in the news this saturday morning january 22, a new federal report on the san bruno gas explosion welds on the pipeline had severe defects. divers and search teams are out looking for any sign of a missing four-year-old boy who authorities say was kidnapped by his mother's ex-boyfriend. >> a little haze to start out this saturday but promising lots of sunshine. high surf advisories for the weekend. i'm janelle wang. thanks for joining us. the pipeline that caused the san bruno disaster failed today's standards it would have been a problem in the 50s when it was installed.

n.t.s.b. reveals that welds had severe defects. lilian kim has more. >> the national transportation safety board says the pipeline that exploded in the san bruno neighborhood had dozens of defective welds. the seams showed lack penetration slide inclusion and under cutting. a professor is an expert in metallurgy at stanford. >> there is evidence that cracks emanated from these defects kroo grew with time eventually to critical size. clearly if you had inspection procedures in place, those might have been caught. >> reporter: but no such inspections took place because up until recently pg&e thought the pipe was seamless. jackie speier wrote the loss of life could have been prevented

if pg&e at identified the risks under ground. the utility will have to ask for 8 deadz and 38 destroyed homes. >> who was watching over what they were doing? >> a san bruno resident is one of homeowners whose house burned down the night of the explosion. >> i just hope this doesn't happen to somebody else. maybe they need to go through and reinspect every inch of pipe they've got. >> reporter: pg&e declined interviews but they issued a statement. >> all pipelines in the pg&e system that is similar size and vintage that are not pressure tested are continuing to operate at pressures reduced by 20%. this will make an additional margin of safety in our current operating conditions. yesterday's report was a finding of fact a fact finding

report. not a final report. n.t.s.b. has not determined cause of the blast. police are investigating the deadly shooting of a young man during rush hour yesterday evening. officers found the victim just before 5:00 at story road and east capitol expressway. story was shut down for several hours. we got a news release the victim has been identified as an 18-year-old man. a suspect has been arrested. his name is being withheld but he is 17-year-old man so that is the latest. when we got more information we'll bring it to you. officers have arrested a suspect in last night's murder. >> this morning, a south bay family is grieving they are saying their son was murdered in ethiopia. he was there with relatives. now, they want the u.s. government to help them receive

the family told us the story through youtube. go to our ureport website. the search for a kidnapped four-year-old boy juliani cardenas continues this morning in a central valley canal near patterson. detectives have resorted searching the section at canal where a farm worker says he saw a car with two people inside go into the water. last night a fourth car was pulled from the canal but it turned out to be another stolen car unrelated to the case. investigators say the canal is the best lead for finding the little boy. >> there are no other credible leads that are taking us into a different direction. >> that finding was made on

tuesday after the boy was snatched from his grandmother's arms. divers have been using sonar ever since the witness report. >> the car linked to his kidnapping is a silver toyota corolla. if you think you have seen this car car police immediately. the east oakland elementary school where officials are investigating sex acts between two seconds graders has given an award to the student whistle-blower. the student reported it this past wednesday. her grandmother spoke to us. we concealed her deny the. >> she saw them taking off their clothes. that she saw them doing personal things to each other. >> there was a report that students got undressed in the same classroom where it happened. teacher says he was unaware the incident.

he has been placed on leave during the investigation. in richmond a teenage gang rape victim has reached a $4 million settlement with the school district. the attack happened in october 2009 during a richmond high school homecoming dance. the victim will get an immediate payout of $2.35 million and additional $1.5 million over the next 40 years. a judge has ordered five men and a teenage boy to stand trial in the rape case. both of facing life in prison. on this 38th anniversary of roe v. wade. there are demonstrations on both sides here in san francisco today. it begins at 11:00 this morning followed by a noon march from market and embarcadero across from the ferry building. on organizers expect 35,000 people at the pro-life rally at justin herman plaza. it also starts at 11:00 a.m. it will be followed by walk to

month ago killing 30 people and damaging or destroying more than 30,000 homes. congresswoman gabrielle giffords is waking up at a rehab hospital in houston. her recovery continues to be rather astounding. now, the latest from houston. >> giffords recovery is speeding along almost faster than the private jet that flew her to houston. >> she looks spectacular. she came into icu he was alert wake and calm. >> less than two weeks after a bullet tore through her brain congresswoman left her tucson hospital headed for a rehabilitation center in texas. she was cheered along the way. >> when we were traveling through the streets we could hear applause in the ambulance. she responded very well to that smiling. >> giffords is in intensive care

