i'm janelle wang. the jubilation continues as day turns into night in cairo. thousands packed the square after a wild celebration yesterday. today they were looking for signs from the new rulers that the nation will continue down a path of democracy and freedom. they eventually are going to hand over power to elected civilian government. the allies was reassured that the peace acourt would remain intact. now a report on worldwide interest and others closely watching the situation. >> reporter: a new dawn in cairo, but on this first morning of the bright knew era in this country there is a haze of uncertainty in egypt. in tahrir square, the first signs of change. while clearing the square but a

small army of volunteers to pick up trash are citizens of a new country and they are taking ownership of it. >> less than 24 hours ago it was shear jubilation in tahrir after news that president mubarak high school h resigned. the party this country had last night, but with the military in charge it's unclear what comes next. three days ago there were protests as they drafted a constitution. today discussions are under way across the country and on facebook and twitter. >> just after mubarak resigned we spoke with a person who has wnas tahrir square a history professor in cairo.

just the same in oakland so another warm afternoon. this morning already starting out warmer so the air mass is slightly warmer due to the heating up except for the coast. a little cooler fremont, concord and antioch. highlights sunny and mild today with cloudier and cooler conditions tomorrow. our wet weather returns as soon as monday. cold wet weather by the end of the workweek. here is our ridge of high pressure keeping california high and dry for another day today. weak system pushing through the ridge tonight setting the stage for a pretty good system, several systems to head our way next week but for now we're looking at a slight offshore push. usually the foggy central valley will be clear today. between now and then, the ridge pumps out and that will allow

temperatures to soar today, some of the warmest readings we've seen in quite some time. monday morning, rain is off the coast and by early afternoon, a few showers and it will be much colder. in fact by tomorrow, significantly cooler with much more cloud cover. in terms of today, we're looking at temperatures ranging from the low 70s in the south bay. look for 72 in campbell as well as cupertino. on the peninsula, 70 redwood city. 68 for half moon bay. 68 in downtown and in the north bay, 67. novato, a few 70s. near east bay, will warm to upper 60s. average high is 58 this time of year in oakland, how about 70 today. out over the hills, more upper 60s for dublin and walnut creek. mid-70s in watsonville and 71 in monterey.

stamps for junk food and sodas. nannette miranda reports from sacramento. >> with few exceptions, food sample recipients can by virtually anything edible at the grocery store. now a lawmaker wants to stop taxpayers to foot the bill for unhealthy eating. to purchase things like donuts and soda and in counties where it's allowed, he doesn't want it spent on fast food restaurants. >> it moves where the government should give people what they need rather than what they want. >> the senator opens to curb the obesity program. he said many recipients end up with medical problems from eating poorly. but opponents say it's not fair to target one group. >> we don't think we should be singling out low income families

on food stamps. everyone in society, its swallow program and not a low income -- it's a societal problem. still, food stamp recipients think restricting their spending is ludicrous. >> it's crazy. because you are telling me i can or cannot spend my food stamps on and if i want to be able to buy chips. >> it's not fair to the kids. some kids, that is the only way of any type of money. >> other states have tried to implement similar spending restrictions but the federal government has not granted the waiver because the cost to create a system that could weed out junk food. one of america's dying cities is right here in the bay area according to a recent ranks. vallejo is the only city in

california to make the top ten list of dying cities based on population. they note that it suffers from the highest foreclosure rates in the country. only hurricane katrina ravaged new orleans ranks above. rochester new york and cleveland round out the top five. san mateo county supervisors are considering floating a bond measure to pay for $150 million county jail. the existing jail is nearing capacity. they say the sheriff fears they could face lawsuits or have to release inmates if they can't build a bigger facilities. the jail is in the design phase and expected to open by the end of 2013 but the county only has $17 million in reinvents right now. officials are hoping to get more money from the state general funding bill that passed back in 2007. >> san mateo county may join a growing list of peninsula

system by the end of the week. so here is how it looks today from the satellite and radar composite, no returns on the radar. we are high and dry enjoying another beautiful day today. we do need some rain. only 66% of normal in san jose, 98% of normal in santa rosa. it's about time. we have been living on borrowed time with the area of high pressure keeping us dry for much of january today. really no changes, in fact maybe record warmth by the time tomorrow heads our way. weak front and sets the stage for rain to move our way on monday. we're talking about not a lot of rain but significantly colder conditions and a stronger system to move our way on tuesday. high temperatures today back to above normal. in fact right here we're talking ten degrees above normal. san jose 71. 72 in saratoga.

on the peninsula, upper 60s with 70 in redwood city. about the same at our beaches so another beautiful day, 68 san francisco. north bay numbers ranging from the mid-60s by the water, stinson beach, san rafael to low mid-70s as you go into sonoma county. maybe a record in oakland, 70. 69 in union city. out over the hills, we'll look for upper 60s. danville, walnut creek, 68. 70 in pleasanton. here is monterey bay 79 in salinas and the golf tournament today, upper 60s and even cooler along the central coast tomorrow. that is the trend, cloudy and cooling off tomorrow. a little rain comes our way valentine's day. more rain on tuesday and then we'll look at maybe some local snow levels coming way down.

lots of snow in the sierra nevada. >> a big change. for the past five months crews have been carving out the fourth bore of the cal did he colonel tunnel. crews have been working around the clock and actually facing some real dangers. >> for every five feet they carve through the east bay hills concrete is laid on the walls bolts are drilled in. it's repeated 24 hours a day. when it's finished the caldecott tunnel will be 4,000 feet long. each day, they only advance 10 to 15 feet. so far they are almost a third

heaven mountain ski resort. it's so beautiful. enjoy it, this will be our last weekend because the forecast is changing. we're going to have rain next week and colder temperatures next week which means more snow for lake tahoe. more news now. california tax collectors are going after people who don't pay sales taxes they pay online. here is michael finney with a local example. >> they are outraged. i don't think it's fair. why should i be held responsible. they should be charging the tax. >> she recently received final notice for the collection of about $8,000 in back taxes, including $2,000 just in interest and penalties. the taxes were for cigarette purchases she made online for

clients at the family home, an assisted living center she runs. >> we have clients that smoke. they are on a limited income. when we can find them cheaper that is the route weing. >> she purchased the cigarettes between 2005 and 2007. she says the cigarettes were bought so long ago she doesn't even remember she bought them and wonders why the retailer didn't collect the tax back then. the chairwoman of equalization explains the law doesn't require out of state retailers to collect taxes but those that sell cigarettes are required to report sales under the state. >> oftentimes what we have is a lag when the seller tells us about the purchase in california. we will work with any purchaser. >> it only applys to cigarette

sales. consumers are required to pay taxes on computers and electronics bury there is no law that the retailer report these consumers and compliance is pretty much voluntary. the board of equalization approved a new fine on all delinquent taxpayers. >> they still owe on internet purchases on cigarettes and have not paid their liability are subject to a new collection cost recovery fee. >> it ranges from 195 to 9935. california estimates it is on the other hand $50 million for cigarette purchases alone and $1.3 billion for all out of state sales. >> if i owe the tax, i'll pay the tax. the interest and penalties i'm not okay with because i wasn't
