green jobs and bolsters the city schools with volunteer mentors. the celebration is at the space and science center. tomorrow's inauguration will kick off with a walk from the renaissance plaza and end at the fox theater where the ceremonies will take place. san francisco firefighters are still looking into the cause of a blaze at an apartment building new year's day. none of the residents were seriously injured but the fire has left them homeless. here's tow mass rahman. >> firefighters responded to the two-alarm fire at 925 montgomery. the third floor was fully engulfed in flames. firefighters had to struggle to carry out a woman on the third floor. they lowered her down on a truck ladder until they could get her to paramedics. she had to be given first aid before being taken to san francisco general for evaluation. two sisters were frightened

after smelling smoke and hearing someone pounding on their door. >> the men came and lock door. open door. tell us it's fire. >> tom khan says his family was also rushed out of his home. >> somebody knock door. i open the door. fire! upstairs on fire! get out, get out of house! >> khan is one of 45 residents at a building now homeless. they are at the recreation center south of market. >> everybody assisted me fine. there were a couple of smoke inhalation people but i think they've been released and they're here now. so that part's okay. there were no serious injuries that i'm aware of. >> this bag of sodden clothes is all khan could get out of his apartment. >> through the cellar and all -- the clothes in the bag. >> those are your clothes. >> yeah. need to do some laundry.

>> many of the residents are elderly, mon no lingual chinese, will be put up for a few days until housing can be found. living here for several years, he shrugged off his predicament. >> life, you never know what happens. >> we know there were renovations going on in the building. we attempted to talk to the own err but he wouldn't comment to us on camera. we were told that one firefighter received a minor cut to his hand but he's doing fine. otherwise there were no serious injuries. i'm thomas roman, abc 7 news. >> police are investigating their first homicides of the new year. in san francisco a man was shot several times outside the club 21 bar at turk and taylor streets. that's in the tenderloin. it happened yesterday. witnesses say the victim and his killer were sitting on the sidewalk when the shooting started. police are hoping to hear from more witnesses. san jose police are searching for suspects in the shooting

death of a 15-year-old high school student. police found the body of oscar gonzalez on the front porch of his ozaras avenue home. it was just after 1 a.m. yesterday. he'd been shot at least once. investigators believe that killing was gang-related. here in oakland, you're seeing the first homicide of the new year. it happened just nine minutes after midnight yesterday. a teenager boy was killed and two others were wounded outside an apartment complex on high street. so far there have been no arrests and police say they have no information about suspects. president obama's former minister jeremiah wright was in the east bay this weekend. the controversial pastor is helping launch a new movement in the local african american community. faith leaders say it's a plan for positive social change. here's abc 7's lisa amin gulezian. >> the african american community in the bay area have made national news for

situations of that not always been in the best of light. >> the people of the baptist minister's union or bmu are committed to change. they say they don't like what they're seeing in their cities. >> a community we're not where we should be! not the economics and improving education! >> for some, their spirit is also broken, especially after crimes like the gang rape of a 15-year-old girl in richmond and a shooting death of an unarmed barber in oakland by police. >> we are hurting communities. there has to be a change. there has to be some type of strategies of survival set up in our churches. >> the emancipation movement initiative encourages economic development, education and health and wellness. and it willing their job to push these positive steps. pastors from 25 churches will meet in the next few days to figure out a schedule for

workshops on financial aid and afterschool programs that can begin as soon as possible. councilman elect needs this new year's initiative to work. richmond's crime rate ranked 14th highest in the country in 2009. >> for us to make change, we have to believe we need to make change. and so it's our responsibility to put things in focus. >> movement organizers hope having the support of reverend dr. jeremiah wright will help. they invited president obama's former pastor and controversial religious leader to speak today. wright started a similar plan in chicago and encouraged churchgoers here to take action. but wright refused to speak with the media. lisa amin gulezian, abc 7 news. >> napa county residents woke up to a white new year, about 3 or 4 inches of snow fell saturday morning. several vehicles got stuck on highway 29 over mount saint

helena, the main north/south roadway over lake counties. tour buses and six other cars had to be hauled out of the snow. the chp put out calls to the napa county roads department and caltran asking for help. it snowed early in lake county. these photos were from their deck in hidden valley lake to youreport powered by youtube.com. if you have photos and video you'd like to share, upload them or e-mail them to: new laws are now in effect in california covering a wide range of issues from marijuana to baked goods to traffic tickets. possession of an ounce or less of pot is now only an infraction similar to a traffic ticket. it's still $100 fine but no jail time and it will not go on your criminal record. california is requiring all baked goods made in the state to be free of trans fats.

