>> and u.s. and coalition forces launch more air strikes over libya this morning while leader moammar gadhafi condemns the attack. good morning, everyone. thanks for joining us. i'm caroline tyler. spring officially begins later today, though winter season is going out with a powerful storm in the bay area this morning. let's check in with our meteorologist lisa. >> good morning, everyone. you can see the camera shaking a little bit. but the wind advisory has expired so we are looking to winds that will continue to subside throughout the morning hours. the front, it is hung up in the south bay around gilroy. you will notice the heavier shades of green and the yellow. but still widespread shower activity around the bay. a pretty good cell here right around lucas valley road. the rain extends southward and eastward into berkely. we are looking at heavier pockets as you head up toward 80. the sierra nevada where winter

storm warning continues until 11:00 tonight. more cells here about to move into the east bay. the showers continue, the chance after thunderstorm throughout the day today. the winds will subside but it's going to be a wet week ahead. i'll detail that for you coming up. >> thank you, lisa. more than 30,000 pg&e customers are without power this morning because of outages caused by the weather. about 14,000 homes are without electricity in the north bay. nearly and 1 -- 13,000 in the south bay. and another 3300 on the peninsula. more than 100 affected in san francisco. pg&e officials say they will work around the clock to restore power. they don't have a time estimate because of the large number of outages. they say the high winds and the heavy rains are making the job more difficult for their cruise. the storm a slowly moving over the area bringing driving and

heavy hail with strong winds especially in the mountains and on bay area bridges. high wind advisories just ended a few minutes ago but the chp said drivers should slow down, be extra careful on the spans. try not to overreact to the sudden wind gusts. in the mountains wind gusts range from 45 to 50 miles an hour. fire teams are gearing up for the kind of calls they know they get in weather like this. >> increase in traffic collisions, trees down, wires down, things of that nature that happen up in the hills up here. >> yesterday pea side hail fell in the mountains as the windy storm moved in. in walnut creek a 100-foot tall treetop he willed on to a home. everyone inside managed to get out unharmed. a rockslide blocked part of river road in guerveville

yesterday afternoon. road cruise used heavy equipment to clear the debris from the highway alongside the russian river. and in other communities, well, they are giving out sandbags to homeowners and businesses that are trying to protect their property. of course, with more rain in the bay area, the sierra is getting several more inches of new snow. snowplows started hitting the roads last night trying to keep up. if you are headed to the sierra you can expect cheaney restrictions post aid long interstate 80 and highway 50. a big rig accident snarled traffic on 80 for two hours last night. san francisco police are investigating a shooting that left two people critically wound outside a nightclub early this morning. it happened on the 2400 block of san bruno avenue near silver just after 2:00. a man and a woman were found with gunshot wounds in front of the el toro nightclub. they were rushed to a local

hospital. police are still gathering the information about the suspect. mow description released so far. san francisco fire investigators are looking into a house fire that occurred this morning around 2:00. a two-story home burned on panorama drive and olympia way in the twin peaks area. the house was destroyed but the people living there made it out safely. fighting that fire was made difficult by the strong winds that were gusting this morning. no word yet on how that fire may have started. let's turn now to the turmoil in libya. the u.s. and coalition forces are launching arab strikes over libya this morning. moammar gadhafi has gone on national television condemning the barrage. coalition forces are apparently attacking gadhafi's air defense positions, and his anti-aircraft guns are firing back. tomahawk cruise missiles are

fired from ships and it will clear the way for a no fly stone. gadhafi is telling libyans the attacks are unjustified and said his people will unite against what he is calling the christian crusaders. libyan television was showing bodies of civilians line up in a morgue, claiming they were killed in those air strikes. apc7 has more. >> more than 100 tomahawk missiles launched from a u.s. ship were fired. the target, more than 20 surface to air mice i will sites in tripoli. >> they pose a direct light to pilots or pose a direct polite to the people of libya. >> on his trip to latin america, president obama addressed what is odddy dawn. >> we must be clear. actions have consequences and the writ of the international community must be enforced. >> before the talk hawks were launched the rebels were

successful in shooting down one of gadhafi's planes. he launched air and land aassaults on rebels earlier in the day. >> the blood of kids, one five years old and one four months old. >> in reaction to the ally's operation, gadhafi delivered this message on state controlled television. >> this is a crusade. he made a threat, an allied threat against libya he would consider all air and sea traffic in the medter rainian targets. he served as an operative almost all of it in the area world. >> gadhafi has lost his mind, clearly. you can see that from the images coming out of tripoli. in fact, i heard today that the family is considering replacing him with another strong man because he is so crazy.

