now. it's more than $14 trillion. higher and higher, literally every second. that's $46,000 for every american. >> the pr trims trims the yearly deficit. but will add about $7 trillion to the few years. >> emily schmidt has some of the reaction, now, from washington. good morning, emily. >> reporter: good morning to you. the numbers are huge. it's hard to imagine adding up to $1 trillion. but as people are getting their first look at president obama's proposed new budget, they are seeing the potential impact of subtracting $1 trillion. the white house warned its $3.7 trillion budget proposal would contain painful cuts. >> if we're going to walk the walk, when it comes to fiscal discipline, these kind of cuts will be necessary. >> reporter: but when the budget hit the halls of congress, it hit critics, who say the cuts aren't big enough. >> this is not an i got the message budget. it's unserious.

and it's irresponsible. >> reporter: or who say the cuts are too much. >> to stop cutting some of these things that we need. >> reporter: she's worried about $2.5 billion gone from heating assistance. pell grant assistance would be gone from summer classes. and high-income earners could see the bush tax cuts eliminated. >> we're so far in debt that he needs to make significant cuts. >> reporter: the budget puts more money in places like education, the internet, and to clean energy. republicans say there is no room for extra spending. >> we've looked at these numbers. and these numbers are very, very clear. you really cannot borrow and spend and tax your way to prosperity. but unfortunately, that's what this budget does. >> reporter: ahead this morning, the white house budget will head

to capitol hill to testify about the budget proposal. yesterday, the chairman of the house budget committee called the plan debt on arrival. rob and vinita? >> emily schmidt, thank you. these are big numbers being batted around washington. so, is jon karl borrowed an idea he found on youtube to show us what exactly this means. >> reporter: we bought $100 worth of pennies and started to stack them. until we got this, the $3.7 trillion budget. one of the sta pennies represent $2 million. these pennies over here represent security and defense spending. and this entire part of the table are so-called entitlements. is the president talking about cutting anything from any of that? the answer is, no. all of the cuts are focused on this one section, which is everything else the government spends money on. everything from space exploration to building roads. but the bottom line is, unless

and the curfew hours have been shortened. there are signs that life is getting back to normal. people are coming out on the streets to protest against work conditions. they're demanding better pay. we saw yesterday 2,000 about 2, police officers. they were in tahrir square, demanding changes. and also around the city, transport workers, protesting outside the stated television building. and near the pyramids, tourism industry workers, all wanting better work conditions, to urge people to come and see the country. we're seeing the shift. the protests aren't as big as the demonstrations we saw last week. but they are where people are trying to change their lives now, as they have tapled president hosni mubarak. >> as suspected, these protests are spreading to other countries. what are you hearing around the region? >> reporter: yes, they are. we are seeing a trend now. people are taking to the streets, demanding changes. we're seeing from algeria, to

yemen, to bahrain, and iran. people in iran and bahrain were clashing between the demonstrators and police. in tehran, they turned out violence. thousands of opposition supporters turned out in streets, clashing with security forces. they used tear gas and rubber bullets to disperse them. this happened through the night. people are unhappy with the status quo in the region, in these countries. and they want to do something about it. will they gather momentum as we saw in egypt and tunisia? or will there be a successful crackdown on the protests? >> lama hasan, in cairo, this morning. thank you. a state department is being named as the top diplomat for afghanistan and pakistan. the retired diplomat replaces richard holbrooke, who died suddenly last december. there's tragedy for the

hit with one of the largest fines ever in an environment case. a judge in ecuador has now ordered the company to pay nearly $9 billion in damages, ruling it was responsible for polluting remote parts of that country's jungle. chevron, meanwhile, says it will appeal. more evidence, now, of general motors' remarkable turnaround. the company says it will hand out the largest profit-sharing checks in its history. most hourly workers will get $4,000, more than double the previous record. the total payout will be nearly $200 million. overseas markets are mixed this morning. tokyo's nikkei average rose 0.2% today. hong kong's hang seng fell 1%. in london, the ftse opened lower. on wall street, the dow slipped five points yesterday. the nasdaq added seven. gas prices have ticked up yet again, hitting an all-time high for the month of february. the national average rose to $3.14 a gallon this week. the unrest in the middle east helped push those prices higher.

can expect some airport delays in seattle, san francisco, salt lake city and minneapolis. a mystery surrounding some of the world's most famous masterpieces has finally been unraveled. the yellow in some of van gogh's paintings, like starry night and his sunflower series, turned brown, while others remained vibrant. scientists found the discoloration only took place when van gogh mixed chrome, yellow and white. that combinati that combination degraded in sunlight, while pure yellow did not. for now, there's no way to stop the darkening. but it can be slowed down by keeping paintings away from harmful light. a disturbing moment for a los angeles reporter seen on live tv. serene branson was covering the grammy awards sunday night for kcbs. her report was0 newscastofhe 11:00 newscast. but when the show cut to her, live at the staples center, this is what happened -- >> a very, very heavy -- we had very --
