good morning, thanks for joining us. wild wet weather that moved through overnight has knocked out power and knocked down trees throughout the bay area. cecilia vega joins us live with what some folks are waking up to. good morning. >> good morning. a big old mess what they woke up to here.

they opened their doors and this is what they are seeing. giant trees came crashing down last night. take a look at this. work crews are out here. trees came toppling down the middle of the road. neighbors say it was a wild night and this is the proof. it's not just hillsborough. before 11:00 last night a tree came trashing down in santa rosa on fountain grove parkway. the back of a car was completely crushed. the wind and rain in san francisco caused havoc all night long. another tree toppled on kezar drive. umbrellas didn't do much at all. it was steady down pour almost throughout the night and they worked to restore power around the bay area but the wet weather and slippery roads and reports

of downed lines all over. they were headed to one call of a tree down and we heard them say they spotted to four more these along the way. the tree that came down here didn't hit any power lines. extremely wet, very dangerous right now. a lot of debris on the roads, a lot of puddles, drive slow and be safe. >> it sounded like the roof was going to come off. it sounded like a plane taking off. >> you heard the same thing? >> yeah, i heard it. it was pretty amazing nothing came down but it was pretty bad, you can't get through. >> reporter: this again is what pg&e is up against, 11,000 homes are without power.

mill valley was one of hardest hit. more than 2,000 along the peninsula, 1400 in the south bay. 980 in the east bay and 100 homes without power in san francisco. that is out here live in hillsborough. work crews got here but they are outnumbered trying to get to all these trees down. pg&e says they are not sure when all of the power will be restored around the bay area because clearly this is what they are up against. most homes will have their power back on today. some will be forced until tomorrow. >> they do seem to be getting a handle on the outages with 30,000 this morning. in campbell the transportation authority is working to clear a tree that fell on the light rail tracks on southwest express street. they have set up a bus street and winchester and light rail

stations. why don't we check in with meteorologist lisa argen to get more on this wet weather. sisa. we are going to interrupt. because of mic issues and we will come back in just a moment. let me tell you more rain falling in the bay area. sierra is getting several more inches of snow. interest state 80 is closed from apple gate to the nevada state line. that is due to zero visibility. yesterday the snowplows started hitting the roads. they are trying to keep up with all that fresh snow. if you are headed to the sierra, x-to see chain restrictions posted along interstate 80 and highway 50. a big rig accident snarled westbound traffic on 80 for two hours yesterday evening.

should we try to go back to lisa or come back later? all right, on to other news. san francisco police are investigating a shooting that left two people critically injured outside a nightclub. it happened in the 2400 block of san bruno avenue just after 2:00. a man and woman were found with gunshot wounds and were rushed to a local hospital. police are still gathering information about any suspects. no description has been released so far. san francisco police are investigating a possible hit-and-run after a man was found dead at a downtown intersection last night. investigators want to hear from any possible witnesses who can help them determine exactly what happened at the intersection of market and eighth street around 9:15 last night. that intersection remained closed until well after 2:00 this morning for that investigation. so far police aren't releasing

releasing any information about the car that may have struck the victim. >> san francisco fire investigators are looking into house fire that occurred this morning around 2:00. a two-story home burned on panorama drive in the twin peaks area. the people that were living there made it out safely. there is no word yet on how that fire may have started. now to libya, the international military operations to stop muammar khadafy forces is drawing criticism from the arab league concerned about the human toll. that arab organization is the one that wanted the no-fly zone but the goal was to protect civilians, not to shell them. they blame khadafy's use of civilians as human shields. >> throughout the night the u.s.

pounded libya, the strikes begin with more than 110 tomahawk missiles launched mostly from ships and submarines, aiming at 20 targets, including surface to air missile sites and they took out a major airfield using b-52 bombers. they hit libyan soil an hour later. >> they were carefully coordinated. >> before the tomahawks, 20 french fighter jets flew over benghazi taken out one armored carrier. but khadafy remains defiant. if the u.s. wants a long war, they will get it. he gathered supporters, including women and children,

essentially forming a human shield n the coming days and hours, it will expand beyond tripoli. there will be no strikes east of surat where the remembers are in control. >> this is the just the first phase that will likely be a multi phase designed to enforce the resolution. >> the next phase will be the no-fly zone will which will be held over tripoli and benghazi. f-60s will likely take part but most of the fighter jets will be from britain and france had other allied partners and there will be air refuelers and other communication aircraft. >> military leaders also say this morning that the coalition can achieve its goals in libya but muammar khadafy could still cling to power. joint chiefs of staff says the operation is not about seeing

