newly-elected speaker, john boehner, has told lawmakers that americans no longer want business as usual. emily schmidt joins us from washington with what is in store today. good morning to you, emily. >> reporter: rob and vinita, good morning to you. this freshman class in the house of representatives is the largest in more than 60 years. and all those new members have to get to work pretty quickly. their first vote is scheduled for later today. a big power shift in the house of representatives, carried with it a big handover. >> i now pass this gavel, which is larger than most gavels here. but the gavel of choice of mr. speaker boehner. >> reporter: speaker john boehner, known for wearing emotion on his sleeve, calls on lawmakers to get past some emotions. past what he calls scar tissue, built up on both sides of the aisle. >> the people voted to end business as usual. and today, we begin to carry out their instructions. >> reporter: he has 85 freshmen republican house members behind him.

>> now, you have an opportunity to actually have a voice. >> reporter: one of the first house actions this morning, reading all of the constitution on the house floor. then, the first spending vote. >> we will start by cutting congress' own budget. >> reporter: this afternoon, there's a vote scheduled to cut congressional office budgets by $35 million. next up, taking on some of the democrats' accomplishments, touted by outgoing speaker, nancy pelosi. >> we have made the largest ever commitment to making college more affordable. enacted wall enacted wall street reform with the greatest consumer protections in history. and passed a strong patients bill of rights. >> reporter: a house vote to repeal health care reform is slated for next week. speaker boehner says bigger bills aren't always better. in fact, the bill that would repeal health care reform is just two pages long. he also vows that lawmakers and the public will have three days

to read any bill before it comes to a vote. rob and vinita? >> emily schmidt in washington this morning. thank you. now, over in the senate, history was made, as maryland's barbara mikulski was sworn in for a fifth time. that makes her the longest-serving woman in history. the 74-year-old, famous for one-liners was first elected to the house in 1976. down the street from the capitol, there's a major staff shakeup at the white house. here's a look at who is in and who is out. press secretary robert gibbs will step down from the podium in february, after seven years at the president's side. but he's not going far. >> i will continue to provide advice and counsel to this building and to this president. >> so far, there are three candidates to replace gibbs. but no decision has been made. also on the way out, highly-respected former fed chair, paul volcker, who will end his term on the economic advisory panel next month. so, who is in? former commerce secretary

william daley will likely be the new chief of staff. he met with the president last night. and the architect of the 2008 election, david plouffe, starts his new senior adviser role come monday. amid all those changes, president obama also makes a high-level appointment today. he's asking holly petraeus to help the nation's military families. she is the wife of general david petraeus, who is the top u.s. general in afghanistan. holly petraeus will advocate for military families on consumer issues, like dealing with scam artists who prey on young service members. the first finding of a presidential panel's investigation on the bp oil spill is now out. it blames three companies. bp, halliburton and transocean, for making decisions designed to save both time and money. and the report says the combination of those decisions overwhelmed any safeguards being taken. it also claims that without significant industry and government reform, the very same thing could happen again. classes are canceled today at an omaha high school, after a deadly shooting. a student apparently upset at being suspended, opened fire,

killing the vice principal. the principal was also hurt but is expected to survive. students describe the chaos and panic in the moments after the shooting. >> this poor woman. she was screaming. it was a terrible scream, like i never heard in my life. and this man was just aching in agony, seemed like. >> no matter what you do, no matter how many times you go through this, nothing prepares you for it. >> the teenage shooter, identified as robert butler, later turned the gun on himself. a mall in suburban phoenix will be open today, after a parking lot shoot-out sent shoppers scurrying for cover yesterday. it started when police confronted a robbery suspect. a gun fight broke out, with the officers holed up in a fast food restaurant. the suspect finally surrendered without hurting anyone. a drive to legalize same-sex marriage gets a fresh start today in rhode island. a bill being reintroduced in the house of representatives today is showing some early support. but its future in the senate is a little uncertain. gay marriage is currently legal in only a handful of states.

in the chesapeake bay, experts say it was likely cold weather that killed millions of fish. water temperatures plunged to 36 degrees during a cold snap late last month. scientists say it's possible that poor water quality might also be responsible for the big die-off. and now, for this morning's weather from around the nation. snow and avalanche warnings in the cascades. rain from seattle to portland. snowshowers around the great lakes, from detroit to cleveland and pittsburgh. flurries in charleston, west virginia. showers and thunderstorms in the southern half of florida. >> meanwhile, 79 in miami. 61 in new orleans. and 47 in atlanta. 36 here in the big apple. 32 in beantown. a biting 12 degrees in fargo. 13 in the twin cities. and 25 in chicago. phoenix gets up to 63. sacramento, 54. boise, 36. now, to a breach of protocol on capitol hill. and this one had nothing to do with partisan politics. >> vice president biden was swearing in senators when his script was unceremoniously

average jumped 1.5% today. hong kong's hang seng finished slightly higher. in london the ftse opened slightly higher too. and on wall street the dow climbed 31 points yesterday. meanwhile, the nasdaq added 21 points. the government releases its monthly jobs report tomorrow. but there is reason to be optimistic ahead of that release. the new private report shows companies added nearly 300,000 jobs last month. it will take about that many new jobs each month to finally start bringing down the unemployment rate.

more good news for ford. it has tied toyota at the top of "consumer reports" brand survey. the magazine says ford has made improvements in safety quality and value, three, key areas of the survey. the big consumer electronics show opens today out in las vegas. microsoft's ceo took the stage for his annual keynote address last night. the company unveiled new features for its x-box kin neblgt motion controller. that lets users connect through netflix and hulu. chevy volt owners will be able to wirelessly charging their gadgets by placing them on the car's console. gm is announcing plans to install a cordless charging device called the power mat into its electric car and certain cadillac models beginning next year. the famous starbucks logo is getting its first-ever makeover to celebrate its 40th anniversary. the siren is now bigger. and the words starbucks coffee

pittsburgh. wet on i-75 and 95, in south and central florida. and i-5, from seattle to portland. slippery on i-84 from portland to boise. >> and if you're flying today, you can expect some weather-related airport delays in just two cities seattle and miami. well there is a fair amount of outrage this morning as some portions of the medical community. the outrage stems from accusations about a well-known study linking vaccines and autism in children. >> basically, the new report claims that the study was all made up. dan harris has the story. >> reporter: in 1998 dr. andrew wakefield, a british surgeon and researcher, released a study of 12 children. eight of whom, according to their parents, started displaying behavioral symptoms in an average of 6.3 days after being vaccinated for measles, mumps and rubella. >> the work certainly raises a question mark over mmr vaccine. >> reporter: the doctor set off a global firestorm. for some parents of autistic children, it is now an article of faith, that vaccines are the

reason their children cannot function normally in the world. but a prominent medical journal said the doctor's study was, in fact, an elaborate fraud. >> i think what dr. wakefield did was a moral crime, if not an actual crime. >> reporter: working for "the british medical journal," investigative reporter brian deer compared the actual medical records of the 12 children to the symptoms reported by dr. wakefield. and he says he found that wakefield changed the data. according to the report, some of the children dr. wakefield claimed had autism were, in fact, perfectly healthy. and some of the children he claimed got sick after being vaccinated were, in fact, sick before the vaccine. all of which raises the question, why this purported fraud? >> i think his motive was money. >> reporter: according to deer, wakefield was paid around $750,000 for his research by lawyers who were trying to sue the makers of the measles vaccine. >> what's happened is the children have suffered and have
