comes to spending. so, hold all of us accountable. in this very room, the house will produce debate and advance a budget. last year, in an unprecedented failure, congress chose not to pass or even propose a budget. the spending spree continues unchecked. we owe you a better choice and a different vision. our forthcoming budget is our obligation to you to show you how we do things differently. how we will cut spending to get the debt down. help create jobs and prosperity and reform government programs. if we act soon, and if we act responsibly, people in and near retirement will be protected. these budget debates are not just about the programs of government. they're also about the purpose of government. so, i'd like to share with you the principles that guide us. they are anchored in the wisdom of the founders. in the spirit of the declaration of independence and in the wores of the american constitution.

they have to do with the importance of limited government and with the blessing of self-government. we believe government's role is both vital and limited to defend the nation from attack and provide for the common defense. to secure our borders. to protect innocent life. to uphold our laws and constitutional rights. to ensure domestic tranquility and equal opportunity. and to help provide a safety net for those who cannot provide for themselves. we believe that the government has a important role to create the conditions that promote upward mobility and individual responsibility. we believe as our founders did that the pursuit of happiness depends on individual liberty. and individual liberty requires limited government. limited government also means effective government. when government takes on too many tasks, it usually doesn't do any of them very well. it's no coincidence that trust

in government is at an all-time low now that the size of government is at an all-time high. the president and the democratic leadership have shown by their actions that they believe government needs to increase its size and its reach. its price tag and its power. whether sold as stimulus or repackaged as investment, their actions show they want a federal government that controls too much, taxes too much and spends too much in order to do too much. and during the last two years, that is exactly what we have gotten. along with record deficits and debt. to the point where the president is now urging congress to increase the debt limit. we believe the days of business as usual must come to an end. we hold to a couple of simple convictions. endless borrowing is not a strategy. spending cuts have to come first. our nation is approaching a tipping point. we are at a moment where if

government's growth is left unchecked and unchallenged, america's best century will be considered our path century. this is a future in which we will transform our social safety net into a hammock which lums people into complacency and dependency. depending on bureaucracy to foster innovation and wise consumer choices has never worked and it won't work now. we need to chart a new course. speaking candidly, as one citizen to another, we still have time. but not much time. if we continue down our current path, we know what our future will be. just take a look at what's happening to greece, ireland, the united kingdom and other nations in europe. they didn't act soon enough and now they're governments have been forced to impose painful austerity measures, large benefit cuts to seenl yorps and huge tax increases on everybody. they're day of reconning has

arrived. ours is around the corner. that is why we have to act now. some people will back away from this challenge. but i see this challenge as an opportunity to rebuild what lincoln called the central ideas of the republic. we believe a renewed commitment to limited government will unshackle our economy and create millimeters of new jobs and opportunities for all people of every background to succeed and prosper. under this approach, the spirit of initiative, not political clout, determines who suck seeds. millions of families have fallen on hard times, not because of our ideals of free enterprise, but because our leaders failed to live up to those ideals. because of poor decisions made in washington and wall street that caused a financial crisis. squandered our savings. broke our trust and crippled our economy. today, a similar kind of irresponsibility threatens not only our livly hoods, but our

way of life. we need to reclaim our american system of limited government, low taxes, reasonable regulations and sound money, which has blessed us with unprecedented prosperity and has done more to help the poor than any other economic system ever designed. that's the real secret to job creation, not borrowing and spending more money in washington. limited government and free enterprise have helped make america the greatest nation on earth. these are not easy times. but america is an exceptional nation. in all the chapters of human history, there has never been anything quite like america. the american story has been cherished, advanced and defended over the centuries. and it now falls to this generation to pass onto our children a nation that is stronger, more vibrant, more decent. and better than the one we inherited. thank you and good night.

as joint venture silicon valley network prepares to update it's annual index. >> looks like we're starting to turn a corner. having said thark i need to point out it's offset by corresponding job losses in the public sector. >> reporter: yahoo announcing layoff of about 150 people, or 1% of its work force on top of 600 layoffs in december. the ceo in an earnings conference call insisted they're hiring. >> we're going to have flat costs so we are going to hire and prioritize ways so -- but we're watching costs. >> reporter: a recruiting firm surveys 4,000 ceos. 8% say they plan to increase hiring. aggressive hiring plans by big firms will trigger smaller companies to hire.

intervention is my plea. regain funding. >> the push to save front line social workers came with theatrics. the message? some departments are top heavy and that is where cuts should be made. >> the body speaks to the stop. the knees ache and back aches and starts telling the top that there needs to be reductions. you need a reduction. >> in an effort to close a budget gap, the county's social services agency is taking a hit. there is as many as 107 positions that will be impacted and shuffling redictions there are 31 possible layoffs. the board president is says there is no question services will suffer. >> if you lose a counselor

there is a courtroom full of people who need to be in recovery that get no step. >> in a last minute move today, the board did spare two front line social services positions including the public guardian advocate. >> this agency has been concerned to find a sampling. >> the concern is that this will make balancing next budget more difficult. >> and there is a despite over jobs erupted today in san francisco. we received these pictures from a photographer by way of you report. the protesters blocked the gain gate, described as residents of the bay view district upset many are not from the bay view. and the university says quote uscf is firmly committed to