khadafy go but so far so good. that is how they are sizing up the first operations to establish that no-fly zone. the chairman of the joint chiefs of staff tells abc news, despite the rhetoric muammar khadafy has not put up much resistance. >> that aircraft over benghazi. he hasn't flown any aircraft in the last two days. so the initial part of the operation the idea of getting a no-fly zone in place. >> is successful? >> it's been successful so far. >> and he says the next phase of the mission, the u.s. will step back and play a supporting role allowing other coalition forces to police the u.n. resolutions in libya. >> up next, a miracle rescue in japan. rescuers find two earthquake survivors nine days after that horrible earthquake and tsunami. also what u.c. berkeley

at last encouraging news about the crippled nuclear plant. japanese authorities just announced that two of the six units are now under control after the fuel storage pools have cooled down. there are new concerns about food and water safety, but first something uplifting. david wright shows us the rescue of two survivors more than a

week after the massive earthquake hit. >> late today a dramatic bit of hopeful news, a miracle rescue. they freed an 80-year-old woman and grandson trapped since the tsunami. the two survived nine days eating yogurt from the fridge until the grandson stood on the rooftop. japanese coastguard released new video of the tsunami before it hit shore. as it passes right under the bow of coastguard cutter you get a sense of how enormous it is. on land they are still dealing with the damage from the tsunami. they eased pressure on the reactor but releasing steam but it may be necessary to do it

again. it has contaminated japan's food supply. spinach and milk today and water and today, fava beans. you would have to eat those things for a year to be exposed to radiation. the potential economic toll of this disaster seems light compared to the human drama. first responders to the reactors what was the toughest part of the job. the team leader broke down. >> they have a high level of motivation and they worked very hard. they left behind families. i feel extremely sorry for the families that are left behind and my appreciation to them. the official death toll in japan now stands at more than 8400 people.

nearly 13,000 are listed as missing. u.c. berkeley has did he tejtd very small radiation levels here in the bay area. preliminary results show that as of 10:30 yesterday morning, trace amounts of iodine and cesium were recorded. those elements don't naturally occur and considered to have originated from the nuclear plants in japan. >> lisa argen is here to talk about the weather. has the worst come and gone? >> yes, we still have a lot of showers off shore and even some thunderstorms that are going to stay with us throughout the day and even tomorrow. yes, we have a wet week ahead. spring begins later but it feels like winter. >> coming up, more march massachusettsness. first number one seed falls. mike shumann has the highlights in this morning's sports.úcúcúcc

tonight here with additional one to two feet snow above 7,000 feet. back home we saw a few areas of sunshine, don't be deceived. lots of rain is offshore and some of these showers will come down pretty good embedded in some storm activity. live doppler 7 hd shows the activity in yellow to be the strongest. but the cold front is still hung up around monterey county. we still have a flash flood watch until noon, southern monterey and rain coming down pretty good here. morgan hill and over in the santa cruz mountains, few areas of rain-snow mix in mount hamilton. redwood city, more scattered showers but heading northward, look at san francisco. right now into daly city, defensively wet weather over the golden gate bridge. in the east bay a bit of a break very strong storms earlier into

redwood city, right now in the north bay and rain in southern marin county. quick look at the sierra nevada. it is very snowy here. flooding around the sacramento river. over an inch of rain in san rafael and two inches so far in santa rosa with an inch in san francisco. over an inch in san jose. oakland and concord, 3/4 of an inch of rain. we're looking at slightly warmer temperatures. winds died down considerably, calm winds, airport some delays there. showers and thunderstorms today and tonight and once again tomorrow and a little bit of a break late tomorrow into tuesday with the next system coming in late tuesday into wednesday. here is that powerful area of low pressure that brought the gusty winds and heavy rain. continues to pull up to the north and east. take a look to the west. this is cold unstable air. this is all going to sweep on through later on this afternoon.

