good morning. thanks for joining us. i'm carolyn tyler. the situation in japan's crippled nuclear power plan in fukushima daiichi is very unclear after earlier reports of extremely high radiation levels were a ma mistake. radiation level ten million times above normal. he was so alarmed he ran off before taking a second reading to confirm. electric power officials say the number is not credible and they are sorry for the mistake. it's the second apology in two days. >> the second time they make a mistake it is a farce and maybe, they are running a raging a nuclear power plant. >> they say they are taking new

samples to get accurate levels. so far no results have been announced. here at home we've had quite a spell of wet, windy weather but get ready for a change. our meteorologist lisa argen is here now with accu-weather forecast. >> good morning. it's been rather rainy and we still have more to go despite rainfall amounts over the average for the season with 36 inches in santa rosa so far. 129% of normal. san francisco doing just fine. over 24 inches. 122% normal and oakland and san jose above normal, as well. we will be looking a few areas of rain this morning. right now a few echoes around the north bay. this is reflective of the moisture in the atmosphere but the cold front that is going to slide to the south throughout the afternoon that will bring rain to the north bay by about 1:00, 2:00.

it will continue to weaken oh soe a chance late in the day today but we do have a big change in the forecast with much warmer weather on the way. details about seven-day outlook coming up. as you know that weather did a lot of damage, capitola leaders have called for a meeting at 1:30 this afternoon to make an emergency flood declaration. they are consulting with federal disaster authorities as they try to deal with two episodes of flash flooding. lisa amin gulezian reports. >> this is what rushed into downtown capitola, two to three feet of muddy, dirty likely contaminated water. >> the damage has been done. >> the damage is everywhere. it spread from pacific cove to capitola village. they say heavy rain and flash flooding are to blame for the

wall of water. it happened as crews repaired a massive storm drain that burst last thursday. it and the sichk hole were drying out. >> it's a step bag ward. national weather service did give the possibility of heavy rain. we got it again. with the soil being so saturated it didn't take much. >> and straight into businesses like this one. >> this is standing water. >> there was a river running through my building. so it's pretty sad. >> reporter: the disappointment is now on display. people came from all over just to see what happened to downtown capitola. police finally forced people off capitola avenue so the cleanup could begin. >> the city is meeting with representatives fema, sanitation and public works.

lisa amin gulezian, "abc 7 news." >> what a mess. to capitola to sonoma, flooding and mudslides were epidemic around the bay area. >> reporter: this is sight seldom seen in san francisco. two huge boulders, white lincoln avoided being crushed but suffered damage to the front and side. the street around 12th avenue was closed by police. in mill valley around noon, a large hunk of dirt slid away. it took out a water line and tlbtd a home. it and two others were evacuated. >> in geo technical person to see how the hillside was and asked us to leave while they did that. >> one home was red-tagged. they summed up the week's weather. >> it's been relentless, the wind, especially here with the redwood trees, power outages.

it's been relentless. >> if there is one place, it's here at the junction of 12 and 121 in sonoma county. the water was about foot deep and caused a huge traffic jam. in oakland a oak tree dropped in the east oakland hills closing one lane. on 84 a flag caused a power pole to snap. this huge portion fell away. the road sign is 6 feet below where it once stood. >> no damage to private property and no injuries. as long as it doesn't rain we'll be in good shape. >> as long as it doesn't rain too much in the next couple of days everybody will be in better shape. the city of san pablo is planning to declare an emergency because of a landslide.

it's threatening half a dozen homes. that is because the hillside is slipping out from under the homes and into the backyards of their neighbors. you can see in this picture from sky7hd one family is packing up. john alston reports from san pablo. >> the clock was ticking for leon walker who had to get his belongings out of his home on wyman street. friends from the church gave him a hand as a landslide slowly ate the backyard of his home that he and his wife bought seven years ago. >> it's just sad, going down the hill and there is no way for me to stop it. you lose a house in one day. >> the view from sky 7 shows the hillside sagging from the top of wyman street down to hillcrest road. three homes on top or in

jeopardy. mud and trees are creeping toward the givens house, the family that lived there 43 years is moving out. >> biggest concern is those right there. it will be a direct hit. my aunt and uncle told them to move. that is what we're doing now. >> a former neighbor showed this photo of the home that was next to the walker's house that collapsed back in the mid '70s. >> the houses probably shouldn't have put there. if they slide down once, you don't take measures it's going to slide down again. >> they have hired engineers to inspect the land. >> we're looking at all the work that has been done in that th area. >> they have promised to inspect homes and pursue an emergency declaration that could lead to disaster money for the neighborhood.

