n.t.s.b. reveals that welds had severe defects. lilian kim has more. >> the national transportation safety board says the pipeline that exploded in the san bruno neighborhood had dozens of defective welds. the seams showed lack penetration slide inclusion and under cutting. a professor is an expert in metallurgy at stanford. >> there is evidence that cracks emanated from these defects kroo grew with time eventually to critical size. clearly if you had inspection procedures in place, those might have been caught. >> reporter: but no such inspections took place because up until recently pg&e thought the pipe was seamless. jackie speier wrote the loss of life could have been prevented

if pg&e at identified the risks under ground. the utility will have to ask for 8 deadz and 38 destroyed homes. >> who was watching over what they were doing? >> a san bruno resident is one of homeowners whose house burned down the night of the explosion. >> i just hope this doesn't happen to somebody else. maybe they need to go through and reinspect every inch of pipe they've got. >> reporter: pg&e declined interviews but they issued a statement. >> all pipelines in the pg&e system that is similar size and vintage that are not pressure tested are continuing to operate at pressures reduced by 20%. this will make an additional margin of safety in our current operating conditions. yesterday's report was a finding of fact a fact finding

report. not a final report. n.t.s.b. has not determined cause of the blast. police are investigating the deadly shooting of a young man during rush hour yesterday evening. officers found the victim just before 5:00 at story road and east capitol expressway. story was shut down for several hours. we got a news release the victim has been identified as an 18-year-old man. a suspect has been arrested. his name is being withheld but he is 17-year-old man so that is the latest. when we got more information we'll bring it to you. officers have arrested a suspect in last night's murder. >> this morning, a south bay family is grieving they are saying their son was murdered in ethiopia. he was there with relatives. now, they want the u.s. government to help them receive

these waves that can sneak up on you. never turn your back on the ocean. we are looking at a beautiful day today but the waves down to monterey of for a high there with 70 in los angeles. near 50 all week long in tahoe. today we've got a weak weather system to the north that will allow high pressure build in more so keeping the storm track well to the north today tomorrow and into the rest of the month. we will see with that reinforcing push of high pressure northerly winds. that is going to allow temperatures to come up two or three degrees today from yesterday's readings. tomorrow we'll be back to more average still above average still more 60s to enjoy. 68 in cupertino. 69 in campbell. look for 64 in san mateo. at our coast coast mid-60s. 72 in sanity lows. with 70s in napa.

christian high school in san jose. because of limited space the project must fit in a cube four by four by eight inches. a built in camera will monitor their growth. >> the astronaut on the space station will send information down to us and we'll look at the information and be able to say this is what is going on. >> this is the first high school project to use these special chambers. they have collectively put in one thousand hours of their own time. it's advisors included former nasa scientists and design engineers. >> if you give students to apply what they learned in the classroom it doesn't get any better. >> one of the most valuable learned was the important importance of collaboration. >> what path when we going to

hayward. so we're looking at strong inversion trapped at the surface. so kind of cool and hazy to start out. look at the coast 63 degrees at half moon bay. stronger winds from the north and east that will allow temperatures to warm up. already we're much warmer than we were yesterday. three to five degrees in oakland and livermore. look at the coast. big time warning here. 71 in half moon bay and another beach day with a lot of sunshine. temperatures above normal but we will see the high surf advisories through early tomorrow morning. be careful and no rain through next week. highest waves right now to the north point arena but they are expected to increase throughout the day from 15 to 20 feet so these large and dangerous waves can generate those very strong rip currents.

ocean beach, stinson beach central coast keep that in mind. lots of fog central valley keeping fresno at 57 today. los angeles warms to a comfortable 70. monterey upper 60s for you. already getting in on that warming. a weak system to our north allowing for high pressure to build in further today. that is bringing the stronger winds and allowing the storm track to stay far to the north today and tomorrow. yes, it looks like a weather pattern is going to stay perhaps through the end of the month. we'll be talking a month of dry width if it hold. high building in to the east of us we have strong northerly winds today. north and east bay gusty winds mount diablo reporting wind gusts of 35 miles an hour. so if you are doing biking you'll definitely notice the gusty winds and mild temperatures today. south bay, 67. sunnyvale santa clara coming in

booking a flight online can help you get the airfare you want but what about the information you need? here is michael finney with a warning about restrictions. >> they looked around for a flight from morocco to san francisco for his mother and is usual he used expedia.com. his money was supposed to stay -- his mother was supposed to stay in the bay area but his sister announced she was getting married and mom had to go back and help her get ready. >> hasan called expedia to change the date on mother's return flight. he figured there would be a penalty fee but what he didn't expect was this. >> they said that the ticket you bought we cannot change at all. there is no way of changing it. we can't do anything about it.

they said i would have to buy a new ticket. i was surprised. >> expedia said the no change rule came from the airlines luthansa not expedia but the website should have warned them about a major restriction. instead the site provided general rules that implied there was flexibility like this one saying any changes may incur additional charges. >> i ended up buying a ticket one-way ticket for a thousand dollars. >> he also contacted 7 on your side and we took indicates expedia and it agreed with hasan saying that they don't believe enough information was provided at the time of booking relative to the fare rules on this flight. so they are giving him the value of the return flight and his mom flew back without worry. >> i changed the ticket for her. i was happy that 7 on your side
