in the news this saturday morning, there is so much new snow, one lake tahoe highway is closed due to have a large danger. we'll have sierra road conditions. and more stormy weather still to come. plus san francisco mayor will make a big announcement about the america cup gets put on hold. i'm janelle wang.

it's 6:00. the weather, let's go straight to lisa argen. >> good morning. live doppler 7 hd shows much of the activity has begun to taper off a little bit. we're looking right now at a few returns heading toward the sonoma-marin coast. you'll notice a few yellows off shore but the main frontal band is this area of enhanced area taking the gusty winds with it. so into the east bay, south of fremont around milpitas into san jose, light to moderate rain. focus will be shifting south to the santa cruz mountains. we're in store for another round of wet weather late tonight. i'll have more details christmas day coming up. some of the heaviest local rain hit along highway 17 in

santa cruz mountains. focus for the highway patrol is protect the thoroughfare. at least 16 crashes occurred yesterday. officers say it can get brutal during winter months. lisa amin gulezian reports. >> it's not just the road but the surge of nonstop rain that will likely cause problems. >> people are already filling sandbags in boulder creek. >> the key is being prepared. >> we have a lot of firewood, propane lanterns other things that will help with the power goes out. >> the expectation is the power will go out. that according to the boulder creek fire chief is the least of the problems. >> they are more concerned with the combination of the wind coming in with the rain and

downed trees. >> as a result, the entire volunteer fire department is on call. >> we have our pagers right here. once it goes off we respond to the station. whenever it's raining, we stock the station and we're ready to go. >> the worst will be over by sunrise and officers say if you do have to be out driving, take it slow. >> in san francisco, there were a few problems on the roadways but downtown wasn't too bad driving in to celebrate the holidays. amy hollyfield has more. >> out west, city crews closed down the great highway between lincoln and sloat because a small amount of flooding. the rain didn't seem that severe but they will investigate once the water subsides. aside from this they reported a

america's cup race organizers are looking to host the regatta in 2013 but they are keeping their options opened. it put a damper on the mayoral's hopes that san francisco was going to host the race. san francisco became a front hundreder of a larry ellison won this year's cup. race organizers hope to have a decision by december 31. >> in other news, workers at napa state hospital have been telling reporters about the dangers of their workplace. first there was a murder and brutal beating. in highly publicized cases, psychiatric patients are the suspects. vic lee sat down with the director for her response. >> the interview comes in the wake of the murder of donna

gross of two months ago. a patient has been charged in that case. the last weekend another patient was arrested for beating a hospital therapist. hospital workers say these are only the most serious of many assaults in the forensics unit the section where the criminally insane and most violent patients are house. interim director matteucchi has been on the job for only 16 months although she has been working here 20 years. >> the staff is incredibly important to me. i want them to be safe. i want them to feel safe. >> she says the staff is like family but many in that family don't feel safe coming to work. kathleen morse is one of them. >> we need to see police on the unit. >> napa state police respond to emergencies from outside the forensics section.

matteucchi says that has been ever since since they were a forensics hospital in the early 1990s. >> we were not allocated resources to be a part of the environment, to be available within the living and treatment units 24 hours a day, seven days a week. >> matteucchi says she has asked for 20 more officers who will be assigned to those units. for now, the director says she is trying to do the best she can to improve safety. patients are now escorted to the grounds not by one but two staff members. hospital workers say that creates dangerously low staffing shortages in the unit. there are several examples to escort patients. >> it resulted in one employee and one psychiatric worker on the unit.

>> we posed the same question to workers. >> is eight safe place? >> i think we have a established a hospital that... that is, indeed, set up in the best way possible for the safety of our individuals and our staff. >> a simple question, a difficult answer. vic lee, "abc 7 news." >> president obama has signed a tax bill that has been debated for months. it's a compromise but its better bill than many men's of his own party favored. it avoids tax increases. >> if that had come to pass, the average family would have to pay an extra $3,000 in taxes next year. it would have been a blow to our economy.

just as we're climbing out of a devastating recession. >> it extends unemployment benefits for another 13 months, that is welcome news for more than 250,000 californians that were faced with losing federal benefits. it includes payroll tax cuts of 2% which is expected to create new jobs. >> in a rare saturday session, the senate is expected to vote today on legislation that would repeal don't ask, don't tell. the measure would be a major victory for the gay community, liberals and president obama. the senate is scheduled to vote tomorrow on the dream act, a bill that would give tentative legal status to illegal immigrants' children. both bills have been approved by the house. lisa argen is here with the weather forecast. she'll be here in just a moment to give us the forecast. also, the city of berkeley is getting involved with a friday

