>> my family, my career, all my successes, i owe to california. the opportunity to give something back as governor has been an immigrant's dream come true. >> reporter: the entire address is over four minutes. he talk about how california is still the golden dream by the sea and continues to be the entertainment and innovation capital of the world. he touted his accomplishments during his seven years in office. although he was unable to solve the state's budget crisis insuring his address schwarzenegger talked about what he did do for california. >> working together with democrats and republicans to rebuild california with the largest investment in infrastructure in a generation has been a fantastic success. we returned $50 billion to taxpayers through our workers compensation reforms, and we made california a world leader in clean energy and environmental production. with the redistricting and open

primary we passed the greatest political reforms. >> going to solve the fiscal crisis of california, and he hasn't. so i think it's a big bottom line, he didn't do what he everybody hoped he, would which is solve the problem and which is the reason why gray davis was recalled and set out to pasture. >> reporter: schwarzenegger said history will be the final judge of his record. he connect his address by wishing wishing the very best to this successor, jerry brown and his wife, epa. one thing he did not mention is what he plans to do now his term is up. there's been talk of schwarzenegger working for the obama administration or behind the camera in hollywood. >> alan: late word from the capitol today that the governor has commuted the sentence of esteban nunez, the son of fabban nunez, nunez pleaded guilty to

volunteer tear manslaughter, but the governor called it excesstive and reduced the sentence phone years. after being denied entry into a fraternity party in snag state, nunez and others attacked a group of men. one man was stabbed to death. his family asked the judge for the maximum sentence, and he agreed. the governor's shortening of the sentence comes hours before he leaves office. governor-elect jerry jerry n will be sworp in tomorrow at 11:00 a.m. he afoundationed members of the public could request tickets at his facebook page. >> lieutenant governor elect gavin newsom will be in sacramento to attend the swearing in ceremony for brown and other constitutional officers but won't be taking the

oath of office himself. newsom has scheduled an inaugural name on january 10th january 10th the in capital rotunda but a inspection -- spokesman says it might happen earlier. he is waiting until the board of supervisors slectz an interim mary. the lieutenant governor will remain lieutenant governor until newsom takes the oath of office. preparations are underway for the inauguration of oakland's first female and first asian mayor. jean quan will be sworn in tomorrow morning, and then the real challenge begins. he's session veal ya vega. >> as jean quan prepares to be sworn in as oakland's next mayor, history is in the making. she will be the first woman and first asian to lead the city, and plans to hit the ground running. >> starting 6:00 the next morning will be appearing in

front of all the police lineups, be talking about our situation in terms of the violence and the city and what we can do. >> reporter: the election season quan pulled off one of the biggest upsets in bay area politics. more oakland residents chose don perata as the first pick for mayor but the city residents new rank choice vote system pushed yawn -- quan from the city council to the mayor's office. >> is she going to have the political will to actually make some of those decisions right away? she doesn't have the luxury -- no excuse -- that jerry brown or had. didn't know the city. jean quan does. >> reporter: from here on out the road for quan will be tough. oakland is among the most violent in the country. the first murder of the new year came ten minutes into the start of 2011. antiviolent activists say quan

and spent several hours chopping up the tree to clear the road. the road was cleared by 11:00 a.m. snow is beginning to fall in the sear ramp this is caltrans camera in meyers, just outside south lake tahoe. caltrans is telling drivers to carry chains but there are no restrictions over highway 50 or interstate 80 into the tahoe area. >> in southern california, blowing snow and ice shut down parts of i-5 over the grapevine. the chp says the highway is closed from los angeles, kern county line to 20 mights south of bakersfield. no major crashes are reported. snow is accumulating as low as 1500 feet, and between four and eight inches is expected in some areas this evening. abc-7 meteorologist frances dinglasan is following the storm as it passed through california. let's talk to her about that. >> frances: as it leaves the bay area, starting to head toward southern california, bringing

them some of the more severe weather. so here is a look at the satellite radar image in california. the low moving in, that's going to bring wet and cool weather to southern california. see the areas of white. that's snow over parts of the grapevine. here in the bay area, we're at the top end of the system, and you notice the wrap-around moisture bringing us some light showers. areas of light brew -- light blue and light green. just a scattered shower or two expected through the evening. then we're going to clear out, possible light rain falling on the dumbarton bridge and parts of san jose. tomorrow, wake up to dry days. cool but i'll tell you how long the dry weather will stick around. >> alan: a day at the beach took a scary turn for one man and his golden retriever. david perez says his dog, sunny, got excited, and ran off a trail and down a cliff.