all traffic tickets issued in the state now carry an extra $4 fee to pay for air ambulances and the city has made -- the state rather has made changes in the law that will make it easier for parents to get health insurance for children with pre-existing medical conditions. arnold schwarzenegger who swept into office after a recall election seven years ago has one more full day as governor. the 63-year-old actor and former body builder says once out of office he plans to hit the speech circuit, keep a hand in political activism, possibly write an autobiography. he might even get back into show biz if the right script comes along. a spokesperson for the governor said he has received a flood of offers. no specific plan. governor elect jerry brown takes the oath of office tomorrow. up next, the incident that triggered an evacuation of the u.s. capitol this weekend. sent military jets scrambling.

>> closed captioning brought to you by mancini sleepworld. >> everything is back to normal at the u.s. capitol after a scare had police evacuating buildings. a plane lost radio as it approached the area. the piedmont flight was headed from hilton head, south carolina, to reagan international airport. an evacuation order after air traffic controllers were unable

to talk to the pilot. they were able to make contact about 15 minutes later and the flight landed without incident. investigators say the pilot had inadvertently turned his radio to the wrong frequency. a russian passenger jet carrying 124 people caught fire and exploded on a runaway in siberia this weekend. three people were killed, 46 more injured in yesterday's fire. most of the passenger and crew were evacuated before that explosion that you're seeing there. people on board described a chaotic scene as the plane filled with thick black smoke. panicking passengers climbed over each other trying to escape. primarily reports say the fire broke out in one of the engines as the plane taxied for takeoff. switching gears here now, the first newborn of the year in the bay area appears to be a baby girl in the east bay. she was delivered at summit medical center in berkeley just seven minutes into the new year. the little girl was premature.

she weighed 4 pounds 5 ounces. her mom is stephanie hernandez santos and she was surprised to learn her baby was the first to be born in the bay area this year. >> i didn't believe it. i said there has to be a whole bunch of other babies. no, she's the first one. >> the little girl is named azara heady. it means help from god. heady is a female battle warrior. both mom and daughter are doing well. and we say congratulations to the first baby of the new year. >> well, same old same old in terms of the weather. >> right. but looking at the light at the end of the tunnel. right now things definitely rainy out there. from our roof camera we have fog but also the winds are picking up in the south bay, the east bay. heaviest rain south of the bay area. i'll spell it all out for you coming up next. >> and check this out. severe weather hitting the

it is 6:16. this is a live look at the golden gate bridge. almost looks like bubbles there on the camera lens. of course, it's raindrops. the pavement is wet there as people make their way hither and yon. lisa argen will be along to give you a full forecast. our director wanted me to point out yesterday was 1/1/11 if you had not noticed. the next time we have something cute like that is november, 11/1/11. residents in three states are sifting through homes. tornados ripped through since new year's eve. at least seven people are dead, dozens have been injured. more than 200 homes, nearly 300 have been damaged. abc's john hendron reports on the holiday weekend tragedies.

but by this afternoon, definitely an improvement. in fact, in san francisco we're looking at lighter rain. in fact, a bit of a break into the north bay as well as this area of low pressure sinks to the south of us and the heaviest rain is focussed in the san joaquin valley and the santa cruz mountains. shows that break along the coast, bodega bay, highway 1. the winds gusty. novato looking at rain through richmond and vallejo. east bay, a couple pockets of heavier showers around walnut creek and alamo this morning. orinda, you're looking at moderate rain and moderate rain heading towards berkeley and emeryville this morning. east of san jose in the mountains there, downpours and down around san jose the peninsula, more wet weather but for moss beach along our coast, that's where you're getting the gusty winds, the heaviest rain. around gilroy, morgan hill, the focus will continue to be around

the santa cruz mountains and then shift further south. and that's approximate when we will get in the clear. a loop of the past several hours shows the rain moving from the south to the northeast. that will continue to be the trend today, and the system will slide out of here by this afternoon. it's 50 in san jose. colder numbers to the north. 48 in oakland. we have some fog and some very breezy winds out there as this low tracks to the south and east of us. highlights this morning, steady rain, especially in the south bay this morning. weather advisory, lake county and sierra nevada throughout the mountains and dry days ahead beginning tomorrow. area of low pressure, that counterclockwise motion here off the coast. it will slide from the south to east shutting off the rain from north to south but not before it leaves maybe a foot or more snow in the sierra nevada. 8:00 today. still no break really from half moon bay to morgan hill and santa cruz. more scattered though, north

