>> in the news this sunday morning i-80 is open after a snowstorm shut it down overnight. thunder, lightning and rain in the bay area. good morning, thanks for joining us. i'm carolyn tyler. a strong storm system is expected to continue moving over the bay area this morning. it's already delivered snow, rain, wind, hail, and more. at candlestick park, heavy rains flooded some local roads. if you're planning to attend the niners game against the tampa bay buccaneers today, you're being asked to carpool or take public transportation to help reduce congestion. and if you're driving towards the sierra, chains are required this morning. on interstate 80 from applegate to the nevada state line and highway 50 from miners to

eldorado county. lisa joining us to give us an update on the storm. >> looking live outside now, our roof camera, where things have been rather quiet throughout the early morning hours here downtown. it is 47 degrees in san francisco. that cold air mass still overhead and generating some showers, especially in the north bay around inverness in morning. looking at highway 1, pretty wet. be careful because this rain will head towards wood acre and also around redwood city, palo alto, light to moderate showers. the showers this morning widely scattered but the snow level is at 2500 feet. anywhere from 2500 feet to about 3,000 feet, a rain/snow mix around mount hamilton that's indicated in the pink. gilroy light shower activity. that cold front moved through last night. you felt it, you heard it. now we're looking at some remnants of the showers behind

that system. there still is that cold air mass overhead and we will be looking at more shower activity. chance of a thunderstorm to rotate on through throughout the afternoon. so from the northwest to the southeast, where looking at still unstable air. we'll see some heating from the sun and that will further allow for the chance of showers and a thunderstorm possibly with numbers still struggling to make it into the mid-50s today. still looking at the snow piling up in the sierra nevada but that too will begin winding down later on today. a detailed look at the very busy week coming up for thanksgiving. the shopping day afterwards and it's next weekend. that's all coming up in just a few minutes. carolyn. >> thank you, lisa. this weekend's storm has created problems for some bay area residents including power outages, flooding and property damage. amy holyfield gives us a tour. >> lengthy and impressive light show. >> all crazy. i'm not used to having this type

of storm. for sure. >> kind of enjoying it. it's different. don't get that that often. >> the heavy rainfall created some minor flooding throughout the bay area. in orinda, the streets had a significant amount of water. the cars were still able to pass through it. but in san francisco, flooding caused some street closures. at mandell, the water was so deep, even muni buses were prohibited from passing through. another trouble spot was the highway 101 on-ramp at alameda boulevard. officers called the water department to come and pump out some of the water. >> everybody slowing down so that's, you know, just trying to go out and make sure there's no traffic accident over here. >> a sudden gush of water flooded a few garages on the boulevard. residents say it appeared to be shooting out of the ground. >> the water was shooting out -- the manhole. kept looking. next thing boom!

and then the man -- it blew. >> it receded almost as quickly as it rushed in and didn't leave behind any notable damage. the wind was another factor causing problems. at the bay street shopping center in emeryville, a temporary wall came crashing down hitting a pedestrian and a car with a family of three inside. the pedestrian suffered minor injuries. the family was okay. >> they were not hurt. they came into my store with a baby and they were able to, you know, get the baby changed and all that stuff and rest here. >> the storm also knocked out power across the bay area, including to 6,000 customers here in san francisco. amy holyfield, abc 7 news. >> well, the stormy weather in the south bay prompted san jose police to cancel a planned dui checkpoint last night. they decided the local street flooding made it too dangerous to safely conduct the program. if you are heading for the sierra to see all that fresh

snow, you should know that i-80 just reopened after being shut down overnight in the mountains. the snow was falling so quickly it recreated whiteout conditions. it was really difficult to see the road. this video is from the 5,000 foot level. drivers were forced to find and follow the tracks from the vehicles ahead of them. a lot of people just gave up. they pulled over, they waited it out and some found shelter at gas stations. >> you can't see very well. you can't see where is the end of the berm is over here or the berm is over here. you gotta stay in the middle and go straight down the middle. >> coming over the summit this way, the snow's really coming down pretty strong. and one of the normal chainup places, as we were coming by there we could see a bunch of equipment being moved in like they were going to close the road. >> midnight the chp decided to hold all traffic until conditions improved. here are the current caltran road information. it shows interstate 80 is open with chains required from the

foothills to the nevada state line. u.s. highway 50 also open. you'll need chains and put them on if you plan to drive state route 89 in the lay tahoe basin. we'd like to share some of your photos and video from the storm with the rest of the bay area. upload them to youreport or e-mail them to youreport@kgo-tv.com. governor schwarzenegger has declared a state of emergency for barstow where a chemical found in rocket fuel has contaminated that city's water supply. the lack of clean water has forced many barstow businesses to temporarily shut down. the contamination turned up during routine testing of 20 ground water wells used by the golden state water company. officials are trying to determine the source of that contamination. this emergency declaration from the governor allows state resources to be used.

