lot of snow on the roads snowplows have been working all night trying to clear the roads. traffic was jammed up on interstate 880 until 3:30 in the morning, it looks like roads have cleared up a bit. not much traffic going on but chains are required from 80 from baxter to the nevada state line up to myers. a check on the rain. let's check in with lisa argen. >> good morning. check it out. we have a wintry mix around the bay area. winter weather advisory for the hills above 2,000 feet. we are looking at two to three inches of snow that could pile up across the bay. we've got cold air in place. we've got more moisture coming in with a few peeks of sunshine don't be surprised to see a clap of thunder. look at the north bay vallejo and san francisco around daly

city. down to 280. 101 into san leandro. south bay more wet weather for saratoga. as you head toward the santa cruz mountains. this is where we'll see the concentrated rain later on today. when will it end, i'll let you know. >> earlier this morning the republican controlled house cut $60 billion from hundreds of federal programs. >> i think you've done yourself proud this week. >> the vote was mostly along party lines and led by freshmen republicans. $1.2 trillion measure would keep the government running through september. there is sweeping subsidies to domestic programs but it protects oil and coal companies and farmers from new environmental regulations. montgomery has threatened a veto. >> the deadline for congress to

agree to some sort of funding measure is march 4th. after that mark matthews the government will shut down. >> it's just that the republicans don't think the budget cuts are enough they want to start slashing spending now starting with $61 billion this year. >> we are taking the first step in tackling our unsustainable debt and preserving our economic strength for future generations. >> but bay area representative jackie speier described eight bit differently. >> the silly and dangerous and hypocritical. >> instead of passing a budget for 2011 they have been passing temporary spending measures. the president says he will veto the republican cuts and sets up a showdown. money for government operations will run out in a little more than two weeks. the first government shutdown since clinton and newt gingrich faced off in 1995.

a scenario that veteran republicans are not eager to repeat. >> they remember they tried to that tragedy and it failed. they realized that coming up in 2012 they need to the center voters, they don't want to lose the center voters. >> some republicans in the house are split. newcomers are tied to the tea party are pushing for the big cuts and threatening a showdown but it is more show than anything else. >> money to be used for president obama teleprompter. we're going to cut $3,000 from the budget that is really going to help us. >> they are signaling they were l back away from a government shutdown. >> as the headlines hit about which programs are going to be hurt and people see the pain it's going to be caused it will be hard to be uncompromising. >> in a victory they voted to cut an engine for the f-35.

in the middle east protests continued this morning inspired by the revolution in egypt. snipers killed one person and injured a dozen more during a mass funeral for 35 protestors that were killed while asking for the ouster of muammar khadafy. protestors have retaken control of square but that is not enough. it shows all the vehicles on the road to the capital. 50 people were injured when the army opened fire on marches. they say they want guarantees they can rally without being attacked. bahrain is the persian gulf home for the u.s. navy fifth fleet. >> in yemen police have killed

a rioter there. five people were injured in this morning's violence. security forces opened fire and thousands of people have been marching through the capital chanting for the fall of yemen's president who has ruled for 32 years. and there is high drama on the high sea,000 morning somali pirates have hijacked a yacht and taken people hostage. >> gene and scott adams are experienced sailors aware of the threat. as they approach the 40s till waters off the horn of africa they cut back using radios and satellite systems but the somali pirates found them any way. 275 miles off the coast of oman. the adams and two others

abducted. the waters remain undeterred. despite what is handed down two days ago for this somali pirate. he was sentenced to 33 years in prison for kidnapping and brutalizing captain richard phillips of vermont. phillips was held hostage for five days the 2009 when pirates armed with ak-47s went up the stern of the maersk temporary seizing control of the freighter. a retired couple was released by somali pirates after 388-day ordeal. they demanded a $7 million ransom before freeing the couple. despite an international crackdown including warships and aircraft armed pirates continue to crews the indian ocean ready to attack any boat large or

welcome back everybody on this saturday morning a wet morning, you are looking at live picture of the golden gate bridge. you can see the rain coming down here in san francisco. the roads are wet and slick. chp earlier warned of possible black ice in areas. snow in the higher elevations. we've got everything in the bay area. lisa argen is going to have our full forecast later in the show. >> more and more students are

being encouraged to take algebra in the eighth grade but a new study shows they are not prepared. education reporter lyanne melendez takes to us one school that is ready. >> by the time they reach eighth grade most of them should have the skills to tackle algebra. but one-third that took the test scored at below basic levels. this according to a nonprofit that studies education issues. >> with this report is saying not that kids shouldn't be getting algebra in the eighth grade but they need more preparation. >> for example before tackling algebra they should have mastered fractions and percentages. with california watch a nonprofit center for investigative journalism.

>> they shouldn't be pushed into classes without more preparation or support while they are taking the eighth grade math class. >> a school in san francisco is part of a pilot program using ipads and algebra applications. three of the classes study algebra use a textbook but the fourth class uses the i-zbladz along with the ipad, it's not just a textbook that is on there there is supplementary videos. there is a calculator on it. there is math gains on it. >> at the end of the year they will see if the students with the ipads learned more algebra. >> let's look at things from a kids' perspective. the book is heavy lots of pages intimidating. the ipad light. the screen is easy to read not

it's just incredible with the cold air in place we are looking at snow above 2000 feet. wintry mix across the bay area at 2,000 feet until 7:00. you can see two or three more inches in the hills of the east bay. mount tam saratoga highway 17. we're talking everywhere where the rain could fall. wet weather will move in and continuing to intensify throughout the morning hours. we could see heavy downpours. live doppler shows the rain from petaluma novato heavier cells out to fairfield heading out of marine canyon. beginning to rain in san francisco. brisbane 280 all the way down to pescadero crossing over to the east bay. moraga, walnut creek and pockets of snow in the hills of the east bay. here is the south bay more light shower activity for you.

