about federal eavesdropping on their activities. >> dense fog across the bay area. dense fog after the morning hours and visibility down near zero in some spots. >> good morning, everyone. i'm theresa garcia. a week-long ordeal for a virginia family is finally over this morning after a missing 12-year-old girl has been found safe and sound right here in san francisco. 12-year-old britney smith vanished a week ago from roanoke, virginia, where her mother was murdered. the suspect jeffrey easily was spotted in san francisco with britney and was arrested. this morning detectives from virginia are on their way to san francisco to interview easily. the girl's family and hometown police in roanoke are relieved and grateful to say the least. the police station there took on a party atmosphere when they got the call their suspect was in custody and the 12-year-old victim was okay. as amy holyfield reports, it is all thanks to a woman who watched the right tv show. >> there you see the 12-year-old

little girl britney and you see the 32-year-old kidnapper. >> it was tv show host nancy grace that helped crack the case of missing 12-year-old britney smith. grace featured the girl prominently on her cnn show the past week and urgently pleaded for viewers to look for her. a san francisco woman saw grace's show and then went shopping near ocean beach where she spotted 32-year-old jeffrey easily and britney smith. >> the person who contacted police had observed a television show on cnn stating that these people were the ones in fact from that show that aired today. >> the two were standing near the grocery carts outside the store. they were possibly panhandling. san francisco police took easily into custody without incident and they say britney is okay. her grandmother says the family is overjoyed. >> i thank everybody. bless each of you. and if i could hug and kiss each one of you, i would.

>> i can't express it. i'm happy. believe me, i'm happy. and if -- it's difficult to put into words. >> the roanoke police chief says his officers had feared the worst in this case. britney's mother was found murdered inside her home last friday, the same day easily, whom she was dating, and britney disappeared. police suspect easily in the murder. police in roanoke say they are beyond thankful to the woman in san francisco for being so observant. 3,000 miles away from their case. shoppers at the safeway where they were found, we asked whether they recognized the two missing people. >> no. >> no one we spoke to would have stopped and reported the pair. >> someone's paying better attention. i'll definitely start paying better attention to faces and stuff. i wouldn't be able to place one of those. unfortunately you see that stuff

way too much. >> amy says when the four detectives from roanoke arrive today, they hope to personally thank that san francisco shopper for her sharp eyes and actions. the girls' relatives are elated and overjoyed to know britney shown here in the picture with her mother is safe. >> everybody here is just elated. there's so many tears i'm afraid we may flood south boston. not talked to her. the father has talked to her and he was -- he was -- he couldn't even believe it was her. he wanted to know for sure that it was her. he asked her for the name of his dog and the name of her dog to make sure it was her. >> authorities say they do not know if the girl went willingly with easily or if she was forcibly abducted. this is just one of many questions still to be answered. here in san francisco police -- an officer shot and wounded a man who investigators say refused to stop drinking in a park, then he put up a fight.

it happened in garfield square in the mission district. investigators say the officer approached four men about drinking in public. one of them scuffled with the officer who shot the man at least once in the lower body. the u.s. attorney general eric holder made history during his just concluded visit to the bay area. part of the reason he came was to reach out to the muslim community. he addressed the committee. lillian kim reports from millbrae. >> attorney general eric holder had never addressed a national muslim organization. neither had any of his predecessors which may explain the warm reception he received from the legal organization muslim advocates. >> thank you. (applause) >> as the country's top law enforcement authority, holder defended the government's recent arrest of suspected terrorists, including that of a 19-year-old

oregon man caught in an f.b.i. sting. muhammad muhammad is accused of plotting to blow up portland's tree lighting authority. >> i have no problem the way the f.b.i. handled their work that led to mr. muhammad's arrest. their efforts helped to identify a person who repeatedly expressed an intention to kill innocent americans. >> the department is just as intent going after people to target the muslim community. the attorney general says his reinvigorated civil rights division is committed to pursuing hate crimes. >> there can be no us or them among americans. i believe law enforcement has an obligation to assure that members of every religious community enjoy the ability to worship and practice their faith in peace. >> for members of the crowd, those assurances are what they wanted to hear. they say the fact holder came to talk to them in person is a huge first step. >> it's our community that has been identified by the f.b.i., by federal law enforsment as

priority number one frankly for the last few years. it's critically important that there be a conversation between the justice department and the american muslim community on these issues. >> the attorney general has spent the entire day in the bay area before this event holder was in san francisco where he attended a financial conference. in millbrae, lillian kim, abc 7 news. >> a surprise appearance at the white house by a former president clinton aims to bolster the tax cut deal with the republicans. the current and former presidents held an impromptu news conference following a private meeting in the oval office yesterday. mr. clinton said if he were still president, he would have made the same tax deal. he told fellow democrats to support it. >> the same were we to wait until january and i think we'll have a much more positive impact on the economy. >> while that was going on,

