♪ in the news this sunday morning, march 6th, five cars crash in the east bay killing at least one person. another victim is suffering major injuries. the guardian angels are in san francisco's mission district helping patrol the streets after gang violence escalates over the past two weekends. good morning, everyone. thanks for joining us. i'm carolyn tyler. you are waking up to some wet weather. let's check in with christine hanson in this morning for lisa argen. >> good morning, carolyn. we saw the rain start last evening in the north bay. we've seen about a half inch of rain now in santa rosa and areas north of 101, a quarter of an

inch in the napa valley and a tenth of an inch right here in san francisco. some of the heaviest rain at 580. heaviest rain over berkeley hills and stretching all the way back into the avenues. we're going to continue to see rain throughout the day. some of this is turning to snow in the sierra where chains are required. i'll show you how that affects the end of your weekend with the first part of your work week. your complete forecast coming up in just a few. >> thank you, christine. well, the roads are slick this morning but it's not as cold as last weekend when black ice was a big problem for drivers. it's unclear if weather played a role in this accident. the chp is investigating in contra costa county. a fatal crash that involved at least five cars just south of camino diablo near livermore. the chp confirms one person died at the scene, another suffered

major injuries. other drivers considered themselves lucky they weren't injured. >> car swerved in my lane. couldn't avoid it. as much as i could, i swerved off the side of the road and the car hit my left rear end. consequently -- >> it happened just after midnight. the investigation kept the road closed for three hours. a driver crashed his car into a fire hydrant in san francisco's south of market district this morning. here is the result. what a guiser. a fountain of water shooting some 60 feet into the air at first and tacoma street. the driver was found on howard street around the corner. he wasn't injured but police have arrested him on suspicion of drunk driving. city crews were delayed shutting off the water valve because it the control valve had been paved off. escalating gang violence in the mission neighborhood over the

past two weekends has police stepping up patrols. now those officers are getting civilian help from the guardian angels. thomas rahman got mixed reviews from locals. >> the guardian angels are now on patrol in san francisco's mission district. police say a gang shooting last saturday on mission and 17th street led to a trashing of the victims' memorial here on the corner of 17th. that produced another shooting here on 24th street where a man was wounded by one of a dozen shots according to the police. enter: the guardian angels. >> we're here hopefully to make a presence. >> tonight six guardian angels are patrolling from 16th to 24th street. they believe they can deter violence by their mere presence. >> the white t-shirt patrols give comfort to some.

>> it is nice to see some authority on the streets. so i think it will keep safer the neighborhoods a little bit. >> does it make you feel any safer? >> it does, yeah. >> but the presence of the angels according to chris york is all smoke. >> more like security with the things like the airplane they try to make you feel safer even though they're not doing things take place, just make you feel kind of at rest. >> he works in a local foot market, says the angels make the situation worse, not better. >> you think the guardian angels won't make a difference? >> it will make no difference. 'cause angels only walkin' around and call the police and making more angry. >> he says gang members only fight each other. he claims they actually protect the neighborhoods. >> gang neighbors never bother around people in the

neighborhood here. you can carry anybody around here. >> gang members? >> yes. >> gang members take care of everybody around here? >> yes. >> not a claim likely to be supported by police. they say gang activity is on the rise and whatever help they can get from groups like the guardian angels is welcome. the guardian angels are now patrols the district mission two dales a week. they're stepping up patrols 4 days a week until the situation cools down. i'm thomas ramon, abc 7 news. >> security has been ramped up at caltrain's redwood city station after about a dozen people attacked a man waiting for a train. that attack which has left the man in critical condition happened friday night at the station on james avenue. investigators say a group of nine to 15 suspects robbed and beat the 47-year-old san jose resident. anyone with information is being asked to contact the san mateo county transit police. the contra costa county sheriff's department says it has arrested one of its own

deputies. steven sanabi accusing him of conspiracy to possess and sell drugs. it's all part of a larger investigation that started with the arrest of narcotics enforcement team commander norman welch. this is welch in court last week where he pleaded not guilty from stealing drugs from an evidence locker and selling them. his alleged accomplice christopher butler has also pleaded not guilty to the same charges. this morning a san bruno serviceman with a story of bravery and compassion is back from afghanistan. navy coreman joe burns went to afghanistan january 1st with the 1st marine tank battalion. a month and a half later he was on his way home to san bruno with a purple heart after receiving injuries from a roadside bomb. the 20-year-old say he suspected a celebration for his birthday which was yesterday but nothing like this.

