jean -- in the estimate jean quan will be inside her family's building. the first expwom first -- first woman and first asian to lead the city, and supporters hope she can bring much needed change. >> we all have high hopes, and we believe she wail make the changes, and especially we're hoping she can work with everyone. >> this election season quan managed to pull off one of the biggest upsets in bay area politics. more oakland residents chose don perata as their first pick for mayor, but the rank choice voting system pushed quan into the mayor's office. >> this is an amazing event. of course for my family, it's been a long two years, and literally a thousand volunteers. >> reporter: if the campaign trail was hard-fought, from here on out the road for quan will be even tougher. oakland is month the most violent cities in the country. the first murder of the new year came ten minutes into the start

of 2011. antiviolence activist say kwan a former neighborhood activist herself, won't be able to do it alone. she will need to risk political capital. >> we're not going to do nothing sitting in your office. need to get on the streets like jean do jean do her work. she need to get them get off their butts and do some work, too. >> reporter: whether quan will be able to work with the police union, which did not support her run for mayor, remains to be seem both sides hope to reach a compromise to bring back the 80 officers last year. fixing oakland's many problems won't happen overnight. >> the question is whether she will have the political will to make some of those decision right away. she doesn't have the luxury -- no excuse, but jerry brown had. jean quan does.

>> reporter: quan will be meeting with oakland police officers on tuesday morning. she plans to attend their morning lineup and also plans to make an announcement about her appointments to city positions. first she has to be sworn in and that happens here at the fox theater at 11:00 in the morning. abc-7 news. >> alan: in oakland mayor elect jean quan isn't the only one being inaugurated. former oakland mayor and state attorney general jerry brown will be sworn in for his third term as governor at 11:00 a.m. in sacramento. at 1:00 p.m. carmel laa hair rid -- harris will be sworn in, and it's unclear when mayor gaven newsom will be sworn in as lieutenant governor. the supervisors will help pick

newsom successor. the current board meets for the last time on tuesday. >> magnitude 7.1 earthquake shook the southern part of chile today. the shake lasted about 20 seconds. many were concerned it could trying -- trigger another tsunami like the one that hit the donefully february, caused by an 8.8 magnitude quake which killed 525 people and left 2,000 homeless. there have been no reports of deaths or damages in the earthquake and no tsunami alert has been issued. >> we're still experiencing a little light rain across the bay area. this is a look at our tower cam at low cloud officers the -- cloud cover. >> there's still a flood warning in effect for small streams. flood levels have been seen in san antonio river, and if you're

124 people since friday night for driving under the influence of alcohol or drugs. that's down from 160 arrests last year. there have been four fatal collisions in the bay area so far. there were none during the same period last year. marin ferry riders who use the new electronic clipper cards will have to pay a bit more to ride the boat. the one-way fare on the sausolito feris now 4.85. a 10% increase. for lashing spur, the new fair 'now higher. cash fairs will remain the same at 8.25. the move is part of the plan to cut the district's $89 million five year deficit. >> a day at the beach took a scary turn for a man and his golden retriever. david perez says his dog, sunny, got excited and ran off a trail and down a cliff at fort buston

bring trouble for southern california into tuesday. so wet and cold weather for them. the national storm service has the winter weather advisory posted for the sierra until 10:00 this evening. should be fairly safe if you need to head back to the bay area right now because there are no chain riermtz at -- requirements on 80. they're expecting 18 inches above 7,000 feet. tomorrow will be a safer drive back to the bay area for the folks that got to enjoy the fresh snow. here's the forecast model. areas of light green. hardly any. we're not going to see much rain throughout the evening. then tomorrow, some cloud cover. you notice? no rain in sight for monday. so, that's going to allow temperatures to climb up. but it will be a cool night once again when you wake up for monday morning's commute. 40s for the most part around the bay. mid-40s, oakland, san francisco.