here is the time line. rest of your sunday. by 1:00 we've got more rain across the heart of the bay area. scattered showers throughout the evening hours. morning commute, 7:00 monday morning, got the light rain here. even the colder air in place around mount hamilton. here comes the break into late monday and much of tuesday. that is going to be the best day and 5:00 on tuesday, here we go. next rainmaker will be tuesday into wednesday. southern monterey counties looking at possible flooding right through noon and in the mountains we're looking at the winter storm warning, 11:00 very gusty winds. be careful. if you are headed around 50 and 80. less wind and rain showers, thunderstorms and monterey bay another inch down there. i talked about the break on tuesday. wednesday and thursday, another half inch or so and friday, we

welcome back. rain and wind may be winding down right now but it was quite a powerful storm that blew through here overnight. this morning, some bay area residents are having to deal with downed power lines and downed trees. cecilia vega joins us live from san mateo county with a look at some of the damage in the area. >> reporter: good morning. the sun is trying to poke through. it stopped raining, it was pretty heavy out here for a long time. this is what residents are backing up to this morning, a massive tree came crashing down last night. as we said, rain is gone but as you can see here the damage remains. but it is a mess not just to

hillsborough but all over the bay area. this tree came crashing down in santa rosa on to a car. no one was seriously injured but look at that damage. back end of the car was completely crushed. in san francisco, wind and rain brought havoc. a sign came crashing down near mason and o'farrell streets and steady downpour. pg&e restored power but wet weather and slippery roads made it a tough job and reports of downed lines around the bay area. to give you an idea how busy they are a fire crew say they spotted four more downed trees along the way to another downed tree. they say they are lucky that this tree didn't cause more damage. >> i think we're just very

fortunate. it's probably three feet in diameter. fortunately it didn't am on hurt anyone or did big damage. >> there are a lot of older trees and they are prone to falling down. one up there that could go at any moment. >> the latest numbers on power outages ran pg&e more than 11,000 homes are without power, 8500 in the north bay including mill valley. more than 1400 in the south bay, 980 in the east bay and about hundred in san francisco. because of all these outages and the work that pg&e is doing this morning, they can't say definitively when the power will be back on. some will be forced to wait until tomorrow but the rain is down for now, this damage and

the cleanup remains and it could be going for quite some time in hillsborough. busy day for pg&e crews. speaking of pg&e, federal investigators revealed that video inspectors conducted by the utility found a second section of pipeline with flawed seamed welds. san francisco chronicle the discovery was made during inspections 20 days after the deadly september explosion in san bruno. other potential problems were found on sections of the pipe both north and south of the site. publicly have said the ruptured section have the only flaws they found which runs from milpitas to san francisco. tomorrow the perjury trial of former giant slugger barry bonds will finally begin. jurors won't get to hear some of the prosecution's most dramatic evidence. last week a federal judge threw

out voice mails that bonds left for his former mistress during their nine-year relationship. prosecutors wanted the voice mails in saying they are profane hostile and threatening and result of bonds' steroid use. bonds' personal train greg anderson said he would not testify against bonds. the judge said she would send anderson back to jail. >> jury selection begins tomorrow in oakland for the former lead of your black muslim bakery. both men have pleaded not guilty in the murder of oakland post editor chauncey bailey. one told a grand jury that they order the killing and one helped him track that down on bailey.

he was fatally shot when he was walking out of a restaurant on his way to work. >> san francisco city officials are looking at a proposal to keep twitter in town. the company had threatened to leave san francisco for more space on the peninsula. but now twitter says it will move to a spot in the mid market street area which stretches between van necessary and sixth street if the city gives it a tax break. >> you can tweet this even though it's a costly choice. the company needs more space. space in san francisco will cost twitter more than $30 million in five years, in rent, taxes and other expenses compared to moving the company out to the peninsula. the board of supervisors is debating a measure and giving twitter and other large businesses a tax break if they set up shop on market street.

the district is represented by supervisor jane kim and she is sponsoring the legislation. >> we know that enterprise tax breaks frequently don't work but we don't have a company that is going to grow 650%, close to 3,000 employees and we really think that attracting a company like twitter is going to be something that revitalize the market. >> it would receive a redemption from the payroll tax for any new workers they hire. >> if twitter comes in, it will send a signal of neighborhood transformation to other businesses. >> but there is growing opposition for some who consider eight corporate giveaway. >> this is far-reaching deal with unknown fiscal impacts that give tax breaks to companies. >> to push folks out of the tenderloin area. rents are going to skyrocket.