>> closed captioning brought to you by mancini sleepworld. san francisco's controversial ordinance banning sitting or lying on city streets is technically in effect but it won't be reinforced in february until police are trained. ordinance was approved by voters last month making it illegal to sit or lie on public sidewalks between 7:00 a.m. and 11:00 p.m.. there are several exceptions and that is where the training comes in for police. barnes & noble is closing its bookstore near fisherman's wharf they closed two other bay area stores earlier this year, one in richmond and oakland's jack

and bulk of the activity has been in the santa cruz mountains. so right now, live doppler 7 hd shows a few returns mainly light in the east bay but there is a few areas of rain off shore in the north bay, sonoma and marin coast. you'll notice we do have green that we rotate into the bay and inverness in the next hour. down to the santa cruz mountains but this will continue to tape oner off. definitely with this incoming system, temperatures have gotten warmer, 10-12 degrees warmer. 56 in oakland and 57 in mountain view and winds have died back, as well. wind advisory has been cancelled. we're looking at southeast winds breezy at times but nothing like we experience in the overnight hours where we had gusts up to 40 miles an hour in the north bay. right now, out of the south at

13, airport delays of 31 minutes on arriving flights at sfo. showers and breezy this morning. rain diminishes throughout the day but more rain of night into much of sunday morning and by late sunday afternoon we'll see more showers begin to taper off. that will be the friend through monday and stay tuned for the seven-day outlook. bulk of the activity pressing south into central and southern california, but here is the area of low pressure. to the north and west of us, it's going to sit here right through the middle of next week. we will see showers to rotate through impulse after impulse through the early portion of the week. then by the middle of the week, a little bit of a break. here is the forecast throughout the day today. notice 7:00 or 9:00, cloudy, but by the noon hour, still dry. 1:00, 2:00, showers will be coming in sonoma and marin county but the bulk of the activity holding off until later

on tonight. 7:00, a few more showers and more organized rain coming in through afternoon midnight, around 2:00 in the morning and by early morning tomorrow, widespread rain right through the midday hour and heavier rain pushing through the east bay, not tapering off until about the dinner hour tomorrow. today should be a better day with a little less rain. in the mountains, winter storm warning until 4:00 p.m. on monday rain in blue canyon. one to three feet at lake level but the bulk of the heavy wet snow above 7,000 feet, gusty winds, urban and small stream flood advisory, sacramento region, also the san joaquin valley with very heavy rain if you head up to the sierra, nevada. fluctuating snow levels throughout the next several days. back home mid and upper 50s with scattered showers mainly in the

good morning, it's just about 6:30. i'm janelle wang. let's get a quick look at the forecast. >> rain is going to taper off and most of the activity, into the south bay. a quick look to the north bay, you'll notice off shore from the sonoma coast, we are looking at a little cell that will rotate through in parts of rohnert park right now. light rain from milpitas down to san jose and livermore valley and santa cruz mountains. today not too bad. it's tomorrow we're going to see the heavier rain. i'll detail the rest of the week coming up. >> rain, rain and more rain and accidents after accidents. that is the scenario? the santa cruz mountains. within hours, 16 crashes were reported along highway 17. five along rural roads.

national weather service is predicting up to six inches of rain before the storms taper off next week. which means that residents are hoping for the best, but preparing for the worst. it could be another morning of delays in and out of san francisco international airport. officials at sfo now say they are no delays at the airport. yesterday they were up to two hours before baus of the storm. oakland international experienced 40 minute delays but san jose had no delays. up to the minute flight information on security wait times, check out flight tracker on the bottom of our website at www.abc7.com. >> one of the bart police officers on the scene when oscar grant was shot to death by another officer is getting her job back. that is the decision of an arbitrator. bart lyanne melendez has reaction from bart officials. >> former bart officer was

ordered reinstated with full back pay and benefits. this after an independent arbitrator found she had no lied in her statement and testimony during the investigation of the shooting death of oscar grant. john burris is the attorney representing grant's family. >> bart director was disappointed with the decision and proved that she was untruthful and covered up some of the facts. >> we got an internal investigation and external investigation and to have one arbitrator come back, you need to rehire her because you can't prove she lied, yeah, we can. >> she and her partner were on the platform when oscar grant was detained. unharmed and in handcuffs, oscar grant was shot by johannes mehserle. he was sentenced to two years in state prison.

her attorney says her client feels vindicated. >> she is consistent in everything she said from the very first night on january 1st all the way through her testimony in the arbitration. so she has always given the same statement concerning the events that occurred. >> before returning, she must be retrained. >> the process she must undergo a fitness or duty evaluation. following that she can be reinstated. >> her attorney says she will return to bart as an officer. also fired after the incident was officer perone, his appeal is pending. they don't think perone will be reinstated. >> if he is reinstated, that is miscarriage of justice and worst possible outcome. >> there is still a civil case pending against all three of them. if there is a glimmer of good news in newly released

jobless decision, the state's unemployment rate hasn't gone up. it's held steady for four consecutive months at 12.4%. construction hiring has increased for two months a row, first time that has happened in four years. >> in this economic climate finding a job can be as much work as keeping one. job seekers are more equipped than they were months ago. >> in a county with 11.3% unemployment even a prospect can bring hope. great for them and 30 others. >> they told us they did not guarantee a career. this is a leg up on the competition. so from there, you push yourself. >> a single father of three has been out of woke for a year but he has a shot at doing this, working for east bay mud as a plumber.