an alert bart police officer may have saved the life of a man who got his leg stuck between a train and a platform this weekend. it happened yesterday at the walnut creek bart station where the officer saw the man was in trouble and stopped the train before it could pull away. it's unclear how that man got his leg stuck but rescue workers had to use the jaws of life to free him. he was hospitalized in stable condition. the incident created some major bart delays. vallejo police have arrested a man after he was shot in the chest by another man. the shooting happened yesterday on florida avenue where police say the two were arguing. the victim was treated at a walnut creek hospital and was just about to be released when vallejo police decided to arrest him on a domestic violence charge. police are only saying the charge is connected to the shooting incident. well, are you ready for some good news this sunday morning? the new list of rhodes scholars

achievement, of course, personal integrity and leadership potential. the value of the scholarships averages $50,000 per year. a construction worker in even china trapped in a pipe underwater for 70 hours has been rescued. crews used the crane to pull the pipe out of water and cut a small window in the pipe to get him out. the 43-year-old man has no injuries. he survived on food and water that rescuers managed to deliver from the platform of the aftershore construction site. an american nuclear scientists says north korea has secretly and quickly built a new facility to enrich uranium. he says in a report that he was taken to a facility with a small industrial scale uranium enrichment facility. he says that facility had 2,000 recently concompleted centrifuges. it would give the north another way to make atomic bombs.

shortly to tell you. pore dozens of children and their foster families, life has changed. yesterday was the 11th annual adoption day in alameda county. for 65 kids and their parents, it became official. more than 600 families have been brought together and 749 children adopted from the alameda county foster care system since this national adoption day began. in all, there are more than 114,000 children in foster care throughout the united states. big need out there and it's nice to see some folks stepping up like that. very cute. lisa argen here now to talk about the weather. i would not say there's anything cute at all about that. not if you've been out there driving. >> i know. very dangerous out there. especially last night the dinner hour. right now showers more widely scattered. a live look at sfo.

you can count on things slowing down at times throughout the day with a lot of traffic. lots of folks in and out. temperatures upper 40s downtown, emeryville. you too in the mid-40s are partly cloudy conditions. live doppler 7 hd shows the main showers in the north bay and a few scattered in the south bay. more rotating throughout the day. wood acres through san rafael and showers redwood city. palo alto, highway 101. we are looking at more wet weather across the bay. and a rain/snow mix, mount hamilton around gilroy. a few scattered showers as well. today cold, unstable air mass still overhead. we're looking at little waves of energy that continue to rotate through. so we're gonna keep the showers, a chance of thunderstorms in the forecast today. more slightly scattered throughout the day. that means you'll see peeks of sun. 37 los gatos, 41 santa rosa, 42 napa with 42 in fremont.

43 in mountain view. the winds have been quite gusty at the airport. up to 33 mph. over in oakland, too, breezy winds on the bay bridge. do be careful. we will be looking at today not quite as rainy as yesterday but could see an isolated thunderstorm which would allow for some heavy downpours at times. then we'll see sunny breaks. the snow level, well, above 2500 feet. so mount hamilton, mount selenena, cobb mountain, you could see a dusting of snow and chance of showers not only today, tomorrow and tuesday. here's our water vapor imagery. that first trough went through on friday night. beyond that we've been looking at several systems that continue to push on through northern california. we're wet through southern california, winter storm warning remains in effect for the mountains. this morning you'll notice the rain from the north bay. by 8:00 pushing along the peninsula into the east bay. and then by 10:00, showers in

the south bay. maybe a mix of snow around mount hamilton. throughout the afternoon we'll call it partly cloudy with the scattered showers popping up from time to time. a cool day today. a lot like yesterday, although we'll see a little more in the way of sun. but with the scattered rain showers, count on a damp afternoon at times right on through the evening hours. in the mountains i talked about the snow. still piling up early on. then we'll see a break becoming more scattered, the snow showers. but winds gusting to 50 mph. a foot of snow possible above 7,000 feet. 6 to 12 inches above 5,000 feet through 10:00 tonight. low to mid-50s. mid to upper to upper 40s in the north bay and clear lake. the monterey bay, scattered showers, 54. watsonville and gilroy. keep the scattered showers going with the partly cloudy sky right on through tuesday. overnight lows the next couple of days in the 40s to upper 30s. but once the skies clear

♪ welcome back, everyone. a blustery storm continues to move through the bay area this morning. with thunder and lightning last night. this video shows a direct hit on one of the bay bridge towers. there was also hail in san francisco's mission hill neighborhood. it also fell in santa cruz and the peninsula. this photo was sent to us by a viewer on bear gulch road in woodside. lisa argen is joining us now to give us an update on the storm. what can we expect today, lisa. >> still looking at the winter storm warning. here it is, wow! lots of white out there with 23 degrees at the palo alto airport. this is heavenly. windchill about 10 degrees. a south wind at 15 gusting to 23 mph. so snow will continue in the sierra. gonna taper off in the afternoon hours, more snow tomorrow night

the poor visibility forced drivers to find and follow the tracks from other cars ahead of them. the chp finally decided to hold all i-80 traffic until conditions improved. so what are the current conditions like? well, 80 is open again over the summit but chains are required. u.s. highway 50 is open with chains required. and you've got to use chains on highway 89 in the lake tahoe basin. we'd like to share some of your photos and video of the storm. you can upload them or e-mail them. san jose wants to make it tougher for underaged teens to buy cigarettes, especially since tobacco-relat tobacco-relat tobacco-relat

