where congresswoman gab before he giffords is showing signs of improvement. >> her husband rarely leaves her side and he tells diane that his wife attempts to give him a necessary matsage over the weekend. >> first, to washington where new civility seems to be hold be. emily schmidt there. >> reporter: good morning to you. here in washington, lawmakers return to regular business for the first time since the arizona shootings and as they do, their colleagues who was injured that day has passed another recovery milestone. there are more signs of improvement from congresswoman gabrielle giffords. her condition is now upgraded from critical to serious. she's breathing on her own. with the tracheotomy that would allow her to speak when she's able. >> from the patient's perspective, it's much more comfortable. there's less expectation required. and able to participate in their own care. >> reporter: giffords is one of three shooting victims still in the hospital more than a week after the shooting. >> i looked over and it was just bang, bang, bang. >> reporter: survivors say

they're trying to come to grips with what happens next.eilman'sh bill heilman's wife brought a neighbor's daughter to the event. 9-year-old christina green was the youngest victim. >> she's a strong woman and she knows rationally that there's no blame to be apportioned. but the fact of the matter is, she took a little neighbor's girl away that morning and was unable to bring her home. >> reporter: authorities say accused gunman jared loughner is still not talking to them about his actions. >> to utilize this to have a more constructive instead of political discourse in the future. >> president obama and other lawmaker have also called for increased civility after the shootings. however that message is put to the test this week as the house votes on repealing health care reform. vinita and rob? >> emily, there was a noticeable change about that health care over the weekend. what's behind it? >> vinita, you know that bill is officially called repeal of the

job killing health care law. over the weekend, though, speaker boehner got away from using the word "killing." and said it was the job destroying spending spree. republicans, of course, say, don't read too much into that single word change, but it is a very observable, softening of language, at the time when civility is really in the forefront here in washington. vinita and rob. >> thank you for that report. and there are new reports this morning at that trial for jared loughner will now be moved. all of arizona's federal judges have recused themselves from the case because their chief judge, of course, was among the victims. and now loughner's attorneys also want a change of venue because of all of the press coverage. "the washington post" reports that the trial will be held in san diego. well, it was her idealism that brought christina taylor green to the wrong place at the wrong time and cost her her life in the tucson shooting spree. but that same idealism may be helping another little girl.

"the boston globe" is reporting that some of christia child in were donated to a child in boston. her father tells the paper he doesn't know the recipient's name but he'd like to meet her and her family. as we mentioned the congresswoman's husband has talked exclusively to diane sawyer. we'll have more on "gma" plus a prime time abc news special tomorrow night at 10:00 eastern. leyte former dictator jean-claude "baby dock" duvalier has returned after political exile. he has returned to his natuive country after years in exile. it comes after haiti is in political crisis and reconstruction. it's marked by corruption, political intimidation and the disappearance of thousands. he'll answer questions later today at a news conference. the leader of a major political party in israel is quitting that party. his departure from the labor party could weaken benjamin netanyahu's coalition.

his defense minister has been criticized for remaining in the government while peace talks are stalling. and in northwest pakistan this morning, an explosion aboard a mini business killed 18 people. it's unclear if the blast was caused by a bomb for a malfunction of the vehicle's engine. a second bus was nearly tipped over by the power of the explosion. back here at home, more rain in the pacific northwest today and even more threats of landslides. slides in oregon and washington sunday forced the closure of several roads. the steep hillsides were already weakened because of recent melting snow. and two people were injured in washington when their vehicles were hit by debris. and it is not over yet, some rivers in washington are already above flood stage and even more are expected to be added to that list today. residents in low-lying areas have been already been evacuated just as a precaution. now for this morning's weather from around the nation. up to 3 inches of snow in the twin cities to fargo. freezing raven rain changes over

bickering over exactly when their fathereg began to suffer from senility. in a new book, his son says he began to suffer from alzheimer's. he spoke to abc's elizabeth vargas. >> there was just something that was off. i couldn't quite put my finger on it. >> he was so concerned he took the bold step of suggesting to his father that he not seek re-election. >> i thought maybe it is better if he doesn't run. >> now ron's conservative half brother michael reagan is blasting him on twitter, he writes, my brother was an embarrassment to his father when he was alive. and today, he became an embarrassment to his mother. he goes on to write, my brother seems to want to sell out his father to sell books. my father did not suffer from alzheimer's in the '80s. the four doctors who worked for president reagan during both terms say there were no questions about his ability to function. and his biographer. told abc news, quote, i would have noticed something

different. there's simply no evidence that he had alzheimer's in the white house. michael reagan also has a new book out this week entitled "the new reagan revolution." ron reagan jr. also today abc if his father had known he had alzheimer's, he believed he would have resigned. we will have more much later on "gma." doctors outside a hospital in washington are keeping a close eye on sergeant shriver this morning. the 95-year-old has been battling alzheimer's himself for years. he was the first director of the peace corps and mcgovern's running mate in 1972. his wife eunice kennedy shriver died in 2009. his daughter is maria shriver. married to former california governor schwarzenegger. today is martin luther king jr. people are focusing on the rights of civil rights leader. attorney general eric holder told the congregation it's time to recommit to dr. king's

values., we must >> today, we must look upon our both the history of his profession and future promise, working on both his weaknesses and his strengths. appreciating both his challenges and his infinite opportunities. >> holder also said that the tucson tragedy shows us the struggle to eradicate violence and promote peace is not yet over. a memorial in martin luther king's honor is still in the works on the national mall in washington. organizers have to raise another $11 million to meet their $121 million goal but they're confident that the granite sculpture dubbed "stone of hope" will be unveiled this summer. set for august 28th, the same day king gave his iconic "i have a dream" speech back in 1963.