vermont senator bernie sanders fought against the tax cut compromise with a marathon speech in the senate lasting more than eight hours. >> you can call what i'm doing today whatever you want. you can call it a filibuster, you can call it a very long speech. sounds like a good idea for working people. it is actually a very bad idea. again, it has to be put within the broad context of what's going on in america. >> the senate is expected to approve the tax cut bill early next week but most democrats in the house are refusing to support it because it extends tax cuts for the wealthy. the city of san carlos which just turned over all police duties to the sheriff's department to save money is getting a rude awakening. as vic lee explains, a 30-year-old cost-sharing agreement for the fire department is not working out. >> san carlos and belmont merged their fire departments in 1979 to save money and improve

service. >> you're sharing a fire chief, sharing battalion chiefs, sharing administration. >> both were able to he will eliminate a fire station. >> it started with the city splitting the cost 50/50. five years ago san carlos settled a squabble by increasing its share of the cost to 53% then the recession hit that city's general fund hard. >> our general fund is the fund that pays for all safety, park and rec, all of our infrastructure. >> belmont was luckier. the city paid its share of the fire department from a special fire district fund it established years ago. last year san carlos told belmont it wanted to dissolve the joint fire department. >> we have a need to reduce our expenditures. and our partner has a better financial picture and is able to deal with different levels of service. >> belmont officials were disappointed. >> this is kind of a step

backwards to be frank with you. >> it's tough to be part of an agency for 35 years. >> fire chief douglas frye is trying to keep morale up among his rank and file. >> what i told the crews is this is not about any of us. it's not about the service we provide. this is a political issue. this is something between the two cities they need to work out. >> belmont says it may start its own fire department again but it's looking at other options as well. san carlos is looking at hooking up with other regional fire departments. among them the north county fire district headed by daly city. >> the city of daly city provides the fire chiefs, the assistant chief, the back office if you will. >> under that option, all san carlos has to do is pay the salaries of its rank and file firefighters. now, next fall is the deadline when the two cities will have to choose which option they want. currently the fire department has four stations and about 40 firefighters. vic lee, abc 7 news.

lord is dead following a two-day shoot-out with federal police. at least 11 other people, including five government agents and a baby girl were killed. known as the craziest one was the top leader of a drug cartel. he says his death is a significant blow to the cartel, one of mexico's newest and most brutal drug gangs. >> in chile, authorities are dealing with the aftermath of a prison riot. they quelled the violence over a plan to move inmates to another facility. this is the same prison where 81 inmates died in a fire set during fighting by two rival gangs earlier this week. the incident has prompted the government to announce plans to improve conditions for chile prisoners. san miguel prison where the riots occurred has 1900 inmates. it was only designed to house

a california sea lion suffering from buckshot wounds to the head is in critical condition in sausalito. the 336 pound sea lion lost his right eye and veterinarians say those pellets are too close to his brain to remove them. for now he's receiving painkillers and antibiotics and under close observation. he was found wednesday night on a sausalito beach. he was probably shot by a fisherman. we were out there checking that sea lion out but wildlife authorities are involved to check it out. >> very sad. >> it was really there in sausalito so misty and raining but not today maybe? >> we do have that this morning.

i visibility really poor. you have to slow down. we have the mist, the drizzle, the dense fog along the coast. the golden gate bridge it looks foggy but believe me, in spots very near here, it's even worse where you really have to slow down to about 30 or 40 mph. light wins, moisture at the surface, high pressure above and that's allowing for a sunny and warmer weekend later. but first the visibilities really reduced from a half mile at half moon bay, 48-minute delays at sfo with visibility there around the airport, a little better. and down in the south bay, mountain view and san jose, you see about 2 miles. napa, you've reduced your visibility five miles in the last couple of hours. santa rosa only a mile and livermore okay now. during the next four hours or so, we're looking at the very dense fog continuing to move around and that's going to impact your morning bike ride, jog, or even if you're heading to work this morning.

very mild temperatures with 56 concord, 57 redwood city and mountain view with a cool 52 half moon bay. so the fog with us this morning. warming up for the weekend but the fog will linger in our east bay and north bay valleys. and that's gonna keep it cooler there. but overall with high pressure at the surface and aloft, we are looking for those light winds and that weak december sun to slowly burn back the low clouds and the fog. the high pressure ridge is going to deflect the storme track well to the north not only today, tomorrow, monday but sag south on tuesday to bring us more rain and pretty rainy week next week. so enjoy the next couple days. looking at that fog from our east bay valley, the central valley to continue to stream in from the delta, the carquinez straight right on into the east bay, settle in there and then our north bay valleys around napa, you're gonna stay cool. it's going to take until the afternoon before you warm up but we are predicting you're going to see some sunshine even at the