ready to rehit the books. wayne freedman, "abc 7 news." the widow of a florida philanthropist says she will give back more than 7 billion dollars that her husband made in bernie madoff's ponzi scheme. that could be good news for some but as heather ishimaru reports, several people question whether they'll ever see a dime. heather will have more in the report. she met with some of the victims yesterday and talked to them about if they'll ever see any money. we'll have more on that. we know that the u.s. attorney says that $2.6 billion has already been recovered combined with another installment that amounts to half. >> he owns a fabrics business that his father started in 1957. norman s.burn any company.

he and his brother split the investment that they made with bernard madoff. >> bernie's loss on paper was about $1.75 million, in real dollars it was more like $700,000. his brother lost more. madoff is serving a prison sentence. the widow returned $7.2 billion reaped from the ponzi scheme. bernie doesn't expect to see any more of their lost money but he hopes someone will. >> the money they get back, the better it is for investors that are out a lot or out everything. >> it's not going to do us any good. >> berkeley residents mark rosenberg and elizabeth lost accounts worth $450,000 they had saved for retirement. they got back $25,000 investment in an ira they thought was worth $170,000. they are angry with the sister

same-sex marriages were briefly legal in california. but they say the defense of marriage act bars it from recognizing same-sex uins. >> in pakistan the c.i.a. has pulled the top spy out after his life was threatened. he runs the predator drone program and received the death suits after a lawsuit accused him by name of killing civilians. just today three american missile attacks killed 54 people. they are all believed to be militants. south korea launched balloons to north korea. balloons also carried a thousand u.s. dollars in one dollar bills.

major lines were knocked out cutting power to customers miles away from the crash site. as for the man with the gun, he was eventually taken into custody without incident. we've got a break in the forecast, shows are back and i see there might be a change in the weather system, too. >> it's not quite as rainy so that good news and headed up to the mountains, rain now in the sierra, nevada but outside, very mild and the rain has begun to taper off. emeryville, showing you how dark it is, sun not coming up until 7:20. but at least the rain will begin to taper off throughout the morning hours. live doppler 7 hd confirms that most of the activity has pressed south and east. so here is a look light now off shore off the sonoma coast, south of fort ross beginning to

push on through through point reyes and rohnert park within the next hour or so. overall things calming down, the winds and rain, light rain, mist and drizzle around san jose, down to los gatos and santa cruz gilroy, but much of the activity pushing south into southern california. here is the mountains, rain-snow mix, very heavy rain from sacramento valley to san joaquin valley, into the truckee area, a rain-snow mix there. snow levels continue to fluctuate anywhere from 5,000 to 6,000 feet. right now in the 50s, mild. 56 in oakland and 57 in mountain view. and the winds, they have lightened up but brought warmer air, ten degrees warmer in san rafael. the trend continues through the valley. that is why we're looking at fluctuating snow levels. still with the winter storm

warning in effect until monday. but the winds they continue to taper off with southeast winds anywhere from five to ten miles an hour at the airport. so the forecast for this morning showers, breezy in spots but the rain tapers off. it will begin to diminish and more rain headed our way later on tonight. you all the clouds about the bulk of the green, pressing southward for now. we've got another impulse rotate on through tonight. here is the area of low pressure it's going to sit here for the next several days. we'll have a couple systems push on through breaking moderate to heavy rain later on tonight through a good portion of the sun afternoon. this is way it's going to play out. here is a little break throughout the afternoon. 9:00 through the noon hour, then a few random showers getting heavier toward sonoma county, 7:00 to 8:00 into marin county.

members of a pittsburg national guard unit are leaving for a year long deployment to afghanistan. most of us are preparing for the holidays, in pleasant hill there is a different pro preparations going on, families saying goodbye to loved ones. >> 160 members of the california national guard sang the army song at the farewell ceremony this morning. he watched as his son got his marching orders, 12 months deployment to afghanistan. >> something he's wanted to do since 9/11. >> he was in high school on september 11, 2001. >> to serve my country, is to go help defend it.

>> they say that is pretty much the attitude of everyone in the country. but seven years ago, as members of the same company were preparing for their first deployment in iraq, back then the equipment was not as good as the regular army. military had to do a stop loss policy to keep troops from leaving. a lot has changed. here is the company commander. >> big difference is we are extremely highly trained and also we have the latest and greatest technologies and equipment. >> the men and women enlisted since the invasion of iraq signed up knowing that war was part of the deal. >> we for sure thought we were going. >> they admit she is upset about his going. she is going to be left alone caring for his daughter and her two young children for a year. >> every day it kind of hits me. but god created him to be a
