cities all over the barrier are struggling with rising unemployment. san francisco thinks it has an answer to some residents, that is to change a decades' old hiring policy in one key industry, from good faith to mandatory. >> it's estimated that over the next ten years, the city of san francisco could invest more than $25 billion of taxpayer money in construction projects. the question is, how many local residents will benefit. >> millions of dollars in contracts in my own neighborhood in the bay view and we're not included in that. >> the city's current policy encourages contractors to hire 50% local but a recent study shows the average is 20%.

a supervisor introduced legislation that will make it mandatory to publicly fund projects to ensure half the workers are san franciscans. >> local money and local tax dollars, local residents should have first shot at jobs. >> it would be phased in over three years but one industry expert the time frame is unrealistic. >> they are creating better than a thousand workers out of thin air in the next two years. >> he believes the apprenticeship program can't turn out workers that quickly and he cites other challenges. for example, shop classes that were training grounds for the construction industry are almost non-existent. this one at john o'connell high is the only one of its kind kind in san francisco. >> they may leave the city to find more affordable housing but the president of a san francisco

are going to want to take that umbrella because everyone will be looking at showers coming down, heavy at times across the bay. so live doppler 7 hd shows 101 as you head out to petaluma and sanity royce and windsor, we've had the light to moderate rain through much of the morning. winds have been picking up. light returns for mill valley. the coast, we're gusty winds and hayward, mist and drizzle. this will continue to sag to the south and east and the strong cold front will spread. we're talking another two inches in the north bay. one inch along the coast. possibly two in the santa cruz mountains. by about 7:00, it begins to wind down and a slight chance of rain for tomorrow. so get set for a windier day. we are going to see definitely some more rain here. in fact amounts upwards of five inches in the mountains of the

north bay. 62 in oakland. 54 in fremont with 59 at the coast. winds gusting to 31 miles an hour. the airport reporting gusts 31 miles an hour and delays of over an hour and a half here. the winds are gusty in hayward, out to livermore and wind advisory until 5:00. they are getting going through the afternoon. higher elevations should see wind up to 45 miles an hour. 1:00 in the afternoon to 4:00 in the afternoon, the heart of the bay area looking at pretty good rain. then by late in the afternoon and we will look for two to three inches in the north bay mountains, one to two inches around the bay area with quarter of an inch in santa cruz mountains. gusty winds, this is a subtropical warm air mass, the higher elevations could see a little bit of snow but more likely the heavy rain, the wind, all day long today with low to mid-60s out there.

welcome back. with just nine days until the election, a new voter poll shows democrat jerry brown was gaining his lead in the race. the survey of likely voters shows brown leading whitman 52-39%. brown is gaining support in two major voting blocs, latinos and women compared to a month ago. they were surveyed through the 20th, margin of error is 3.2%. >> first lady michelle obama is due to visit the bay area tomorrow to help raise money for democratic candidates.

they confirmed the first lady will attend a fund-raiser at the fairmont hotel in san francisco. mrs. obama is very big draw at those events. it will be her second bay area visit since her husband took office. and november 2nd voters will decide who wears the battle for control of congress. there has been a big push by both parties to get a crucial voting bloc, women. zblilts called the year of the women with candidates leading swinging hard. the leading woman, sarah palin, told a rally now is the time to dig deep as she launched an attack against another powerful woman politician. >> what do you do with any employee who is not doing their job. that is why they fire them. you fire pelosi and retire reid.

better chance to hold their senate majority, 37 seats are up there are election. >> back here at home a san jose city councilman faces an investigation after off-duty police and firefighters say he illegally removed campaign signs. today they announced a $10,000 reward for more information in the case. they are campaigning against a ballot measure that councilman supports. the no on measure "v" campaign posted this youtube video. it shows the councilman getting several signs to police that was in the back of his car. he supports the yes on "v" campaign. it would limit the raises police and firefighters gain through contract arbitration. he claims he removed the signs from public property in keeping with san jose city law. opponents insists that he

the wind is blowing the trees. this was more than i was expecting. we're going to have lisa argen around in just a couple minutes to explain it all. fast ships and more whales, it's dangerous converging around the farallon islands where shipping lines converge. >> the crew of this ship didn't realize a whale was entailed on the bow. earlier this month, a whale warned ashore in marin county. they say so far, six whales have been struck by ships. three were endangered species. >> the hemorrhaging and the breaking of the vertebrae in the whale all consistent with ship strike injuries. >> the coastguard says it is seeing a change in shipping

patterns. >> they are headed out to the 24 mile line. >> and the ships are traveling down shipping lanes that run through three national marine sanctuaries. >> why would you choose to put it right on top of a busy airport, sfo but that is essentially what we. >> have at a meeting to address the problem, pacific environment and conservation group suggested a speed limit of ten knots or about 15 miles an hour to give the whales enough time to get out of the way. most ships travel up to 25 knots as they approach the san francisco bay. >> representatives from the shipping industry declined to speak with us on camera but they say being restricted to ten knots in the shipping lane would definitely affect their tight delivery schedules. >> they have a very complicated logistics. it's planned very careful kair any. >> this is part of coastguard's

live doppler 7 hd, up towards santa rosa. you may see some nuisance flooding, ponding on the roadways from the runoff, periods of heavy rain. santa rosa, petaluma, napa and yountville where the rain has begun. you head south and few areas of mist, light rain, san francisco and dry across the bay. we do have flood advisory and wind advisory with increasing rain and wind. slight chance tomorrow. we're talking about napa, sonoma marin and contra costa county that should see heaviest rain from about noon to 3:00 when the rain wants to come down. 54 in fremont. 64 in menlo park. looking at wind gusts up to 31 miles an hour.

26 miles an hour in hayward and livermore, 24 miles an hour. that will be about 5:00 when the front passes that will take the wind and rain with it. by around noontime, dlashg greens and yellows, all the way down to morgue be a hill. rainfall amounts, two to three inches north bay mountains. one to two inches for the coastal hills. we had little snow yesterday storm warning for the sierra nevada and all day long, rainy and windy with 62 in oakland and 64 in palo alto. right along the coast, that tha is where you are going to see the gusty winds. improving weather for the next several days, in fact beginning at some time we'll see sunshine. kind of cool, tuesday and wednesday. then it looks like the giants'

metal to generate electricity. >> it's low cost. it's non-toxic and as a natural resource there it is inexhaustible. >> unlike the batterys in hybrid vehicles, this is designed to be refilled like a gas tank. when the pellets are placed in the cell they trigger a chemical reaction. it creates a charge like this shown in the animation. the zinc is then recycled. >> it's like an environmentalist's dream. >> they plan to take the zinc battery to the commercial mark. they believe the system for low powered vehicles could be developed in a few years. >> end intent is to scale the battery we can utilize in light vehicles.
