after five days of tallying the ballots, oakland still does not have a mayor-elect tonight. but in a surprising turn around, council woman gene quan has taken the lead just as it seemed don paw raw tau would become the city's next mayor. how did she do it? now, the twists and turns in oakland's new voting system. lilian? >> alan, not all of the pal -- not all of the ballots have been counted, but gene quan is the leader.

workers at the alameda county registrar's office spent all weekend counting ballot. yet, it can still be days before oakland residents know who their next mayor is going to be. >> it happens when it happens. >> sue piper has been on pins and needles since election day. she is campaign coordinator for the mayoral candidate gene quan who for days was trailing don perata by sizable margins. but for the first time, quan hasy emerged as a leader. >> we were knocking on doors and talking to people all over the city. our sense was, if gene wasn't their number one vote, she would be the number two vote. >> rank choice voting or instant runoff allows voters to cast their first, second and third chases. if no candidate wins over 50% of the vote, last place candidates are them eliminated, but the second and third choice votes are distributed to those in the running. the process repeats itself until someone breaks the 50%

cooley has widened his range. he has more votes than harris. but more than one million ballots need to be counted statewide. counties have four weeks to report their totals to the secretary of state. an early november snow advisory tonight in the sierra. at least two inches has fallen with two feet of snow in the higher elevations. chains are required on highway 50 from twin bridges to meyers. chains are also required on interstate 80 from king veil to the donner lake interchange. >> you know, this is crazy. yesterday we were sweating. we were in t-shirt and today we are in big ski jackets. >> earlier today the storm front dropped two inches of rain across northern california causing accidents and plane delays. gusty winds also prompted an advisory for trailers and rv's on self-bay area bridges.

leigh glaser is here to show us what the front looked like. leigh? >> there is not much left of it. there is very little in the way of moisture was out there. a few pops off the coast. the high temperature in the sierra is still picking up activity. you can see there lake tahoe and king's beach there. a little light snow. truckee with a little light rain being reported as well as blue canyon. the higher elevations is what is is seeing the snow right now. 2* has been a really good soaker for us. oakland over a quarter of an inch. saint huh lena over an inch. close to an inch in mill valley. so this first november rain system did provide quite a bit of rainfall for us. we have another system due on tuesday. >> thank you, leigh. bay area veterans day parades marched through the

more than happy to have him next to me. we have breaking news out of the east bay. police are on the scene of an accident that killed a pedestrian in fremont around 8:30. they have the eastbound lane shut down while they investigate the crash. the car that hit the pedestrian is still on the scene. police are not releasing any information on the victim, and they are not saying whether the accident was a hit and run or if that driver will be charged. santa cruz police are sending out e-mail alerts warning people about a man who they say tried to sexually assault a 15-year-old girl. here is a come possible at this time sketch of the suspect put together by an an artist and the teen victim. investigators say it happened at ocean view park yesterday morning. the man asked her to perform a sex act and grabbed her when she tried to leave. she got away when they both lost their footing. she 27 to 33 years of age and

and much cooler. a dry day, but breezy. a chance of showers will creep back into our forecast. in the north bay by tuesday afternoon. you can see how quickly the cold front raced across the bay area. right now it is starting to plow into the sierra, but it will continue to advance to the south and east of us. this is the clearing we will get into this evening, and the clear patch will result in chillier or colder temperatures overnight. so napa is clear and the temperatures in the low 40s and possibly even some upper 30s. keeping a close eye on that. we will go 42 out toward livermore. here is the set up overnight and throughout the course of the day. on monday, the high pressure builds in. so look for sunshine and maybe a few clouds here and there. but it looks like tuesday a secondary system will make advances toward the bay area. you can see by the early