there is going to be more rotating on through. here is the way it's been the last couple of hours. showers filling in another system heading our way. i talked about letting it up in the sierra where the winter storm ends in an hour but it's still treacherous. half an inch in san francisco and three-quarters of an inch in oakland with san jose overthree-quarters of an inch. deficit we don't have one anymore. our highlights today we are looking for more cold rain. snow levels will be quite low around the bay area. we saw snow in the berkeley hills, possibility of more. we are looking at sunshine though, throughout the day tomorrow and we will look at temperatures slowly trying could come up tomorrow. here is the next system that slides across the bay area that will bring spot i the showers

throughout the day. concentration of the rain late in the day shifts southward. but between now and then it's anywhere around the bay area. shower activity the cold showers, the snow ending in the sierra nevada a couple more inches. there if you want to head out and get there you got to be careful. a hard freeze and clear overnight with those cold temperatures. we'll see our numbers dip to near freezing, in the upper 40s to low 50s. dry spot we don't warm up much and by the end of next week more cold rain or snow. it's official. sports director larry beil has caught justin beiber fever. everybody is talking about his performance in l.a. other big topic. one superstar's future. >> good morning n.b.a. all-star game is coming up in l.a. but

weather is one of our big stories. we want to give you what has been happening in some spots. this is mount tam from marin county. it's been snowing on the mountain. it's just beautiful. snowfall yesterday starting with a light dusting around 3:00 in the afternoon. then started kind of down at a steady pace around 5:00. you can see that there. it's just gorgeous and we want to take a live picture from the sierra. this is interstate 80 at truckee. cars are moving but slowly. please, take it easy. it's treacherous out there. the plows have been working around the clock. chains are required on interstate 80 and also on highway 50 from twin bridges to myers. if you are going to make it up there be careful. at lower elevations sea level around the bay area all wet. drivers are taking it slow on

the slick pavement. show you live picture from the golden gate bridge. lisa argen is tracking the snow and rain all over the place. let's check in with her. >> 42 degrees in downtown san francisco, that is the warmest spot. we have a snow advisory for the hills of the bay area. you saw the snow at mount tam until 7:00 tonight. we could see two to three inches pile up in the hills of the east bay. also in the south bay wet weather continues to move in across the bay area in the north bay. south of mount st. helena. petaluma fairfax eastward into napa and moving into american canyon. san francisco you are wet. brisbane, san bruno. and over into the east bay pleasant hill to san ramon valley. the rain will be concentrated later in the day as the system continues to sweep to the south and a east. we'll look for a drier conditions overnight. but quite cold.

a dry tomorrow and outlook for the week coming up ahead. >> we've got definitely news in oakland two separate early morning shootings have left two people dead. first happened at about 2:00 this morning on 62nd avenue and hilton street. police were called to a car that had rear windows shot out. would bodies were found need the scar. no word on the victims ee identities. the other shooting happened near the oakland airport. two victims there. one is in critical condition. they tried to look down the hotel but had trouble communicating with their police radios. now to a voo unusual request by pg&e as part of an investigation into the natural gas explosion in san bruno that killed eight people. utility is sending a letter to all employees pg&e is looking for any pipeline records they

might have. heather ishimaru has the story. >> 71-year-old dan murphy worked for pg&e for 45 years. he still has the lunch box he carried on the job. this picture was taken in 1962 in the work clothes as he worked for the utility. he retired in 2005 but just the other day he got a letter in the mail addressed to retired pg&e employees asking them to look for any records related in any way to pg&e's gas transmission system. it says specific documents include strength pressure reports and as-built construction drawings for pipeline projects. the records are needed regardless of how old they may. >> but what we are doing is massive undertaking reviewing all of our records but making sure anyone else they may still have records. >> cpuc has given them until

march 15 that it had accurate records of what pipes were under ground. order came after pg&e it thought the ruptured pipe in san bruno was seamless. it took an explosion to reveal it was not. pg&e says it can't find 30% of the necessary records. the letter mentions the minneapolis bridge disaster where the n.t.s.b. located critical design records from a designer. murphy says he remembers when he was asked about documents in that system. he felt then it was inadequate. >> i mentioned to the other guy that was doing it, i said i know they don't give us enough room. all the pertinent information that should go in there. >> murphy doesn't have any documents but his brother who is

continuing to rotate through. here is a look at the north bay from petaluma to san rafael and richmond. heavier rain out towards fairfield and american canyon. peninsula and san francisco. it's wet all the way down to south city. and around san bruno. across the bay. we're looking at walnut creek. moraga orinda. you've got wet weather. and more scattered showers continue to move in to woodside. fremont has a break but further to the south and west you'll notice that the showers continue to push on in. we've got moisture we've got chilly air and numbers in the 30s and 40s right now. oakland and san francisco tied for the warm spot at 43. 39 in los gatos and cold showers today. snow levels 1500 to 2,000 feet. that is winter weather advisory for the bay area and we'll see it end overnight with sunny and

dry conditions tomorrow. we've got a system headed our way. so not much for more rain to fall. we could see a clap of thunder and hail embedded in heavier showers. here is the time line. notice that the main activity does shift south throughout the day today. at 2:00 this afternoon we've got the rain snow mix here and then we've got things clearing on out overnight. we could see a hard freeze tonight waking up to frost tomorrow and then temperatures struggling to warm up a bit. still a little bit of snow left in the mountains with chain controls for sure and then a break for you here, but back home it's going to remain pretty rainy throughout the morning hours. in the afternoon the rain shifts south. 52 in san jose. more rain from santa cruz to monterey. a look ahead. we'll dry things out for the rest of the weekend. holiday looks dry but increasing clouds not going to warm up.