tobacco-related deaths are the number one killer. what some retailers are opposed. >> michael started smoking three years ago when he was just 16 years old. >> i been wanting to quit for about a couple months now. pretty tough. >> i wish i never started smoking. >> even though it's illegal to sell cigarettes to anyone under the age of 18, critics say there is little, if any, enforcement at the state level which is why san jose is considering adopting its own rules. a youth decoy told a san jose city council kids have no problem buying cigarettes. >> i think it's important that the youth are represented here. >> san jose says one effective way to reduce underaged smoking and all the health costs that go along with it would be to have a strong city tobacco licensing ordinance. it would require the nearly 900 san jose establishments that sell tobacco to pay a fee in the $450 range and face fines for breaking the law. phillip morris and a couple

other tobacco interests circulated this flier to their retailers urging them to speak out against what they call unfair regulations. about two dozen people addressed the council, some in favor of the ordinance, but many opposed. >> to the extent that you adopt more burdensome, more onerous, more costly regulations than the fda, you will hurt san jose retailers. >> you can do anything you do but whatever laws you put in place, the kids that wanna smoke cigarettes are gonna get 'em. >> the city seemed to back off the idea that retailers would have to hide all tobacco products from public view but in the end voted 9-2 in favor of doing something to help curtail underaged smoking. >> i think that we would be doing a disservice to our younger generation if we don't address this issue. >> a proposed ordinance will come back to the council next month aimed at keeping more people like michael from getting hooked on tobacco. in san jose, karina rusk, abc 7

you because we picked up another inch from yesterday. we'll get to those in just a moment. you saw the picture, kind of gray and cold. that's not gonna change, although the showers becoming more widely scattered. we had that pretty strong cold front that pushed on through yesterday. as we head outside right now, it doesn't look too bad in san jose because we have a few peeks of sun around there. but look at the roadways. it's been wet and that's going to continue through the day today because the cold air mass still sits overhead. and in san francisco, we're looking at upper 40s. so the numbers have not changed. it's remained cool as you look around the bay. yeah, the clouds look dark and ominous. they'll continue to lower and provide some showers for the bay today. into the south bay and, yes, translating still into snow in the sierra nevada. right now the remain totals are stacking up like this. about .6 santa rosa with over three-quarters of an inch in petaluma, san francisco.

look at that, .82. .64 in livermore. oakland .85. over three-quarters of an inch of rain. a 24-hour rainfall total. looking up to 2 inches in parts of the bay area and continue to see more showers around the bay. a live doppler 7 hd. look for a smattering of rain showers off the coast. we'll go in a little closer and you'll notice highway 1 right along the coast there. a few showers down into the south bay around allen rock into san jose. and the higher elevations looking at a little rain/snow mix. possibility around mount saint helene know. more energy rotates around this upper level low that sits offshore, and that will continue with the cool weather region minute the next couple days. 45 san rafael, 42 fremont. good morning, mountain view. 43 for you and only 37 los gatos. the winds of they've been gusty

from the east bay, the bay bridge. the airport 33 mph. times today breezy, especially along the coast with those cool highs running well below average. isolated thunderstorms still a possibility and snow over the peaks at 2100 feet. chance of showers today, tonight, monday and tuesday. it looks like wednesday we'll in the clean but by tuesday night, overnight lows perhaps in the 30 degree range with a frost advisory. here is that upper level low. a couple systems continue to rotate through the state today. that's taking the cold air all the way into southern california. here's our time line. a computer animation shows more showers from the 7:00, 8:00 hour. notice the pink. that's the rain/snow mix. here we are in the afternoon under partly cloudy skies. a cool afternoon with low to mid-50s. we'll continue to see pop-up showers throughout the day today. there in the north bay. and throughout the evening hours

reporter santa rose from fresno was in dallas when a drug operation based in the central valley was taken down. >> a road trip fortress no county sheriff varies ended 15 miles away at a home in the suburb of dallas. when two women were handcuffed and taken to a texas jail. >> hi there, i'm here from abc 30. why were you transporting these drugs? >> the 53-year-old bingham was the only passenger on the road trip. she acted as though she had no clue why she was being arrested. >> why they take me, too? >> for the transporting of the drugs. were you with the gal taking the drugs? >> what drugs? >> investigators say there's no question both women drove this toyota s.u.v. filled with duffel bags. inside the duffel bags were vacuum-filled bags of marijuana.

they had traveled through four states before reaching texas. >> i know they were this this vehicle and came from fresno county. >> sheriff investigators say the women were they methodical about the route they took and they never left the car unattended. even when they stopped to use the restroom, one of the women always stayed behind. >> texas authorities also arrested the man who fresno county detectives believe was the master mind, timothy due wane. action news learned he's a former madeira county probation officer who recently lost his job. madeira county officials will not reveal the reason for the dismissal since it's a personnel issue. the woman to drove the s.u.v. is timothy due wane's wife lorena. late friday night, the texas department of public safety served a warrant in this house. it's the home the women drove directly to when they pulled into town. they found 150 pounds of top
