>> alan: jap pains now dealing with dual disaster after the earthquake and tsunami. aftershocks are continuing to rock japan, even as rescue teams search for thousands of missing people. and now the race to contain a potential nuclear disaster at a damaged power plant. an explosion shattered part of the complex today. now a second reactor has failed and some people are testing

positive for raid yaismghts -- radiation. there are disturbing new signs. the officials have doubled the evacuation area at 12 miles, 170,000 residents, and now they're handing out iodine as a radiation antidote, and a military team has moved in. john austin has the latest on this developing situation. john? >> reporter: in the past few hours another emergency is reported at the same nuclear power plant where there was a large explosion earlier in the day. this type japanese authorities say a cooling system has malfunctioned in a second reactor. the government says there's a possibility that at least nine people have now been exposed to radiation. >> this was today's explosion at the fukushima nuclear plant now leading to fears of a possible meltdown and raid radiation release. it blew off the roof and walls but not break into the reactor.

the full extent of the damage is unknown. >> seawater has been filled in. and at least the fill fuel rods are underwear. >> it was thought the explosion was a result of trying to power water over the fuel rods to claim them. officials claim radiation decrease after the explosion but it's too early to know the full effects. >> the major result indicates that things are getting better. but this is such a complicated system, and the damage, we do not know the damage in detail completely. >> reporter: the professor believes there has already been a small meltdown involving the uranium pellets. the tsunami shut down the system that is vital to cooling the

fuel rods. japanese officials-pumping in sea water. >> by ingesting seawater, they will probably not be able to use the reactor anymore. so, this is the enof that row actor -- end of that reactor's life. >> reporter: japanese authorities are advising residents within 12 miles to evacuate. one expect leaves that could be too lit. >> this may be a children -- cher chernybo expl -- and 12-miles way not be enough. >> he thinks it may take days to stabilize the reactor and it's possible to avert a larger catastrophe, but this emergency is still quite fluid and it's impossible to know what is happening at the power plant.

>> alan: we'll continue monitoring that situation. it is still too early to know exactly how many people are dead in yesterday's earthquake and tsunami. the confirmed death toll is 686. but the government says it could be far higher. there are scores of missing, including nearly 10,000 people from one town. we have more from japan. >> reporter: the quake and ensuing tsunami washed away entire towns. bodies are coming ashore, hundreds more are missing. survivors told hair -- the story. i had a neighbor shouting, tsunami is coming. i got out of the house and saw the newman -- tsunami approaching. the japanese military is searching for survivors and will be joined by international crews, including teams from the u.s. there has been cause for joy. this father and daughter were rescued and reunited.

a rare scene amidst the sadness. >> alan: we receiving more new video of the terrifying power of the tsunami that hit japan. you can see the water pouring into neighborhoods. build examination -- buildings and houses floating down streets and cars jammed into the side of buildings. and these before and after satellite photos, an entire town was wiped off the map. >> a tsunami wave swept 5,000-miles across the pacific and still had enough energy to damage the west coast. here's what it looked like yesterday as the surge entered the santa cruz harbor. today federal and state authorities are at the harbor assessing the damage. we're there with the latest on the cleanup operation. >> reporter: the santa cruz harbor is effectively closed down through tomorrow. so no boats are going into or out of the harbor, except for emergency vehicles, and there's

a dive team and a debris removal team at work, and they have been at work pretty much all day. the harbor patrol took us on a water tour to get a closeup look at the damage. the total so far? 17.1 million and climbing. upside-down boats littered the north harbor and a good portion of what's known as u dock has disappeared. >> a finger that extended to shoreline, would have been right here, totally gone. >> reporter: the port director says at least 100 boats are damaged and 18 are completely submerged. one of them belongs to sheryl bell and her son. >> i thought maybe they moved it. and i was sure it was fine. i just fell apart completely. i just stood there and cried for like an hour. >> reporter: the flood of emotions matches the power of yesterday's tsunami surges. the wave action hit the north harbor with such force that boats responded like an accordion.

today the department of fish and game had four boats and 14 ward deps trying to -- wardens trying to get a handle on the problems. >> we're concerned with the spoil fuel in the way. that's our primary concern for the safety and security of the water, animals, and boats. >> reporter: boat owners are action to get on their boats but that will be a slow process. >> what is left of it is pretty hard to walk on. we're allowed to go down last night and get personalbelongings. >> reporter: if there's any good news out here, it is that the coast guard only identified one oil sheen and that has been taken care of. so far there have been no reports of any of the fish or the wildlife being impacted. reporting live. abc-7 news. >> alan: in crescent city, it was very much the same story today. docks and boats were destroyed by the tsunami.

>> alan: there were some emotional reunions at san francisco enter national airport. a handful of lights landed from tokyo. those who returned home were on their away to the airport for at the airport when the earthquake struck. >> it freaked me out a little bit. the ground was moving in every direction, very hard to walk. buses were flying up and down off the ground. >> aftershock hit, you could see a train go up a foot and a half that was parked next to us. >> alan: both of the main airports are back open. at 6:00, we show you a ten-year-old boy's emotional reunion with his dad. as people were arriving at sfo, others were headed into the disaster zone. a japanese rescue team jumped on a plane to fly home. they were training with the men low fire department when the

quake hit. six of the 1 rescuers returned home tonight. one lost his home and another hasn't heard from his mother. a rescue team took 74,000 pounds of equipment and six dogs. they could be gone for three weeks. teams other teams are also prepared to go. the american red cross is working closely with the japanese red cross to. to help, log on to red cross.org or text red cross to 90999 and make a 10 tuesday donation -- $010 donation. and we have a link to a person finder of the victims of the quake. it's on our web site under "see it on tv". just ahead. restrictions against the libyan government imposed by some of its own neighbors. and more rain is on the way. leigh glaser has that forecast coming up after the break.
