good morning. i'm carolyn tyler. the stormy weather tops our newscast. let's check in with lisa argen for the latest. >> we had earlier small stream flood advisory for another half an hour. flooding on the roadways and creeks have been rising but the rain has lightened up significantly over the past hour or so. you notice the east bay we still have rain around hayward and livermore, in the north bay light to moderate rain. around the dublin area looking at a pocket of moderate rain and also around cupertino and campbell more rain showers about two inches. in accountantfield over an inch and in inch and a third in

livermore. few more rain showers and a little bit of break and a soggy christmas coming up. we'll look for that. pg&e has restored power to more than 4,000 customers affected by an outage in half moon bay. the lights went out and electricity was finally restored by 10:00 last night. so far this morning no new outages have been reported anywhere in the bay area. another several hundred customers lost power in pittsburg and in redwood city and belmont service back to normal followed two separate outages caused by downed trees on friday night. this is an example of the related problems pg&e is facing. in oakland winds snapped down a tree on quigley street near 580. they were dispatched to the scene after the tree fell on a power line leading to that

house. the home was damaged, too. the tree hit a car that was parked nearby. >> despite all this rain a lot of people are count ofing on this weekend to finish their holiday shopping. lisa amin gulezian shows us what shoppers are dealing with. >> college avenue they are trying to lure in shoppers with sales. retailers push before christmas and its soggy one. >> it's definitely affected fk go it. it isn't it wouldn't be if it was moderate weather. >> consumers are extra cautious of spending. >> we're poor. we to have pay for bills and put food on the table but trying to cut back to spending. >> this is the last thing small business owners need. the heavy downpours started yesterday. it caused flooding on 880 in

oakland. caltrans crews started clearing storm drains the debris backed up in seven spots and problems under ground caused a backup above ground a total of four lanes were closed for hours. >> the rain is making things more challenging than usual everywhere. traffic isn't the only concern. homeowners are worried about leaks and water damage. the city of oakland is offering up to 20 free sandbags and plastic tarps to residents. >> we want to put them on the foundation to keep water from going into the basement. sometimes when it rains really hard the basement take on leaks. >> sandbags are available at oakland service center and at 14

of the city's fire stations. this is a live looming at sfo where inbound flights are being delayed due to the weather. passengers have endured delays all weekend. the east coast is used to weather delays but in this weekend most of the affected airports are west of denver. four flights of london never made it to san francisco because of heavy snowfall in europe. that snow stranded people heading from sfo to london. for up to the minute information on your flights as well as wait times at security checkpoints take a look at flight track other the front page of our website at www.abc7.com. the storm sweeping through california may be the largest weather system to hit the state in a decade. here in northern california

officials shall expecting five inches of rain this weekend perhaps as much as 15 inches in the sierra. that is on on top of the snow already. it's making for tough driving conditions in the mountains. the power was knocked out to hundred homes in the sierra. caltrans has set up chain controls in interstate 80 and highway 50 leading to lake tahoe. >> i mean they have all these so we can cleanup which is fine but it's ridiculous when we have to chain up that far where we need them because where when we do get to where we need them we don't have any chains left. >> if the winter storm continues as expected all the way through mid weaning, the worst driving conditions may be yet to come in the sierra. one man is in a mobile home fire in novato. he was found inside the home after firefighters put out the

blaze in the los robles mobile home park. they found the home engulfed in flames. they were able to bring it under control in about 15 minutes. the victim's identity is not known but it is believed to have lived in the home. two other homes were threatened by the fire residents were out get out safely. congresswoman jackie speier will be at a town mall meeting this afternoon for residents in san bruno. investigators still have not determined the cause of the blast that killed eight people and destroyed as many as 38 homes back in september. she says some possible causes have been ruled out like internal or external corrosion or a preexisting leak. investigators need to explore new possibilities like perhaps metal fatigue in the pipeline or human legislator.

representatives of the national transportation safety board and pg&e will be at that meeting. it is this afternoon at 2:00. >> in oakland yet another demand for action over the fatal police shooting of an unarmed business owner. the family of derek jones will hold a news conference. he was a man shot and killed last month when police responded to a domestic disturbance call at his shop. he had a pocket scale in his possession when he was shot. relatives are dissatisfied with the ongoing police probe of the shooting. oakland's police chief has asked the f.b.i. to conduct an independent investigation. it was a landmark vote on capitol hill after years of debate the senate has cleared the way to repeal the don't ask don't tell policy. later this week, president obama will sign the new law allowing gays and lesbians to serve

taliban militants struck at security forces in two separate attacks including an ambush of a bus carrying army officers. they stormed a recruiting center killing three afghan soldiers and two police officers. that attack preceded by just a few hours the first major attack in the capital in months. five soldiers were killed nine others wounded in that incident. the two attacks may mark a shift in taliban strategy. most of the fighting in afghanistan has been in the south, not the north. >> tensions are high on korean peninsula, so high there is an