bay, east bay by midday. still late afternoon, a pop-up shower here and there but the emphasis to the south of us and look for drier, stable air to bring us a string of some nice days tomorrow. but we will look for the possibility of some cold, wet snow here. 2500 feet is the snow level. we saw it yesterday. still, yeah, you know it's very wet. the cold air trapped in the valleys there. so it looks like a good possibility again. 6 to 12 inches of snow at lake level. a little more than that, 7,000 feet. if you're trying to get in another day of skiing, probably an okay idea because the roads will be slow all the way back to the sierra into the bay area. you know that. after the big holiday weekend. temperatures today just in the low 40s in the north bay. but the rain will end first from sonoma to marin. and then eventually through alameda and contra costa county. but still some showers through the morning hours and early afternoon. possibility even of a

on one issue by appointing four new u.s. ambassadors who is nominations had been stalled or blocked by lawmakers for months. new envoys to syria as well as turkey and the czech republic. the republicans have their agenda in place. cut spending, roll back president obama's healthcare package and curb the powers of unelect unelected administrators. the republicans have a 241 to 194 majority. in the senate it might be more of a challenge. democrats still have an edge there with 57 members. rock and roll legend chuck berry started off the new year under the weather. he collapsed during a performance last night in chicago. he is 84 years old and a bit

frail. berry said he felt better after he was examined by medics and he refused to be hospitalized. barry is known for his classic songs including maybelline, johnny be good and roll over beethoven. he came on stage briefly after being seen by medics. he did a quick dance step and duck walk for the audience and then helped off stage. the number of dui arrests is down this new year's weekend but deadly accidents are up compared to last year. in the bay area, chp officers arrested 64 people for driving under the influence of alcohol or drugs. that is down from 92 arrests last year. there have been four fatal collisions in the bay area so far. there were none during the same period last year. >> whenever there's a fatal crash, especially around new year's, that means families are starting their new year planning a funeral for a loved one. that's a horrible feeling. we want to do everything we can

to prevent that from happening. >> the expense of a dui violation is another reason to not drive if you've been drinking. legal analyst dean johnson gives a breakdown how costly a dui arrests can be. >> the fines start $1700. the dmv says attorneys fees are $2500. that's an old brochure. i don't know many who charge less than $3,000. you're going to spend a minimum of 48 hours in the county jail. you have to do a first offender program for which you have to pay. in all likelihood you will lose your license for about 90 days. >> and the chp is going to continue its maximum enforcement program through midnight tonight. clipper cars are the new way to go for passengers using the golden gate bridge ferry and a. c. transit. with the electronic cards

replacing the old paper tickets. for ferry riders, a 10% fare increase is also now in effect. the one-way fare went from $4.40 on the sausalito ferry to $4.85. the new fare is $5.70 and that is up from $5.15. a ride at the universal resort in orlando, florida, caught fire this weekend forcing the evacuation of that ride. no major injuries were reported in the fire which engulfed a roof structure. the ride carried visitors underneath. it's called the deadly doright falls ride. it's a log float attraction at the island of adventure part of the resort complex. the cause of the fire unknown. for now the ride has been shut down. wildlife experts in arkansas are trying to determine what caused more than a thousand blackbirds to fall from the sky and die on

in the australian state of queensland. residents have been evacuated and the airport is closed. the flooding now covers half of queensland 15,000 square miles. that's about the size of france and germany combined. although the rains have stopped, rivers continue to surge and they're overflowing into low-lying towns as the water heads towards the ocean. fortunately even though we've had a lot of rain, nothing like that. >> and the soil is so saturated but we're seeing an end to the rain later on today. gusty winds now, sfo with the light rain out there. delays of two hours and two minutes on arriving flights. a long day at the airport. high definition emeryville. a little break in the rain here but there's more rain out there for you in the east bay. finally from our roof camera,

the emphasis continues to shift further from the south and east. the coast here is clear from the bodega bay but to yachtville, heavier rain to hercules, vallejo and concord this morning. further east you'll notice that to the north we've got some pretty good rain around pinole but a little break. more to come because the flow is from the south to the north. from this shot here, allen rock looking at more rain and down around the peninsula, 280 is wet. san mateo, get set for more rain. woodside, you're looking at a wet morning and further south, this is where you're looking at the most active weather from the santa cruz mountains through monterey county into gilroy, hollister, morgan hill, and it continues to slide from the south to of the northeast but the area of low pressure will sink to the south and that's going to cut off the rain from north to south.

