san jose offered $15 million to rehire laid off firefighters but the city might have to turn it down. >> good morning. you're waking up to partly cloudy skies, 30s in our valleys, near 50 at our coast and another sunny and mild day today. >> good saturday morning. it's 6:00. i'm jenelle wang. egypt's military leaders just announced current government leaders supported by president mubarak will remain in effect until a new government is named. mubarak stepped down and left cairo yesterday. in the square a live picture. thousands of demonstrators continue to celebrate mubarak's departure after 30 years of power. they've been in the square celebrating 24 hours now. egypt's military court is expected to announce new details about the plan to oversee the government transition. it has already banned current and ex-government leaders from traveling unless they get permission from the state prosecutors or military. leaders announce tonight's curfew will be pushed back and

won't begin until midnight. troops are removing road blocks around the square. today's celebrations are quiet compared to yesterday's wild jubilation. dan ashley has more. >> as if they had been holding their breath for 30 years. he's the chair of the history department at the american university in cairo. he marched with other professors to the square and later took these images of the jubilant celebration. he says he believes the revolution in egypt will inspire millions of people across the middle east to stand up against oppression. >> i think now what we're seeing is the people of the region advising that the government has to be responsive to them, to the aspirations and their demands. >> the professor also described in detail what he witnessed and heard in the square. we have posted our entire skype interview with him at abc7news.com. celebrations that started in the streets of cairo quickly spread around the globe. in china, however, state-run media reported mubarak's resignation with only a brief mention of the protests. lillian kim reports that egyptian americans here in the bay area quickly turned a planned protest into a street celebration. helps them capture a hit and run driver who critically hit a woman. black hair, trimmed short on the sides and a mustache that's split in the middle. erica lunar suffered a crush hip when he hit her early last sunday morning. her family is offering a $5,000 reward in this case. the federal government is offering san jose millions of dollars to rehire 49 laid off firefighters. but the city might have to turn it down. fema is offering san jose $15 million to boost fire department staffing but the money comes with a major string attached. san jose must promise to avoid firefighter layoffs for two years which could mean cuts to other departments. >> we'll certainly need a 10% pay cut in the way of concessions. the question is whether or not we need more than that in order to make this happen without having to hire firefighters and then lay off somebody else in order to cover the cost.

>> the firefighters' union rejected a 10% pay cut last year triggering the layoff. he said his members will do their part at the bargaining table to help the grant come through. violent sex offender terry burks is back in a hospital after accused of sexually harassing another man during a therapy session. he was chemically castrated after a series of convictions after sexually assaulting men and boys. he tried to move into several cities but was met with protests. he ended up in bay point where sheriff deputies arrested him yesterday. coming up next, it knows who you are, where you live and how much you earn and it's telling everyone. the social media site that spooked a lot of people. also budget cuts strike out cal baseball but last-minute [ female announcer ] back to school means back to busy mornings.

♪ barry bonds will be back in federal court in a few weeks to be arraigned on the latest indictment against him. the former giants slugger now faces four counts of lying to a federal grand jury about using steroids and one count of obstructing justice. federal prosecutors dropped the number of counts in the indictment from 11 to 5. march 1st bonds' personal trainer says he plans to continue to refuse to testify against bonds. anderson has already spent about a year in jail for refusing to testify against the home run king. the judge is currently looking into whether to throw out another key piece of evidence, a

tape recording which allegedly has anderson discussing bonds' steroid use. there's a push in sacramento for the state to act as food police when it comes to food stamps. one senator is proposing legislation that would prevent people from using those stamps for junk food and sodas. nanette miranda reports from sacramento. with few exceptions, food stamp recipients in the cal fresh program can buy virtually anything edible at the grocery store, even junk food. now a lawmaker wants taxpayers to stop footing the bill for unhealthy eating. mike rubio is proposing band foods from being used like chips, donuts and soda. counties where it allowed, he doesn't want benefits spent at fast food restaurants either. >> moves toward the position where the government should give people what they need rather than what they want. >> the senator hopes to curb the obesity problem.