just south of here, you have very heavy rain around morgan hill and ben lomond as the cold front has stall out to the south. here is emeryville with drops on the lens. you'll notice that live doppler 7 hd. they lit up at this time especially around morgan hill. by 4:00 this morning, the front stalled here south of campbell. you'll notice around gilroy, watsonville, heavier downpours here. we picked up an inch. another inch is possible. and eventually push to the south and east but we still have showers to the north as well as around milpitas and fremont, union city, 680 and 880 pretty wet here. to the north, see pockets of heavier rain from marin county into berkeley, live shot of emeryville, up to richmond and novato, benicia and more showers will rotate offshore into the

bay area. maybe an inch and a quarter before all said and done in parts of southern marin county, up to two inches. san francisco over an inch. oakland three-quarters of an inch as well as concord and san jose we'll will add to the total. the winds have died back significantly. they are still out of the southeast. we have a storm system lingering to the north and continue to look at more wet weather spiral in here throughout the day today toned, tomorrow and another system comes our way. driest days will be late tomorrow into tuesday. first system heading to the north and east but a larger low is off the coast. that is allowing for more unstable weather to push on through. we saw a few breaks, sun elite and that will further destabilize the atmosphere.

later on tonight. scattered showers, monday morning commute, you'll see the rain-snow mix but scattered showers to the north, east bay showers. he a little more of a break. overnight monday into tuesday, high pressure wants to take control for the time being but by the rush hour tuesday night, maybe 1/2 an inch of rain. monterey counties and santa cruz mountains are still under a flash flood watch until noon. so we'll be looking at the wet weather winding down afternoon in parts of the monitor lay county and santa cruz county. it's 11:00 tonight. very gusty winds in the mountains. you are looking at flooding in the sacramento region and temperatures here mid and upper 50s. localized flooding in the south bay. still a possibility. less wind, less showers tomorrow. tuesday looks to be our dry day

and we're looking at more rain, window, thursday, friday. so that is not three days, half an inch to three-quarters of an inch of rain through the end of the week. >> wednesday, thursday,. >> i know. >> okay, the giant quake in japan is compelling all of us to take a look at risks we live with here. two biggest earthquakes in the bay area are the hayward and san andreas. we asked mark matthews how big and how likely it is to happen in the near future. >> the 1989 quake in san francisco was 6.9. scientists expect a 6.7 or larger within the next 30 years and if it happens on the san andreas fault it could be as strong as 7.8 quake of 1906. >> there would be tens of thousands of buildings badly damaged.

250,000 san franciscans on that order who would not be able to return to their homes. >> tom cobin finished a study commissioned by the san francisco. the city is particularly vulnerable. >> in san francisco the character of this weakness is the ground floor, whether parking or whether there are distances is weaker than the floor of vault. >> 90% of the city is residential where most of the risk can exists. other fault is the hayward that lies densely populated part of the east bay. >> it would be very strong shaking, cities in the south of fremont and up to pinole. >> seismologists say the hayward fault is capable of 7.3 and overdue. on average, they have a major shift every 140 years, it's been 143 since the last one.

francisco's chinatown. born just 14 months apart. they were inseparable. >> we did everything together almost. i didn't expect this at all. >> he was shocked to hear his brother had died alone at home. he never got to say goodbye. he made arrangements at the mortuary, he asked to see his brother one last time before cremation. they said it would cost $200. >> just say goodbye. >> he thought he had no choice so he paid. he also took mortuary advise and purchased four death certificates. he paid out $48. soon after he received the two final death certificates but never the preliminary ones. he asked duggins for a refund.

on. we have a winter storm warning until 11:00 tonight with another one to two feet of snow. and on the way to sacramento, flooding. memoryville the rain and we're looking at pretty good downpours in the north bay, as well. here is a look at live doppler 7 hd. san rafael, berkeley up to vallejo and american canyon, pretty moderate rain, napa and sonoma, here is shower moving across the bay and in the south bay, we're looking additional rainfall south of san jose, los gatos, gilroy, watsonville. this will continue throughout the next couple of hours and taper off in the south bay this afternoon. we're still looking at chance of a thunderstorm and spring begins after 4:00 today and showers for monday and our biggest break comes on tuesday. >> all right. thank you, lisa. that is going to do it for us. i'm carolyn tyler.