temperatures remain chilly. parts of the north bay, in fact you'll stay in the 40s for your highs. 49 fremont. there is fog as well and breezy southeast winds all throughout the bay area. 46 novato, good morning, napa. 47 for you. steady rain, especially south this morning. then it will begin to dry out throughout the day today. the winter weather advisory once again to the north of the mountains in the north bay, lake county. you've got the moisture up there. the cold air, yeah, that too is in place. can't rule out more snow for you, 4 to 8 inches. that's about 3,000 feet. a lot are over 4,000 feet. so another pretty picture for you this morning but kind of tough on the travelers. low pressure rotating 200 miles west of san francisco. it's sliding to the south and east. and that's why the heaviest rain will be around monterey and santa cruz. the next couple of hours still raining out there. we'll look for morgan hill to

pick up, oh, anywhere from i think a quarter of an inch to more than an inch and three-quarters. notice the afternoon still looking at the shower activity. cloudy skies throughout the night tonight and with that moisture in place, we'll look at some fog tomorrow. quarter of an inch to about a half inch north bay and in the east bay we've already picked up close to an inch around ben lohman and another possibly half inch to an inch there. in the mountains the snow beginning probably in the next hour or snow with it coming down pretty heavy, 6 to 12 inches. already looking at light snow in truckee. very billsy roadways today in the sierra nevada, folks trying to get back from their winter break temperature some people, if you're lucky enough to have a few more days off, that's the nice weather if you like it drier. raining throughout the afternoon, a little break here

and engineer, many of these problems have simple solutions. he made a name for himself in science discovering a way to clean water with ultraviolet light but it is his humanitarian projects of that made a huge difference in some of the poorest parts of the world. he has led a team of researchers, including graduate students from u.c. berkeley, on a journey to find simple engineering solutions to global problems. the stoves invented by the team use just a fraction of the wood as a traditional fire and limit treks to look for that wood. they're sent flat, assembled on-site and inexpensive. one stove costs just $20. >> each stove saves them almost $330 a year in fuel costs. so what used to be 33% of their daily budget is now only about 15%. >> in guatemala, the team is testing an inexpensive way to deliver hot water using solar

energy. >> the goal is try to apply solar water heating at a cost local people can afford. >> the border along bangladesh, 7 million people drink water with arsenic levels many times higher than what is considered safe. >> the challenge is something effective to bring the arsenic level all the way down to ten parts per billion which really is very low levels. >> next year they will begin a pilot project that uses simple technology to clear the water. two pieces of steel with an electrical charge. >> causes it to corrode because you're driving a current through it and produces a particular kind of rust of nanoparticle size that grabs the arsenic. >> it costs just a fraction of a penny per person per day. he says the simple engineering solutions that we take for granted can have huge impacts. his hope is that others will

>> well, a bit of discouraging housing news as we start this new year. it comes from one of the leading measures of home valueings in the country. prices are falling again with some economists now talking about a double dip recession. abc 7's karina rusk reports. >> ed fisher is living the latest national statistic. he's trying to sell his san jose home and just dropped the price $20,000 off the original listing of $629,000. >> i really thought that the sale would go fairly quickly and fairly easily. but i'm finding that it isn't. >> ed's situation echos the latest standard & poors case-shiller report. after a steady climb back home priceless in 20 of the largest cities are down .8% a year ago. six cities set new record lows since the 2006 peaks prompting the chairman of the s & p index

sanchez. >> mr. cogburn. >> what do you want, girl? >> i'm looking for the man who killed my father. >> guess what, she wants this old rooster cogburn to track her dad's killer. that's gnarly jeff bridges. this little girl is pretty determined for a 14-year-old. >> mr. cogburn, can we depart this afternoon? >> we? >> i'm going with you. >> along for the ride is matt day man as the texas ranger. hayley steinfelled plays her age. i thought her dialogue was a little stilted like something from friendly persuasion but it's the way the character was written in the book. it seems to be listed from the 1870s. josh brolin is minister as the killer. the whole feel is unconventional, along with some violent moments, there are plenty of laughs, too. here rooster shoots the ranger then denies it.