we would be better off without him. >> allen tells us the next phase of this mission will be enforcing the no fly zone over tripoli and rebel-held areas. the european possibly arab nations will take the lead. governor jerry brown has designated today a day of remembrance and prayer for the victims. japan. that country's atomic safety agency is reporting pressure is rising again inside the nuclear power plant. japanese authorities are now backing away from plans to vent radioactive steam from the reactor, over concerns of damaging water supplies. levels are iodide are above government limits. tiny amount of radiation is found in tokyo's tap water and in rainfall over a wider area.

taiwan reports receiving a contaminated batch of fava beans imported from japan. >>. >> some of heading home. >> i fall right into the safety zone so i didn't feel safe staying. >> japanese authorities say the attempts to cool the overheating reactor by spraying water on it may not be working. uc berkely has detected very small radiation levels in the bay area. preliminary results show as of 10:30 yesterday morning trays amounts of elements were recorded. uc berkely said those elements do not naturally occur and are assume to have originated from the fukushima nuclear site. still they say the levels are well below anything that would cause negative health effects. >> up next, new details about weld problems in the investigation of the deadly

utility found a second part of the gas pipeline was apparently flawed. the san francisco chronicle reports the discovery was made during inspections just 20 days after the deadly september explosion in san bruno. other potential problems were found on sections of the pipe both north and south of the rupture site. publicly the pg&e officials said the only flaws they found along the pipeline stretching from malpitas. tomorrow the trial of barry bonds will finally again. they throw out voicemails bonds left for their former girlfriend during their nine year relationship. prosecutors say the voicemails are profane, hostile and threatening, and that he this are the results of bonds' steroid use. the judge said the tapes could prejudice the jurors. earlier this month bonds'

personal trainer, greg anderson, again said he would not of it against bonds. the judge said she would send anderson back to jail. >> injure selection begins tomorrow in oakland for the murder trial of the former leader of your black muslim bakery. two men have pleaded not guilty in the murder of oakland post newspaper editor chauncey bailey. the confessed shooter told a grand jury bay ordered the killing and macky helped him track bailey down on august 2nd, 2007. bailey was fatally shot as he walked out of an oakland mcdonald's restaurant. he was heading to work. lisa is here with a preview of the accuweather forecast. >> well, the cold front is hung up around hollister and the santa cruz area. heavier rain there. but here a bit of a brake. still showers throughout the day. the winds will be subsiding but what about the first week of

>> that storm was so knows is i woke up a couple times during the night. >> i didn't go to sleep,fs so excited about it. but most of it is behind us. the brunt of the activity is pushed through the bay area. >> you are not going to get sympathy here. >> we are look at pretty good downpours all around the bay area, still even though the solid shield of rain is down by santa cruz. live doppler 7hd shows we have plenty of showers with some embedded heavy downpours not only this morning but right on through the afternoon. here we are in the north day and we had pretty good rain around lucas valley road. take a look further to the north around novato and sonoma.

a pretty good cell and up through 80. here we are in the central bay area around castro valley and hayward look at good rain around 680 and to the west around 280. here's where the front is. a little wave developed on the front and that's why we are looking at the solid area of rain from gilroy to morgan hills down through hollister. and it's going to stay pretty rainy here for the next hour or so. so do be careful for some localized flooding. last stop around san francisco we are looking at rain about to head into the city where we have a little bit of a break around san bruno and south city, and lighter showers around belmont. the totals upward of almost 2 inches by the time we get through the next couple hours. these are through 4:00 a.m. we are looking at .82. oakland and san jose definitely still adding to the total and so far isn't rowsa nearly 2 inches

of rain. so we are looking at temperatures warmer this morning with all those windy conditions last night. those winds helped to bring up the temperature to around 50, half moon bay, san francisco 50 and a few airport delays. the winds continue to subside. look at the north bay around napa. gusting to 30 miles an hour. novato to 21 miles an hour and delays at the airport of 30 to 40 minutes right now. elsewhere the win not so bad, mountain view and san jose. breezy this morning with the rain and isolated thunderstorm this afternoon and more rain this week. area of low pressure brought the windy thanks came up from the south and nowings continues to lift to the north and east just off the northern california coast. as this pull ace way, the winds subside and we will see a break in the rain. but we have an unstable atmosphere, a little afternoon heating. we are still going to so the showers throughout the day today. 2:00 this afternoon you will notice still wet. livermore, san jose, morganville

and santa cruz. monday night more of a break. but the monday morning commute, looks like more rain. the break comes monday night into tuesday and you will notice we aren't looking at any green. but tuesday night into wednesday, the next rainmaker bringing maybe another half-inch of rain. 57 in oakland. 56 palo alto with a few peaks of sun. rain showers, thunderstorms today. yeah, we are still looking at the same old, same old, although the very strong and windy cold front is behind us. you will notice wednesday and thursday. this is the next system we are going to watch out for because we are well above rainfall totals for average for this time of year. anything we get now, it will be a little dicey. >> jim: and the rainy season is getting ready to end, doesn't it? >> it goes on through july but in terms of -- yeah, we should be looking at much less rain. not this week. >> all righty. thank you, lisa. coming up at 7:00 is good