>> what do you think of all this? >> a little much. a little much but i'm enjoying it. feels good to be home. feels good, i'm glad to be home, be with my family. praise to god you're awesome. really nice to do this for me. >> he arrived in afghanistan. many marines were sick with the flu. they were short with medicine so he spent his own money to buy what was needed to treat those men. pg&e has launched an exhaustive around the clock search for every document related to its gas transmission pipeline system. about 300 full-time workers are sifting through thousands of boxes of paperwork, some dating all the way back to the 1920s. the public utilities commission issued the order after last september's pipeline explosion in san bruno that killed eight people and destroyed 38 homes. workers are softwaring at several locations, including one at cow palace in daly city. they have nine more days to comply with that request.

that's 4:30 this morning our time. the emergency agency says no injuries have been reported so far. a delicate situation continues in libya this morning. the london times reports rebel fighters are holding a small contingent of british special forces in the eastern part of that country. that group was escorting a british diplomat for talks with rebel leaders but instead the rebels detains those troops. in tripoli, supporters of moammer gadhafi released this video showing thousands of supporters cheering and celebrating in the streets yesterday. both sides are saying their they're gaining ground. government forces used air strikes against rebel fighters along the mediterranean coast and have regained the upper hand in a city about 100 miles east of tripoli. they were also taking control of an eastern oil port. tens of thousands of refugees are creating a humanitarian crisis.

two u.s. air force planes delivered surprise yesterday but the red cross says it needs even more help. >> need mainly airplanes to help us to bring these people back home. >> there is no sign this crisis is going to end anytime soon. charlie sheen is continuing his media blitz. last night he debuted a new life extreme web show called sheen's corner on youstream. he hosted the show while several people sat nearby, including one of his girlfriends. the actor showed off his latest tattoo bearing his new catch phrase winning written across his wrist. he was billed as the premier episode on youstream and the actor indicates he's going to be doing another show soon. how many people watched? at one point he had 115,000 people watching. archbishop desmond tutu will preach at san francisco's grease

light to moderate rain throughout the entire bay area. some heavy downpours right now in santa rosa. also seen heavy downpours in the east portion of the oakland hills and then moving off towards 580. also san jose now getting a little light rain and the snow has turned moderate at blue canyon at 5,000 feet. so although the storm system appears mild, but they're in low to mid-50s today. gets colder as it heads over the sierra. the next storm system coming in tonight through early tomorrow and then gusty winds. the storm track all the way back to the hawaiian islands. we're watching this cold system. you can see as this moves south and then east, that will lower snow levels down to about 3 to 4,000 feet and push most of the moisture down into southern california. drier conditions expected by monday. you can still see throughout the afternoon this green area indicating some light rain over most of the bay area, central

valley and the western sierra still getting showers all the way through tomorrow morning but things clear up nicely, just in time for the commute, with the exception of the south bay. this system appears to be lifting off to the north but may still clip sonoma, napa and mendocino and lake counties. a couple inches of snow around the lake. a half foot of snow expected down to about 5500 feet overnight tonight. our temperatures under mostly cloudy skies, scattered showers in the mid to upper 50. 57 in san mateo. cloudy skies for the peninsula and occasional light rain. light rain for san francisco, temperatures mid to upper 50s. north bay again we'll see mostly cloudy conditions with occasional moderate rain throughout the north bay. east bay mostly cloudy. occasional light rain. 58 degrees in castro valley. mostly light rain for the east bay. 60 brentwood, 58 degrees in

livermore today. as you can see, it's just very spotty. 69 salinas, 60 hollister in spite of the light rain. and there's your accu-weather 7-day forecast shows the light rain through today and then monday we look for the rain to turn to showers, colder air and gusty northwest winds. temperatures only in the 50s but a nice warm-up by wednesday, close to 70 degrees and maybe not that rain thursday and friday. we talked about how expensive carwashes are getting. might wait until friday on that one. >> just to be sure. >> just to be sure. >> coming up at 7:00, "good morning america." joining us live from new york to he will us what on tap. >> you say that better than our announcer does. in the midwest, heavy rains left many towns flooded. tracking the latest wild weather as mother nature strikes again. off to the races for a number of republicans who look like they're ready to kick off their presidential campaign for 2012. mitt romney came out swinging at president obama saying it's time for change. the latest this morning from washington. gas prices continue to soar onward and upward and we're wondering is there anything government can do to reel them in. what options the obama administration has to intervene. fantasy turned into reality. engineers try to recreate scenes from the hit animated movie up. can you send a house floating through 300 helium balloons. you can. that house was flying about an hour. it's amazing. >> it seems a little dangerous. >> they all came back very safe