an hour. we also have some very gusty winds. higher elevations of the east bay, mount diablo wind gusts of 35 miles an hour. also oakland lafayette very gusty winds that will work to bring warmer air down to the surface. 49 in san francisco. you drop three degrees. we will be looking at the warmest day of the weekend but already since yesterday we've warmed up significantly five degrees warmer in napa. everybody else one to four degrees warmer but half moon bay is much warmer. it will be a beach day today. we will have the sunshine not only for the weekend but into next week. we do have a high surf advisory through tomorrow. no rain in sight for next seven days. largest waves up to the north point arena 10 feet. but the breaking waves will be anywhere from 15-20 feet. be very dangerous out there with

these waves that can sneak up on you. never turn your back on the ocean. we are looking at a beautiful day today but the waves down to monterey of for a high there with 70 in los angeles. near 50 all week long in tahoe. today we've got a weak weather system to the north that will allow high pressure build in more so keeping the storm track well to the north today tomorrow and into the rest of the month. we will see with that reinforcing push of high pressure northerly winds. that is going to allow temperatures to come up two or three degrees today from yesterday's readings. tomorrow we'll be back to more average still above average still more 60s to enjoy. 68 in cupertino. 69 in campbell. look for 64 in san mateo. at our coast coast mid-60s. 72 in sanity lows. with 70s in napa.

international space station next thursday. >> a japanese rocket is on its way to the international space station this morning. they blasted off carrying nearly six tons of equipment to the astronauts aboard the space station. a special pay load first of the kind experiment conceived by high school students from san jose. david louie has their story. >> it's really cool. >> you could say it's out of this world. these 22 students have worked on an experiment headed to the international space station. they want to learn how microgravity affects plant growth. >> things like the water will travel in space because there is no gravity so the plants can grow faster. those are some of the things we have currently. >> it could pave the way for astronauts to grow their own food during extended missions. the students are from valley

christian high school in san jose. because of limited space the project must fit in a cube four by four by eight inches. a built in camera will monitor their growth. >> the astronaut on the space station will send information down to us and we'll look at the information and be able to say this is what is going on. >> this is the first high school project to use these special chambers. they have collectively put in one thousand hours of their own time. it's advisors included former nasa scientists and design engineers. >> if you give students to apply what they learned in the classroom it doesn't get any better. >> one of the most valuable learned was the important importance of collaboration. >> what path when we going to

hayward. so we're looking at strong inversion trapped at the surface. so kind of cool and hazy to start out. look at the coast 63 degrees at half moon bay. stronger winds from the north and east that will allow temperatures to warm up. already we're much warmer than we were yesterday. three to five degrees in oakland and livermore. look at the coast. big time warning here. 71 in half moon bay and another beach day with a lot of sunshine. temperatures above normal but we will see the high surf advisories through early tomorrow morning. be careful and no rain through next week. highest waves right now to the north point arena but they are expected to increase throughout the day from 15 to 20 feet so these large and dangerous waves can generate those very strong rip currents.

booking a flight online can help you get the airfare you want but what about the information you need? here is michael finney with a warning about restrictions. >> they looked around for a flight from morocco to san francisco for his mother and is usual he used expedia.com. his money was supposed to stay -- his mother was supposed to stay in the bay area but his sister announced she was getting married and mom had to go back and help her get ready. >> hasan called expedia to change the date on mother's return flight. he figured there would be a penalty fee but what he didn't expect was this. >> they said that the ticket you bought we cannot change at all. there is no way of changing it. we can't do anything about it.

they said i would have to buy a new ticket. i was surprised. >> expedia said the no change rule came from the airlines luthansa not expedia but the website should have warned them about a major restriction. instead the site provided general rules that implied there was flexibility like this one saying any changes may incur additional charges. >> i ended up buying a ticket one-way ticket for a thousand dollars. >> he also contacted 7 on your side and we took indicates expedia and it agreed with hasan saying that they don't believe enough information was provided at the time of booking relative to the fare rules on this flight. so they are giving him the value of the return flight and his mom flew back without worry. >> i changed the ticket for her. i was happy that 7 on your side

they are san francisco's biggest tourist attractions and this weekend they are celebrating an anniversary. here is don sanchez with the noisy neighbors. >> they are soaking up the sun. about 30 of them. pretty much like they did when sea lions chased out boaters in 1990. >> as many as 1700 were here at one time. >> we think the original attraction was the hering season back in 1989. >> they took off about a year and a half ago. fewer show up now. they are out looking for food. >> last year at this time a lot were up in oregon. >> the sea lions are an international attraction but the smaller numbers may be disappointing to tourists but they find them fascinating. >> they seem like they have a personality.
