[ male announcer ] wanchai ferry. restaurant quality chinese in your grocer's freezer. >> alan: good evening everyone. investigators are trying to figure out how a napa state hospital patient, dechained insane, managed to kill a psychiatric tech next there today. we're live in napa where security issues are being raised. >> reporter: this the victim is a 54-year-old woman from concord, her name is donna gross, the suspect, jess massem the hospital is not saying much about what happened last night, just the bare facts. people who work inside the

hospital have a lot to say. we had to disguise their identities. >> how scared are you? >> it's a ten, 11, 15 like yesterday. >> that is a long-time nurse from napa state mental hospital, talking about the murder of donna gross, a staff member, by a patient. staff tell abc-7 the victim went to lunch yesterday afternoon and was found dead two hours later. >> i heard she had been stabbed several times. >> reporter: what most saddens and frightens staff is this has been a long time come can. they have filed complaints about patients classified as violent inmates and they are worried about the lack of security for patients who walk around freely, and patients judged to be criminally ill who do not have to worry about consequences.

>> people that were strangled, people were cornered alone in patients rooms, assaulted for no apparent reason. >> where's the police? >> they're not on unit. >> i was actually surprised to see the sheriffs coming through the gate. it's like real police officers that are going to at least investigate. >> reporter: when abc-7 asked for access to public areas of the property, they're saying police officers threatened to arrest us. the nurse tells us that police and hospital management knew about a threat against staff, but they were not warned about it. they say why not? we have more on this at 6:00. reporting from napa, abc-7 news. >> alan: the power has been knocked out for more than 14,000

customers in west oakland. that outage started around 2:00 and was centered near a pg&e substation. residents heard a boom and saw a flash. b.a.r.t. had to shut down it's 12th street station. there's no estimate when power will be restored. the first big rain of the season is creating problems around the bay area in the north bay, there's a foot of standing water on highway 115. and in this huge oak tree came crashing down into a house this morning. all four adults in the house at the time are fine. >> at first i thought it was a really long thunder. >> yeah. >> like a really long, loud thunder, and then it sounded like an earthquake. >> alan: on the peninsula, pg&e crews worked to fix a downed powerline that cot caught in trees in san mateo.
