and community groups handed these out, panic whistle. >> blow until you have help or attention. >> several castro district community groups demonstrating how to call for then the event of violence on halloween. the night can be scary enough but no one wants it to be terrifying. >> the incidents have been isolated, but they affected people, but once the crowd gets to a point where it's hard to control, it makes situations more dangerous. >> on the sidewalk. >> reporter: the 2006 street barret got dangerous. nine people were shot. most were grazed be bullets. one woman was trampled. this year, they handed out whistles for any type of violence. the whistles saved a fellow nun weeks ago. >> if you hear a whistle blowing like crazy, please call 9-1-1.

>> reporter: police stepped up patrols in the area, as has the castro community on patrol and the try -- but officers say people have to celebrate responsibly. >> don't be a victim. we have to take responsibility for our actions as a community. so don't allow yourself to be a victim in regards to perhaps overinjudging -- over indulging. >> it's nice to know if you blow the whistle, somebody will hear you. >> reporter: some local residents have seen the violence and now want no part of it. >> used to be fun. now it's scary. >> reporter: the police and city officials are strongly suggesting people do their halloween at home night, that is, celebrate halloween at home or with friends and stay off the streets. there will be a very strong police presence tomorrow night.

government investment. >> there's stuff to do roads roo build, bridges to fission high-speed rail to go in the valley. a lot of jobs. >> alan: in the senate race, democratic senator barbara boxer started in san jose this morning. boxer talked to volunteers and stressed the importance of getting voters to the polls on election day, and carly fiorina was in sacramento and orange county today, urging people to vote as well. they both planned to campaign throughout california until tuesday. thousands of people spent the afternoon on the national mall for a rally that was part comedy show, part pep talk. >> are you ready to restore sanity? [cheers and applause] >> alan: comedians jon stewart and stephen colbert poked fun at the political scene. many people say they weren't sure what to expect.

frustrated local officials are calling for tighter controls. >> 14,000 people packed the cow palace. the 16 and over rave started at 6:00. by 8:00, met ricks and police were called. >> we saw a lot of altered levels of consciousness, vomiting, as separation type stuff. >> reporter: 17 people were rushed to area hospitals for drug and alcohol-related overdoses. one 16-year-old remains in critical condition. >> tracts more problems. it's usually the young people that are more sensitive to drugs. they don't know how to handle it. they don't know how to handle themselves. >> reporter: warren, who did not want to talk on camera, was at spookfest. he was also at etd pop in may, another cow palace rave for those 16 and older. more than 70 people were arrested there for drug possession and two people died from an ecstasy overdose. >> we want the cow palace shut

our state is in a real mess. and i'm not going to give you any phony plans or snappy slogans that don't go anywhere. we have to make some tough decisions. we have to live within our means. we have got to take the power from the state capitol and move it down to the local level, closer to the people. and no new taxes, without voter approval. we have got to pull together not as republicans or as democrats but as californians first. at this stage in my life, i'm prepared to do exactly that.