♪ welcome back, everyone. the state of california is steaming toward a financial iceberg unless we change course. that's the gist of a new report about the growing cost of pensions for state workers. here's abc 7's capital correspondent nanette miranda. >> at this point too generous. >> the little hoover commissions executive director defended its report for the legislature that warns the public pension system with soaring liabilities and will become unsustainable in the future, so much so taxpayers will have to be asked to live with fewer government services in order to meet pension obligations. the commission estimates unfunded liabilities or $240 billion. >> the commission feels that we've lost the sense of purpose of public pension. they started as a way to provide old-age security and they've

become a vehicle for wealth accumulation. >> the commission is suggesting a drastic move, cutting or freezing the benefits of current government workers. but democrats include public unions cool to the idea, especially since contracts are in place. >> to reopen those also raises legal and constitutional red flags. >> most of these have to be dealt with at the bargaining table. >> touching the pension of current workers say it's not right to change the game midstream after putting in years of service. >> i feel it's wrong. because what it's doing is it's balancing the budget on the backs of the working people. the working class. >> public employee labor unions point out they already agreed to number give-backs which last year totaled $400 million and that benefits are hardly generous. >> our members retire on average at $2500 a month. i hardly think that meets the

standard of wealth anywhere. >> emphasizes no one is talking about changing the benefits of current retirees, just current state workers. meanwhile the hoover commission is also warning that the problem is worse at the city and county levels and that drastic measures need to be taken there, too. nanette miranda, abc 7 news. >> tomorrow night the san jose city council is expected to finalizes a 20% increase in garbage rates. residents and businesses will pay higher garbage collection fees starting april 1st barring any last-minute changes. a typical home with a 20 gallon container sees a $3 increase. san mateo will still subsidize its trash service using more than $2 million in special revenues and that's to avoid even larger rate increases. san francisco's industrial

neighborhoods are well-known dumping grounds for irresponsible people who want to ditch a couch or maybe old carpeting. but a lawsuit filed last week levels a message to those who create a public nuisance. the signs say no dumping but that doesn't stop people from unloading junk at bayview hunters point. these show tons of working material and construction debris. two local companies are accused of dumping this mess on neighborhood streets. from september of last year through this january, dennis herrera filed a lawsuit and said there are witnesses and other evidence to back it up. >> including cellphones which we're able to track back to the roofing company and the trucking company. >> the new high protection working company at salvador trucking services sit side by side at bayview. both deny any wrongdoing. >> the city is suing you saying that you've been dumping, illegally -- yes. >> no.

all my families and have all they receive, throw away the garbage. >> the city filed the first illegal dumping lawsuit in 2006 which surveillance camera car violators seen her on youtube.com are loading old carpet in the bayview. >> 20 million pounds of garbage we pick up off the streets of san francisco every year. 20 million pounds. we spend $4 million worth of taxpayer dollars. >> the department of public works says there's illegal dumping all over the city but the industrial areas like here in the bayview are the ones that see the heavy duty stuff. >> always an adventure when you pull in in the morning. next to a dumping ground. >> we had a boat a couple weeks ago. yeah, abandoned boat. >> supervisors maria cohen introduced legislation amending the city's code. >> to make another tool to go out and prosecute violators. >> and the city attorney says

everything looking good if you want ski. we've got rain here, they have snow there. thanks for spending this first sunday of march with us. a surprising discovery at a construction site in san march teen in southern claire county. construction workers noticed a large bird flying from a building alcove. that's where they found several small round eggs belonging to a barn owl. the u.s. fish and wildlife service decided to remove them. experts say typically they would keep the family intact but in this case the eggs stand the best chance of survival in an incubator. the eggs are expected to hatch in about 30 days. the future of a golf course on the peninsula may hinge on a lawsuit that tests the interest of an engangers species against those of governor's. it's in pacifica but opened by the city and county of san francisco. wayne freedman has been following the fate of sharp park for two and a half years.