emergency session of the security council. the island that was recently shelled by north korea a meeting was cancelled because doo bad weather. the north said they would strike. >> the bank of america is refusing to handle payments for wikileaks. they join mastercard and pay pal in severing relationships with the whistleblower whistle blowing agency. >> wikileaks's founder julian assange is wanted on sweden on rape allegations. he was jailed for a week in london on those charges and then released on bail on thursday. >> lisa argen is here now weather is a major concern here in the bay area. >> we're feeling the after

too much rain wind was an issue. speeds reaching 50 miles an hour. the tower stands 364 feet. it will reach 525 feet with when the final pieces are built. they had to contend with the wind and blowing like crazy. >> really blowing because the cold front has pushed on through. we have a possibility of a thunderstorm. it's not all going to be wet but in the mountains, we have a heavy wet snow. there has been an avalanche warning and could you believe freezing rain and 35 degrees at blue canyon. these folks seem to be enjoying the snow but the next system tuesday and wednesday much cold are. that is the problem. we're seeing snow melt some rain and the national weather service i set suspect this should eggs peir in a couple of

hours. rain came down pretty hard and minor flooding out there and the debris causing some problems. live doppler 7 hd shows we still have wet weather in the san ramon valley out to brentwood and walnut creek. in north bay more scattered but looking at more showers headed your way. yountville and napa and over to the 580-680 corridor looking at showers and cupertino and campbell. rainfall amounts over an inch over two inches in kentfield. we'll see a break and more scattered showers today. then more tomorrow. then a more significant break on tuesday. 56 in oakland 58 in redwood city. look at 62 in mountain view. 60 in san jose. i talked about the wind, is it gusty. oakland to 32 miles an hour. livermore valley gusting to 22 miles an hour. about the same in san jose but

look at the airport two hour and 11 minute delays here. give yourself extra time. we going to have the delays stacked up throughout the day because it's been like this all morning long. flood advisories and dense fog out there. possibility of a thunderstorm as cooler air filters in behind the front and on-and-off showers throughout next week including christmas day and christmas eve. here is the satellite radar composite. more significant rain down to the south of us. some of these storms will rotate on through today and notice a line of moisture still out to the west. here is the next 24-30 hours. widely scattered showers today. around 1:00 or 2:00 a significant let-up in the shower activity. then a nice break tomorrow we're looking still wet. showers in the morning and then by the afternoon more showers. here we are into monday night

and then a break into tuesday. notice we have the cloudy skies throughout the afternoon but this is the cold system i talked about. look at that. by the middle of the night wednesday morning talking heavy rain. so we are still looking at moisture continuing to stream up into the bay area on and off next we are. next big system tuesday into wednesday. verdict is still out on christmas eve and christmas day. nonetheless if you are thinking about travel up to sierra nevada. i don't think in this is good window. upper 50s all day today with the scattered rain very windy conditions out there. featuring more shower activity. a break tuesday more rain on wednesday and then friday and saturday christmas eve carry an umbrella. >> you know that is not going to stop people from going to the mountains. if they have plans they will try. >> but one of those 11-hour

thousands of customers in belmont and redwood city earlier this week. in the sierra more snow rain and wind in the forecast until at least the middle of the week. driving conditions will continue to remain difficult at begs. well we are grappling with stores here southern california has it's weather problems, too. forecasters are predicting a foot of rain. there is a concern about medicine slides and flooding. now the story from los angeles. >> heavy rains drenched southern california overnight. mudslides flooding and dangerous driving conditions in their wake. this woman almost lost her home. >> it's really coming down behind it. >> other hillside residents are taking whatever precautions they can against these dangerous mudslides as it's estimated to

say he could be deported as early as next year. >> the debate on the senate floor critics call it a backdoor to amnesty that would encourage illegal immigration. >> this bill is at the fundamental core is a reward for illegal activity. >> this is the only country they have ever known and all they are asking for is a chance to serve this nation. >> on this vote the yeas are 55 the nays are 41. >> it fell five votes short of the 60 needed to pass, a fact that some bay area activists is pointing to as a positive. >> they are taking this majority vote in the senate and victory bill in the house as a reminder of the power we gained. >>

president obama called the vote incredibly disappointing. amy hollyfield, "abc 7 news." oakland is facing another possible legal hurdle in the efforts to regulate and tax marijuana farms. the city council is scheduled to meet this tuesday to discuss the issue. applications for marijuana growing permits are due to wednesday. the website california watch obtained a letter from the d.a. to gene kwan. they could be subject to arrest by federal drug agents if the feds decide oakland is violating the medical marijuana law. they approved an ordinance allowing marijuana kolt cultivation back in july. lisa argen is here now with an update on the accu-weather forecast. >> a front moved through taking a lot of rain with it. leaving wind in its wake and still heavy showers in the afternoon. right now as we head outside golden gate bridge foggy and