>> welcome back. contra costa supervisors say it's one step in a long budget cutting process. last week they voted to eliminate vacation buy back for

300 of the county's highest paid employees. abc7's lawrence anthony has the story from martinez. >> i know it's tough but it's the right thing to do. >> from contra costa supervisors did was vote to eliminate a long-standing vacation buy back policy for 300 top employees. mostly managers and supervisors not represented by a union. >> the sad thing is it's probably only the beginning of a long series of other things that we are going to need to do. >> until now managers could sell back up to one-third of their unused vacation per year. >> please do not take away this benefit. >> district attorney mark peterson told abc7 his deputy da's will be seriously impacted. >> now they will be forced to take that vacation time so i will have to replace them with one or one and a half more attorneys which is going to cost me additional money. >> supervisors say the move is expected to save the struggling county nearly $1 million per

year. besides some short term savings, supervisors hope in the long-term cutting vacation buy back from managers will help them reign in skyrocketing pension costs. vacation pay outs could no longer be add today final year salaries used to compute pensions. >> we are taking an action because of the immediate savings of this benefit. but it will also have additional savings on top of what we are achieving because of the pension costs savings. >> rolly is with public employees local 1 which has 2,000 members in contra costa county. >> there's extensive equity, as i said before the board, folks have had these benefits for years and rank and file workers haven't had. so from our point of view that hasn't been equitable. >> right now the board's action applies only to nonyawn i don't know managers. starting this summer supervisors hope to negotiate with individual unions to eliminate vacation buy back county wide. abc7 news. >> tomorrow morning county

supervisors will meet to talk about a plan that includes layoffs. according to today's moran's independent journal the plan calls for cutting 22 workers in the department of health and human services. maternity care and clinic workers are the ones that will be targeted. two positions in the sheriff's department would also be eliminated. but those workers can chews to take lower-paying positions under union contract rules. final action on the proposed cuts expected in june. the ninth circuit court of appeals is considering the constitutionality of san francisco's election system. at issue is the ranked choice voting system that ranked jean quam as the mayor race. >> two of the three judges on the u.s. circuit court of appeals panel are from san francisco. probably already familiar with the disputed voting system.

since 2004 the ranked choice system has allowed san francisco voters to pick their top three choices in a race. if no candidate collects a majority of first place ballots the person who comes in last is eliminated. and those who chose that candidate have their votes transferred to their second choice or third until someone wins. a recent poll found voter confusion. but stephen hill, the architect of the system, says other surveys indicate voters understand. >> that doesn't moneys inly they can sit down and count the ballots for you, but they understand what they have to do as voters and that's to rank one, two, three, and they feel comfortable doing that. >> ron is the lead plaintiff trying to undo ranked choice. he was an unsuccessful candidate for supervisor in 2006. >> i believe it's not a constitutional system because voters have no ability to be able to know who the final three candidates are. >> really what they are complaining about at the end of the day is that in the all their

votes go in the winning candidates column. >> those monitoring the legal challenge are aware. san francisco is gearing up for its first competitive mayor's race to use ranked choice and everyone is talking about what happened in oakland. councilwoman jean kwan had fewer votes than former state senator, but pulled off a stung victory by gathering more second and third place choice. cory cook, science professor, said ranked choice changes the dynamics. >> it changes the calculation of candidates in terms of what happens in local races. it also makes things nor complicated for voters. >> so the city is asking an appeals court panel to issue a ruling by july 1st, well ahead of november's election. the stormy weather could cut short the first sunday street event of the year in san francisco. they will close at 10:30 this morning for the event where

lisa is no exception. >> the glassy eyes this morning because i lived for it last night all night long. it really didn't disappoint. some very gusty winds and heavy rain. the front has pushed south. lots of snow. temperatures in the 30s and winter storm warning until 11:00 tonight for the greater lake tahoe area. i can't get there really because we have the heavy rain and the snow. we are looking at wet streaks here around san francisco. plenty of rain. we are looking at heavier cells in the south bay. also the cold front still is hung up around santa cruz and san luis. here we are looking at the rain around highway 1. also around tebron, a good cell to the to the north. and the east berkely, lighter