>> closed captioning brought to >> closed captioning brought to >> alan: a magnitude 7.1 earthquake shook the southern part of chile today. the shaking lasted 20 seconds. many of the region -- many in the region were concerned it could trigger another tsunami like the one that hit the country in february. that was caused by an 8.8 magnitude quake which left 200,000 homeless. so far there have been no reports of deaths or damages in today's earthquake, and no tsunami alert has been issued.

the navy says it will investigate what it calls clearly inappropriate videos broadcast to the crew of a nuclear powered aircraft carrier. a top officer of the uss enterprise, former top gun pilot, was star of the videos. we have this report. >> reporter: the videos are shocking. profanity, gay jokes, simulated sexual act, women pretending to bathe together. not some comedy sketch on the internet or cable but members of the unites states military board the u.s. naval aircraft care you're the enterprise. captain owen honors in 2006 and 2007, when he was second in command of the vessel, allegedly created and broadcast the videos to the crew, according to a newspaper. in one scene, honors, wearing a robe, appears to expose himself. the navy calls the videos clearly inappropriate and has launched an investigation. the enterprise is actually

scheduled to deploy in two weeks but a senior navy official says he wouldn't be surprised if the enterprise takes off without captain honors. abc news, washington. >> alan: president barack obama has signed into law a bill to provide aid to survivors the september 11th attacks. it will also help first responders who got sick working in the ruins at the world trade center. the white house provided this picture of the president signing the bill in hawaii. the bill is one of the last measures congress passed before adjourning in december. the 4.2 bill measure will be paid for with fees on some foreign companies that get u.s. government procurement contracts. 2011 began with a glitch for many iphone users. why many didn't get the wake you were alarm they hoped for. after all the rain, looks like we're in for a little break. >> mike: the raiders pulled off

light rain reported in salinas and watsonville, and possibly more moderate rainfall near santa cruz, and also we zoom into union city in hayward, some light rain there, even fog reported in hayward right now. so we're seeing this rain event coming to an end. temperatures very cool, up per 40s for most of us, with the section of san jose, holding on to 47. a few scattered showers to teal with but pretty much going to end in the next few hours. cool and dry monday morning, and then we have a warmup this week. so here's the low pressure system that's heading south and going to continue to bring southern california some trouble through tomorrow. then by tuesday they should be dry, and as it heads towards san luis obest -- obispo, we're not going to see much rain from that

low pressure system starting tomorrow morning. there's a warning in effect for small streams in monterey county until 11:00 tonight. look out for timing if your driving through the area. and as we head to tahoe, although highway 50 and i-80 open, there's a winter weather advisory where they can expect a foot and a half of snow above 7,000 feet. the lows tonight, you're going to wake up to a very cool morning as we see those cloud clear. we'll see low 40s in san rafael, richmond, even some mid-30s in santa rosa and 40 in fairfield and antioch, 42 in san jose. so cool start. once the sunshine starts to break through, we get a nice warmup. in fact, temperatures climbing back into the mid-50s. we have not seep that in a while. even some upper 50s in fremont and san jose. 57 there as well as in richmond.

but still pretty cool in fairfield, 52. as we head further south, we see mid-to up 50ers in monterey bay, with 58 in watsonville. so check out the accuweather seven day forecast. almost no rain in sight all week. we have in patchy valley fog, sunshine in the middle of the week. there's a very slight chance of rain on sucks so we might -- rain on sunday. >> alan: shu says is helps when you loosen up and play. >> mike: showed today with the 49ers. i'm more excited about being back on the golf course. the niners let loose against the cardinals. the torture is finally over. i'm sure he won't be the head coach next season but had some fun out there. alex smith, perfect strike. 10-7 niners at the half.
