>> alan: good evening. new allegations are surfacing after the arrest of yet another officer linked to the contra costa county narcotics team scandal. the investigation claims female decoys were used to trap men. a police officer on the trache, and a private investigator. >> reporter: stephen tanabi was contracted to work patrol here in danville. he is now in a martinez jail

being held on $260,000 bail. this popular danville is one -- danville location is where decompanies -- decompanied plied member with licker, and then the one-half -- they were arrested for driving drunk. is was meant to tarnish backgrounds of men going through court proceedings. he was hired by an a private investigator to make arrests. it was a scandal that landed butler and the former commander of the team, normal welsh in jail. >> it has a huge deterrent value and cops aren't going to do this if they can be arrested and thrown in jail. it's no fun to be a cop in jail. >> they worked at antioch police

rotating back to the west, because we have the area of low pressure just off the coast, and the clockwise situation is drawing the moisture back to the coast. vallejo, benecia, concord, walnut creek, all of this is swinging back towards the west. we'll keep showers in the forecast for tonight. we take a look at our forecast for tomorrow coming up in a bit. >> alan: this weather may have something to do with this next story. a jackknifed big rig caused a major backup all morning and into the afternoon on the san francisco approach to the bay bridge. a safeway truck crashed, blocking three lanes of the lower deck. this is cell phone video of the accident. the driver had to be pulled out. he only suffered minor has tries the face. caltrans used sand to clean up

the fuel leak. traffic was back to normal by 1:30. >> there was a deadly crash this morning in contra costa county. a fremont woman was killed when her car veered into oncoming traffic. five vehicles were involved. none of the drivers were injured. the road was closed for three hours. investigators are looking into whether alcohol or drugs were a factor. the latest survey showed gas prices have jumped 33-cents in two weeks. the second largest increase on record. that's according to he lundberg survey of fuel prices. the national average for a gal of regular is now 3.51. the biggest jump since katrina katrina katrina -- in 2005. we spotted premium gas as high as 4.45.

the obama administration is concerned it could slow the recovery and are considered looking at the oil reserves. >> the issue of the reserves is something we're considering, only done in rare occasions. a. >> alan: diesel is up as average 29 cents a gallon. experts say it's likely to have an impact on shipping costs. >> the spike in gas prices come as libya appears to be devending into civil war. government fourses are using our power against rebel forces moving toward the capital. >> reporter: fierce battles raged on sunday's rebels pushing westwards towards tripoli were met by air attacks and ground forces loyal to libya's leader, moammar gadhafi.

tiburon, is bringing in mist and drizzle. if you're seeing the mist and drizzle right now, radar may not be able to pick it up because the water droplets are so fine. so there's quite a bit of moisture out there. temperaturewise in the 50s across the bay area. 54, san rafael. 62 in redwood city and mountain view, san jose, 60. cooler and windy for monday, and then another chance, a slight chance of showers developing in the north bay on tuesday. i want to show you the closeup. right here is where the low is. and you can actually get a sense of that counterclockwise spin -- one more time, and there it goes. and any moisture is just being fed into the bay area and then right back around and that's going to continue throughout this evening. actually the low itself is going to push to the south. so null that happens overnight,