creating job opportunities for hiring san francisco residents. more than 900 jobs will be available at the event we're sponsoring tomorrow. some include big 5 sporting goods, valley yellow pages and state farm insurance. they need sales people, loan officers, software developers and more. this is co-sponsored by abc 7. tomorrow, at the south san francisco convention center on airport boulevard. >> an investigation is underway tonight in an afluent neighborhood in the foothills of east san jose. officers shot and killed a man today. someone reported seeing a person carrying some type of weapon near a home. and this is police department and sever's office responded. it's unclear who fired shots and what prompted that shooting. >> the driver of a stolen subaru truck was killed when

the car crashed today. a woman called police after spotting two of her family cars, one stolen last night. the other taken this afternoon. and one driver got away. and the other killed in the pursuit. the avenue will be closed until sock tonight. 270 customers will be without electricity until that crime scene is cleared. >> there is a san francisco jury convicted so the called skyscraper man guilty two of misdemeanors for his september climb up the millennium tower, one of san francisco's tallest buildings. he says he did it to bring attention to his claims firefighters are untibl put out fires in high rise buildings. >> the jury was denied an opportunity to really hear my side of the story z so i was limited to what i can say, not say. and ifr time the jury was escorted out and i was

>> here is the vigil taking place now in patterson where a kidnapped 4-year-old is still missing tonight. his mother is staging this event which got underway about 40 minutes ago in the hope her son will be returned safe. the boy was abducted by his mother's ex-boyfriend. a witness chaims he saw them drive into a canal. after a week of searching six

cars have been recovered including one today but waits not the right car. >> in his state of the yun yain dress tonight president obama spoke about investing more in education. one report finds we're seriously lagging behind in science, especially here in california. more now from abc's education reporter. >> the lincoln high school students are extracting protein from muscles of different fish. through their dna they'll be able to find out if any of the fish are related. >> this is what boy call authentic assessment. so rather than caring about what information you memorize which can always be looked up, we care about teaching you how to apply your knowledge to solve problems. >> and that is what biotech companies are looking for. unfortunately, a 2009 assessment which focused on science found that 40% of all high school seniors in the

country performed below basic science level. national assessment of educational progress was given to 4th, 8th, and 12th grade students. the result? most were not proficient in science. among the big states, massachusetts ranked highest, california, among lowest. executive director of san francisco exploratorium is a science, education and policy expert who worked in massachusetts. >> we're wr science reform is going and places have embraced this. and california used to be a leader here is that hands on experimental part. see what results are, then interpret those results and communicate them. >> noah is with usf school of teacher education claims the no child left behind law which pushed science out of the classroom to make room for reading and math. 50 we get to appoint where

>> the city of oakland is reaching out to help keep kids in school and out of trouble. only 35% of oakland african american boys graduate from high school. 35%. tonight is effort to turn the neighborhoods into save havens. >> it's hectic out here. >> furnell johnson knows more about realities of oakland than any 16-year-old should. those initials on his hat remember a friend killed trying to leave a gang. that is exactly the path renel plans to avoid. >> and. >> he's starting by being one of 50 kblornts, students headed down the wrong path. >> there are truant students at this school. a high percentage are truant. one of the districts tried to find out why, to keep them involved in this school to

give them frankly, hope. >> thanks to a $350,000 grant, it's not just students mentoring students. it's community members and one group often trusted least on the streets. >> the level of violence in this city is unacceptable. we need to create protected spaces all over the city that creates opportunities for kids. >> the goal is to turn schools into save havens after the bell rings where students get help with home work and the support they need to stay alive. this neighborhood haven's court has highest rates of violent crime, domestic violence and child abuse in all of oakland that. is why focus is here. >> i mean they're in gangs. >> luis reyes came close to going on that route. >> i want to be someone. >> now, he hopes to teach a younger generation sometimes the hardest choice is making the right choice.

>> and governor brown named two bay area people with the california public utilities commission which has come under fire since the pipeline explosion for not being tough enough on utilities that it regulates. named were an oakland attorney and advocate for a consummer zbrup catherine sandoval. >> the port of richmond is close to striking a deal with a japanese car maker subar thau. could mean dozens of jobs. it wants to use the point as a drop off point for vehicles shipped from asia each year this, deal would create 40 full time jobs bringing in millions in revenue. the port must first make $750,000 in improvements. a review is now underway. >> caltrans is reporting a break through tonight at devil's slide, completing work

on two tunnels they've been digging as a bypass to a treacherous stretch of highway 1, digging nearly two and a half years and now swril to line the tunnel, pave the roadway skpin stall lights. it's expected to be open to traffic early next year. >> not soon enough for commuters. we cannot leave you without talking about the weather it was mazing today. will it last? >> it may last one more day. today was a day of record warmth in several locations, oakland 7 degrees, oakland airport 70 degrees, sfo 68 degrees these are new record highs for the date z two locations to tie record highs for the date. gilroy, 71. those highs tied record highs for the date. overnight fog spilling from sacramento valleys throughout the delta into parts of the north and east bay. low temperatures into mid to upper 50s.