rain, and here the rain is pretty good to the north. and napa a pretty strong cell. looking at the central bay. daly city and the san mateo bridge, wet weather through hay war, 580 into dublin. here's the heaviest rain. you see the line from morgan hill. look at gilroy, hollister. downpours here are pretty good at times. we will see the gusty winds, especially along the coast here. look at san bruno. wet start for you this morning. upwards of nearly 2 inches in the north bay with over three quarters an inch in the east bay and the south bay still adding to those totals. so we are looking at not only a wet day today, first week of spring very wet. temperatures are warmer than they were yesterday due to all that wind we had last night. speaking of the wind, it's still quite gusty around napa and

gusts up to 30 americans. lighter winds in the south bay. breezy showers, chance of a thunderstorm this afternoon and more rain comes our way next week. so the big area of low pressure, the deep low that was off the coast yesterday is now pushing up to the north and east. it's going to be pulling away but we still have unstable air behind the front. so plenty of moisture and we are looking at still a pretty rainy day out there. here's the rest of the afternoon. 2:00 today showers, heavier rain in the south bay from san jose, morgan hill, the santa cruz mountains. a little break tonight. more showers for the monday morning commute. 6:00 look to the light to moderate rain and then the bigger break comes here, monday into all of tuesday. but by tuesday night into wednesday, we are looking at another storm headed our way to set the stage for a pretty wet middle of the week. winter storm warning tonight with one to two feet of snow above 7,000 feet. about a foot at lake level.

dana. they have a three-year-old daughter and a bunch of dogs and cats. their lives are so different now compared to life in the c.i.a., living in war zones and always on the run from danger. and always undercover with aliases. >> mine was riley. >> i was -- it was harold but i used to keep about 20 passports with different names. it was hard to keep up with the different nationalities. >> which is really transaggressive. you are not supposed to carry around several different names. >> dana was a by-the-book c.i.a. agent. robert said he did what he needed to do. the first time they met on a mission in sarajevo is an example. he was there chasing hezbollah, and dana was shocked by the car he was driving. >> i was trained to be -- to blend in, not attract attention, go under the radar.

he was driving a lime green car with oragina written down the side. >> i had my own philosophy and for me it was like hide it in the open and what spy would drive a billboard on wheels? so they think the guy is nuts, if anything. >> it was not love at first sight for them. >> i was very leery, and i thought he was a little crazy. i had just been assign to work for him in sarajevo. it's in the middle of a war zone. >> and bob said dana had serious skills as a spy. >> she could run somebody off the road at 65 mills. tap the car, it flips. good skills to have. >> they were married to other people at the time they were at the c.i.a. but they couldn't talk about their work and couldn't say where they were. the relationships with their families were strained. their marriages fell apart. bob never new dana's real name until they met a year later in washington at head quarters.

roof cam. we are drying out this morning after a wild wet weather last night. if you could have seen it, the moon last night would have looked a little beggar and brighter than usual. itit was a full moon. the biggest in almost 20 years. this rare lunar sight occurs when the moon is at its closest possible point of orbit around the earth, about 212,000 miles away. you know, during a time of grief many families spare no expense for the funeral, seeing up for anything that is advised. well, one family just wanted a chance to see a loved one who died alone to say good-bye and could not believe they had to pay for that right. here's 7 on your side's michael finney with their story. hellmond wong and his brother grew up together in san francisco's china town. born just 13 months apart, the brothers were inseparable. >> we went to school together, went to scouts together and did

everything together. we were very close. i didn't expect this at all, for him to pass away. >> hellmond was shocked to hear his brother died, alone at home. hellmond never got to say good-bye. when he made arrangements here at duggans serra mortuary, he asked to see his brother one last time before cremation. duggans said that would cost $200. >> i said, no, no, i didn't get to say good-bye to him. i said when he passed a way i wasn't there. >> he felt he had mow choice so he paid. and he also took the mortuary's advice and purchased four death certificates, two preliminary and two final. he paid the $48 fee. soon after he received the 2 final death certificates, but never the preliminary ones. so he asked duggans for a refund. >> they said the person that is handling your case was on vacation. i called back in november or december and they told me she was in a meeting. so in january i thought i better

call back and push it and see what happened and she told me you waited too long. >> it was only $24, but hellmond said it was the principle. he and his brother were always taught never to waste money. >> i would like to get back what i paid him more and not having it that way. >> he was also upset about paying $200 to say good-bye to his brother so he contacted 7 on your side and we got a hold of duggans. owner dan duggans said the mortuary never did order all four death certificates since the final ones came in sooner than expected. the failure to refund was an oversight. duggans hand-delivered hellmond a check pour $24. >> i'm glad michael stepped in and did it otherwise i would still be knocking on the door and calling them and everything. >> as for the $200 fee to say good-bye to his brother, duggans said the mortuary requires preparation before viewing to