morning, four detectives from roanoke, virginia, are on their way to san francisco where a kidnapping drama ended yesterday. that victim is safe and sound and the man suspected of abducting her is behind bars. he was recognized by a woman who had seen the story on tv. they believe jeffrey scott easily skilled tina smith and abducted her daughter britney may last week. there was a shopper who recognized them from a news report. she called police from the safeway near ocean beach and san francisco police arrested easily. britney may smith is fine. she is being cared for by child protective services and they plan to interview easily as soon as they arrive. the girl's relatives are elated and overjoyed to learn britney shown here in this picture with her mother is safe. >> everybody here is just elated. they're -- there's so many tears

provide students with a meaningful education. that's the core argument behind two lawsuits filed against the state by a coalition of grassroots groups that include parents like save sally acen hayes. >> since we don't ask the parents to pave the roads in front of the school it seems fair to me that we shouldn't ask parents to pay for the basics of education. >> our main concern is that the state is just not set up financially but also systemwide to successfully educate our children. >> the state has cut $17 billion from education in the past two years with more expected next year. california is 50th in the country of ratio of students to teachers. the lawsuits also cite a third of students don't graduate from high school in four years and half fail the test proficient in the state's content standards. douglas press is an attorney for the state.

minutes for the average bicyclist. it features video cameras, emergency phones in there. there's special lighting. cell service, that's a good one in a tunnel, and fire alarm. food news there for travelers. >> you said it's going to be hard to see or is hard to see outside this morning. >> i imagine like any other day around the bay area but this morning looking at the dense fog, especially from the coast all the way to the big sur coast. embarcadero this morning, boy, is it foggy. couple miles' visibility here but to get to the coast and the north bay and down along the san mateo coast and you can't see anything at all. big ridge of high pressure putting a lid on the atmosphere and with the light winds looking at some of that fog draining in from our east bay valleys and the central valley i should say. therefore the dense fog from half moon bay this morning and around mountain view in san jose down to a mild visibility santa rosa. so we're looking at things to move around throughout the morning hours.

the sunrise officially at 7:15 and that sun is weak this time of year so it's going to take several hours for it to burn through that thick fog. then the hazy sun and temperatures warming up right on through the weekend. mild, mid-50s cool spot in the north bay. 54 santa rosa, 52 at our coast, half moon bay. elsewhere mid-50s in the valley and upper 50s oakland and redwood city. our height lights, the dense fog with poor which is built through 9:00, 10:00, a warm-up with lots of 60s for everybody. low 60s with that fog lingering in the valleys. a little clearing but not everyone is going to clear up. so this is the time of year when high pressure aloft and at the surface that we're really going to tap the atmosphere and have that fog continue to stream in to the east of us. with those light winds, it's going to be pretty mild but only some areas they're gonna enjoy the warmth with a sunnier sky.

>> a "7 on your side" investigation in july uncovered evidence that a contra costa car dealer was selling cars without providing buyers without the title or registration. elite owner is scheduled to be arraigned next week in contra costa superior court. michael finney updates the story. >> these court documents outline the charges filed against elite auto owner monte slavens. 11 criminal misdemeanor counts, ten for failing to transfer the registration of cars sold to new owners. we've heard complaints about that a lot, including from stand and natalie automatic treesaway. >> my wife received a ticket from the martinez police department for no registration and no plates because we were sold a car with a salvage title

that we did not know about. >> the austrias bought a cadillac seville like this one nine months ago from he wielite. >> i'm upset it had to come to this point. >> he knows what the austrias are going through. he bought an infinity similar to this one in 2009 from elite. eight months later he still had no registration papers, no license plate, and the car was repossessed. >> i was all dressed, ready to go to work. had my briefcase, walked ought to my carport and there was no car. >> williams says he made $4300 in payments for the car but had refused to pay another penny until he received his registration. now he's concerned elite could reopen under a new name but with many of the same people running it.

>> they've got consumers out there of that been damaged financially. with no remorse. but they are now able to reopen under a different name, absolutely it bothers me. >> the sign on the door said elite auto would reopen as aaa auto on september 30th. that date came and went and several other opening dates have been missed refer too. the dmv confirms it received an application to reopen the dealership under a new name but refuses to tell "7 on your side" who applied for the license. the dmv has since returned that application as being incomplete. contacting he and the general manager have been unsuccessful. this is general manager richard araxi when we interviewed him back in june. >> the car complaint because of

>> yeah. have to wait a little on the sun because we have a dense fog advisory from san francisco and the half moon bay and the big sur coast with visibilities less than a couple mile, only a quarter mile from half moon bay. we look for the temperatures to increase. when we see that clearing late in the morning some areas but highs elsewhere mid to upper 60s. so enjoy this afternoon sun, foggy mornings right through monday and then some rain on tuesday and pretty much throughout the rest of the week. >> get out and enjoy and thanks for joining us on the saturday morning news.