the bakersfield democrat says many recipients ends up with medical problems from eating poorly and taps are likely to pay for their care but opponents say it's not fair to target just one group. >> we don't think we should just single out families on food stamps or the cal fresh program for that kind of attention. this is a societial problem, not a low income problem. >> the senator says the ban won't be difficult to administer. the women and infants program known as wic limits purchases to healthy food. >> still food stamp recipients think it's ludicrous. >> you're telling me what i can and can't spend my food stamps on. if i want chips, i should be able to buy chips with food stamps. >> they need to not make that a law. it's not fair to kids. some kids, that's the only way of any type of money. >> other states have tried to

implement similar spending restrictions but the federal government never granted the waiver because of the cost to create a system that can weed out jumping food. >> one of america's dying cities is right here in the bay area. according to recent rankings by news week. vallejo is the only city in california to make the top ten list of dying cities based on population decline. vallejo suffers from one of the highest foreclosure rates in the country. only hurricane "katrina" ravaged new orleans ranks above legislate. hialeigh, florida, is third. rochester, new york, and cleveland, ohio, round out the top five. supervisors are considering seeking a bond measure to pay for a $155 million county jail even though the county is in financial trouble. the existing jail is nearing capacity. our media partner the san jose mercury news says the sheriff fears the county will have to release inmates if it doesn't

build a bigger facility. the new jail would house 750 inmates and already in the design phase and expected to open by the end of 2013. san mateo county has just $17 million in reserves right now and faces a projected deficit of $100 million by 2015. san mateo county may also join a growing list of peninsula city governments from banning restaurants from using non-recyclable containers. already banned millbrae and san bruno. the mercury news reports it will only affect unincorporated areas. if approved, it will take effect july 1st. also ahead inside the caldecott tunnel a 24/7 project to ease traffic projections but lisa is going to tell us about our forecast. sorry! >> no, that's fine. stick your head out the window, get a good idea of chilly numbers. no fog and the sun coming up, plenty of sunshine, another mild day today

"7 on your side" michael finney explains. >> billy jean carter is doing his laundry while he still can, making his phone calls and catching up on tv. he knows his water, phone and cable are all about to be shut off. >> due to this debacle by the state of california's disability department, i have absolutely no income. >> here's why. billy jean is on state disability, but the state is phasing out payments by check. instead the money is loaded on to one of these debit cards issued by bank of america which for billy jean was a major problem. three weeks after it was due, he still hadn't received his card so no access to his money. >> it's humiliating and frightening not to be able to pay my house note. >> he isn't the only one. jeffrey webster also received his card late and once it arrived, he had to figure out how to get the money out.

>> when we went to pull a cash advance out of the atm, the first thing the atm brought up was the fact there will be a $3 charge for this. >> not only that, the atm would only allow a withdraw up to $500 so some of the money was stuck on the card. also atm's dispense 20 dollar bills only so he wondered how to get those left over dollars. >> you can't pull small change out of atm's so how do you get your money? >> "7 on your side" received dozens of complaints from disability recipients saying they haven't received their cards and when they do, they worry about the fees. >> we would anticipate certainly there's always an anxiety going to a new system. >> that's laura levy from the state development department. it should run smoothly. the money is automatically loaded each pay period. >> they can have that immediate access to their money, much faster than waiting for a check in the mail.

>> come june, workers receiving unemployment benefits will also get debit cards instead of checks. they expect to save $4 million in printing and mailing costs. in all about $22 billion in benefits will be funneled through bank of america and into the hands of the unemployed and disabled. for some it made dealing with a bank not of their choosing. >> my disability payment is being held by bank of america. >> bank of america isn't charging the state a penny for the debit card service. instead the bank makes its money off the so-called fees paid by merchants when customers use those debit cards. b of a says any delays should be minimal and with careful use you can avoid debit card fees. >> joe rideout says the debit cards are a good deal,

especially for those using expensive check-cashing services in the past. the cards offer two free atm withdrawals per pay period and unlimited free use of bank of america atm's. there are no overdraft fees since transactions are rejected if there are insufficient funds. as for left over dollar bills, you can cash in the entire card inside a bank that accepts visa. but there are drawbacks. some companies charge fees to use debit cards at a point of sale. if you buy gas with the card, the gas station may put a hold on all your remaining funds. a good strategy? set up a direct deposit of the benefits into your own bank account which is exactly what jeffrey did. >> the fact i got the direct deposit squared away, it's going to be a plus for me. >> as for billy jean, he finally did get his debit card three weeks late but still worried about how to extract his funds. >> nothing but a big hassle.
