found beer cans in and outside the wrecked bmw. also inside the car, a smashed bottle of liquor.

it's unclear if and how much the passengers were drinking but the driver was above the legal limit of .08. he lost control on novato boulevard about a half mile west of san marin drive as he rounded a curve and hit a big rig full of cattle. >> the vehicle was westbound at a fairly high rate of speed due to the elongation of the skid marks. >> all the boys were from novato high. one dead at the scene two others treated for major injuries and the other treated for minor injuries. the driver was arrested at the hospital for driving without a license and driving under the influence. >> an emergency announcement with all teaches that don't have students this period have to meet in the library. >> many students and parents were surprised to learn the accident happened just before noon. lunch doesn't begin until 12:15. >> that's what's really

disturbing. if it happened at noon what can kids doing drinking at 12:00 in the afternoon when they're supposed to be at school. >> these students know some of the boys involved in the crash. they are hoping for a speedy recovery. >> one of the guys in my class, i like talking football with him a lot. he's a -- he's cool. i like him a lot, you know. i hope the best for him really. >> school administrators declined comment. >> california's unemployment rate went up slightly from 12.3% in july to 12.4% in august. but the bay area is fairing better. the jobless rate in the san francisco metro area stands at 9.3%. san francisco and san mateo counties. the oakland metro area fell to 11.5%. it combines alameda and contra costa counties. and the san jose metro area covering santa clara and san benito counties dropped to 11.2.

in los angeles senator barbara boxer said without the stimulus spending it would be worse. >> we would have seen another 8 million jobs lost. >> boxer was asked about a report just released on $111 million in stimulus money given to the l.a. transportation department and the los angeles department of public works. the city's controller reports that out of that money just 55 jobs have been created so far because 87% of the funds are still tied up in bureaucratic red tape. also campaigning in los angeles, boxer's opponent carly fiorina. >> i mean how can you say you created all these jobs when the unemployment rate continues to go up. how can you say you created all these jobs when a city official in l.a. says we can only find 50 of them. >> the report is red meat for fiorina leaving boxer to insist it is the exception. >> are there issues that every single dollar that was spent was perfect? of course not.

>> but boxer says she has seen for herself people hired with stimulus dollars. >> i've met them at construction projects. at the caldecott tunnel. all over the state. >> not a strong political position says abc 7's political analyst. >> that's a hell of a campaign motto, you know, if we hadn't done it things would be worse. that doesn't per situate a lot of people. >> the professor believes voters will judge the success of the stimulus in very personal terms. >> people on the ground are gonna judge these programs in terms of what it does for them and what it does for their neighbors and what it does for their family. >> the latest abc poll shows more americans believe the obama administration is hurting the economy rather than helping. and the percentage of those that thought the administration was helping, well, that number has fallen by 9 percentage points since last spring. the president's re-election may have time to recover from this economy but not those incumbents facing re-election in less than seven weeks.

a time, a generation at a time. they're living proof that in the coffee business at least, a family that cups and works together stays together. but here? who knows. from oakland wayne friedman, abc 7 news. >> when we look at the fog we've got behind us and the pictures of that coffee, it kind of makes you want a cup. >> yeah absolutely. it's a very foggy start. we have mist and drizzle even translating into some light rain in some parts of the bay area. this is all due to a lot of moisture and fog that is being pushed in off the coast out ahead of a frontal boundary that has forecasted to move on through tomorrow. really overnight hours in the north bay. so a southwesterly flow keeping the air mild. temperatures low to mid-60s so certainly not cold out there but we are looking at a damp start to the day with airport delays of 52 minutes at sfo. we're much more mild than we

were yesterday at this time. 4 to 5 degrees warmer in the north bay. east bay a couple degrees warmer. even at our coast 2 degrees warmer. but we'll look for a lot of the cloud cover to hang on throughout the morning to early afternoon hours. a muggy but dry afternoon today out ahead of the frontal ban that swings on through overnight in the north bay and throughout the early part of the day tomorrow in the east bay and south bay. so here it is. it's sitting offshore. we are looking at some rain along the north coast right now just in with the front. our area of moisture right now is this mist and drizzle due to the moisture out ahead of this system. this isn't gonna push on through until tomorrow but we will see some measurable presip with it. so this morning we've got plenty of drizzle out there and the clouds hang on throughout much of the morning early afternoon hours. by 1:00, 2:00 we call it partly cloudy in the east bay and then through the overnight hours, a weak frontal boundary that begins to sag to the south spreading the rain mendocino

sonoma county. by 9:00 it pushes through the north bay, early afternoon in the east bay with a couple of areas of light rain mainly in the north bay and peninsula. the east bay south bay could pick up trace amounts a couple hundredths up to a tenth in the peninsula area and a quarter inch in the wettest locations of the north bay. not a lot not out of the question for this time of year but certainly on the unusual side. but compared to where we've been with the cool four or five months of the past it seems rather typical that we'll see an unusual late summer pattern take shape. 77 santa clara 78 throughout the south bay with low to mid-70s throughout the afternoon. this takes some time to clear. not clearing at all at our coast. 72 millbrae. temperatures pretty much flat throughout the day, mid to upper 60s with a few peeks of sun. in the north bay high and mid level clouds advance as well.

kind of a cloudy afternoon, santa rosa 75. partly cloudy oakland with a mild 70. but you've got a lot of wet pavement out there this morning. 74 castro valley. near east bay with the mild 70s. further east bay look for upper 70s to near 80 today. a little muggy feeling in danville and dublin today and definitely cooler than average. that's due to the moisture ahead of the system. 72 watsonville. the seven-day forecast fog, mist and drizzle early then partly cloudy throughout the afternoon but we old on to a lot of the cloud cover tomorrow as the front swings through, partly cloudy late in the day and kind of quiet throughout the rest of the work week next week with fall begins on wednesday. >> looks like a nice roll in the fall there. >> yeah. >> actress lindsay lohan confirmed she failed a court-ordered drug test and fears she could be called back into court. show told fans on twitter she failed a drug test after it was

widely reported yesterday. the l.a. county d.a.'s office says it hasn't received any word on that and no hearing it scheduled. lohan could be sent back to jail for 30 days under the terms of her probation. she spent three weeks in drug rehab after spending 13 days in jail for violating terms of her probation in two dui cases. and paris hilton avoids a felony drug conviction under a plea deal with prosecutes following a recent arrest for cocaine possession. agrees to plead guilty for two misdemeanors and serve one year probation. under the agreement hilton will plead guilty to drug possession and obstructing an officer. she'll pay a $2000 fine and perform 200 hours of community service. she also must complete a drug abuse program. don't go away because "7 on your side" is next. >> a man pays cash at a toll plaza and is accused of tollxç

it would forgo the penalty if he paid the $5 toll. scott said that would have been easy but didn't like being called a toll evader when he wasn't. >> so i called "7 on your side." i'm like i need some help please. >> we contacted fas trak. the agency said when scott crossed the bridge, they spotted an invalid toll track. he didn't have one. never did. apparently this system was reading an invalid toll tag from the lane adjacent to scott's. it's called a cross-read. it's a rare glitch but did occur 35 times on that bridge on that day. so fas trak dropped the charge entirely. >> we have dismissed the violation. it was a little relief when we got this. thank you. you guys are wonderful. >> so how can you prove you paid cash if you're mistakenly labelled as a violator?