>> if you believe san francisco's recreation and parks department, the wildlife restoration and shark park is going well. as of today it's documented 160 healthy clusters it have red crusted frog legs. but they say that's not enough. >> taking like frog egg masses and moving them because they're draining so much water off the course they can't be sustained in the places they're laid. and now they actually killed some of them. >> they've filed a lawsuit to protect the engangers frog and gardner snake. the city, environmentalists and golfers have been arguing about them almost three years. the golfers are reasonable, the public agencies have been reasonable. they don't seem to like compromise. >> this is the lawsuit environmentalists threatened to file originally. it asked the city of san francisco to protect the snakes and the frogs. the conflict? that in doing so golf here

wouldn't exist anymore. >> every single element of the promises they've made to the environmental community have been broken. >> in late 2009, the recreation of the parks department drafted a plan to partially reroute the course and increase protection. that means? contentious. >> these species are not gonna persist if we keep the golf course at this site. >> if we're all gonna stay, exist down there because it's a golf course, not in spite of it. >> sensitive areas, the staff monitors the agreement twice a week. it could do more if not for legal issues. >> we've been trying really hard as an agency to be good stewards, to strike a balance between preserving a golf course and preserving the species. and it's undermining that. >> and now an affordable seaside golf course lies in the balance. those who play it here, who might lose it are not pleased. >> this golf course is incredibly affordable and it

rain and rain down 101. let's take a little closer look at palo alto seeing fairly heavy rain. fremont just a little bit of rain and oakland now the rain moving south in the oakland hills. and san jose also starting to see some rain. the valley getting a downpour. temperatures 50, 56. mountain view 54. 54 santa rosa. '54 antioch and conconsidered. so very consistent. good downpours throughout the early part of the afternoon with widely scattered showers with colder air coming in. blustery conditions developing by mondays and systems moving off to the north of us both monday and thursday. so we'll be on the southern edge of those. see the stream of moisture all the way back to the hawaiian islands. accounts for the foggy conditions this morning. there is colder air to the north of us. this shows the mild conditions and the cold irair diving in from the gulf of alaska.

widely scattered showers this morning through early afternoon, late afternoon. snow in the sierra moderate now and quiet on 88. a little break tomorrow morning and that means commute should be mostly dry, although we'll have wet streets and perhaps very dense fog. tomorrow afternoon we see the snow end in the sierra and it looks like tuesday and wednesday things will dry out and will warm up. winter weather advisory has been extended to 4:00 today above 14600 feet. 6 inches of snow at lake level and a foot of snow in higher elevations. a little tough getting up there this morning. now a winter weather advisory. traffic difficulties along those major highways. scattered showers throughout the day. downtown san francisco 57, 58 in south san francisco, the north

body of water can. but at the bottom of the lake, there are three active earthquake faults and at least one is overdue for a big quake. >> in the geological sense, yeah. it might be a thousand years, it might be tomorrow. >> the last really big quake in the area is believed to have been about 500 years ago, near incline village. >> that last earthquake, the ground shifted vertically about 14 feet. if that type of earthquake were to happen again, then half of the beach would drop down internally 12, 14 feet. >> gordon sykes is an engineering geologist for the state of california, part of a team of top scientists of that been studying the tahoe fault for a decade. analyzing faults underwater is tough but several elaborate sonar systems are now making it possible. kent is director of the

seismology lab at the university of nevada. the sonar is mounted on a boat. over the side. here's the gyroscope. >> it sends off waves that move off the bottom of the lake. this one shows the bottom of fallen leaf lake just south of tahoe. >> this is the west fault here that forms this angel at the bottom of the lake. >> that fault runs north up the side of lake tahoe and it could produce the next big one. >> capable we now know having 7.3 earthquakes. >> if you happen to be near the lake when the quake hits, the shaking could be just the beginning. tahoe is 22 miles long with an average depth of 1,000 feet. scientists believe a quake in the tahoe basin might produce a giant wave as high as 30 feet. >> tahoe's kind of unique in terms of lakes because it's so deep, it can create a tsunami-like wave or a wave like

can you imagine in the bath tub that kind of goes back and forth. that wave could be moving for hours. >> so what are your chances of getting away from the waves. remember the tsunami that hit indonesia in 2004. >> everybody who went down to check out the waves as they receded pretty much parished and everybody that turned around and ran, most of them survived. you just don't know. you don't know how big the wave's gonna be and you need to get off the beach when the shaking stops. >> that's one reason this research is so critical. scientists say people need to know what could happen, even something as simple as warning signs on the beach could help. >> informing the public makes a huge difference because then if they notice something strange going on or feel shaking, they've moved to higher ground. >> cheryl jennings, abc 7 news. >> and cheryl tells us the researchers will be back out at lake tahoe this spring with a robotic submarine with