>> if you are heading for the sierra you'll need chains, yesterday drivers were stuck in traffic on highway 80 for more than two hours. ski resorts are reporting another four feet of snow on top of the 50 foot snowfall they already received this danger. avalanche danger is likely. chains are required on 80 to donner lake interchange. there is no long any restrictions on highway 50. >> libyan rebels push toward tripoli. one of the government's key witnesses are expected to take the stand to testify against barry bonds in the home run king's perjury trial.

forces to retreat. there was a vivid reminder of brutality of the regime. this woman claimed to have been arrested and gang raped by gadhafi forces. they quickly overpowered the woman and a hood was thrown over her and she was dragged off. as you may know president obama will speak to the nation tomorrow about u.s. military involvement in libya. we will carry his remarks here live at 4:30 p.m.. in the bay area, san francisco police are investigating a fatal shooting that took place in a parking lot near a south of market nightclub earlier in the morning. it was just about closing time when two men were shot on sixth street between mission and market streets. one man was rushed to a local hospital but later died. second victim is in the hospital. his injuries are not life-threatening. no information has been released

yet on a suspect or motive. >> the barry bonds perjury trial moves into second week with kimberly bell is expected to testify about physical changes to bonds' body during the time they were dating between 1994 and 2003. last week a doctor told the jury about the potential effects of steroids. experts say bell may tell jurors that bonds admitted to her that he used the banned substance he is accused of lying to a federal grand jury when he testified he did not knowingly use steroids. >> our meteorologist lisa argen is on board to talk about the accu-weather forecast. >> we still have a little bit more rain. sunshine this morning as we look out to emeryville. partly cloudy skies. may see a little rain coming your way but not until the afternoon. forecast is next. >> also next, family of beavers,

>> closed captioning brought to you by mancini sleepworld. this morning, the signs that some of martinez beavers are in the area. did you know there is a beaver support organization, it's called worth a dam and they found these near the washed out lodge. floodwaters ripped through on thursday. the group has only spotted the father and two of his three kids mom died last summer. the group says in the past the beavers have come back to rebuild after a similar flood washed out their dam. if they could get rid of this damn rain and dry out.

>> it's affecting everybody out there. >> we are going to see a little bit more but at least we have some sunshine. if you want to head out for a jog or bike ride and in heavenly the skies are brightening up with temperatures in the lower 30s. and 50 and 80 and no winter advisories or warnings or watches. things are settling down, back home, sutro camera, looks nice out there. sunshine but it will be fading throughout the day. numbers this morning are colder. we are looking at the numbers coming down as much as five to seven degrees due to the clear sky overnight. 43 in redwood city. 48 in los gatos with 46 in santa rosa. yesterday we had the south winds we had the clouds and, of course slightly warmer weather but who knew with all the rain. this morning we're definitely getting cooler but this is going to be the tradeoff in the days ahead because we have clear skies ahead with much warmer

weather throughout the afternoon. light rain returns this afternoon and we'll look for more sunshine and temperatures above normal by wednesday with an offshore flow. we do have a weak front that will begin to sag to the south. it will take the sunshine, fade it away and we'll look for the rain mainly to fall north of mountain view. live doppler 7 hd shows that we are looking at the rain well to the north and west of us. as we head down through the north bay. notice a few returns, but nothing falling yet. northern portion of the state will be impacted by rain but way cooler than average. 61 in san diego. 59 partly cloudy in los angeles. we will begin to see numbers come back to normal after this front pushes through.

2:00, 3:00, it's hung up in the north bay and san francisco could see showers by midafternoon and then by the evening hours, we're still looking at the chance of rain through the peninsula, san jose, into the great chance of showers but maybe toward the evening and overnight hours, the santa cruz mountains getting a little wet. tenth to quarter of an inch of rain so there will be rain with the system but elsewhere, only a couple hundredths from the east bay to the south bay. you may not see anything at all. temperatures with the cloud cover and light rain, mid and upper 50s in the north bay but elsewhere in the low 60s with warming to the south bay and monterey bay staying dry, 52 in hollister and gilroy. light rain mainly in the afternoon and then a little warmer but average -- do you know what average is in low to

spears. pop princess will perform at bill graham civic auditorium. she was originally going to sing outdoors but the threat of rain caused her to change plans. it will air on tuesday's "good morning america" to coincide with the release of her new album. 5,000 tickets with offered last week. they were snapped up within five minutes. i bet you will see a lot of britney spears look alikes out there. >> this little rainmaker is going to sweep on through in san francisco. few sprinkles but the actual front is not going to push on through. so we have rays of sunshine and increasing clouds and a chance of rain by noontime throughout the afternoon and even into the evening hours. then we clear out. we're warming up again tomorrow and much warmer with an offshore flow, back to where we should be. >> can we handle it?
