>> alan: an explosive device goes off in a vacaville neighborhood, sending a man to the hospital and police evacuate the neighborhood. that explosive device went off at cashel circle in the browns valley area of vacaville. john alston is there live with the latest. i understand the fbi is now involved. >> reporter: the fbi is involved, number of federal and state agencies. at 3:15 this afternoon, authorities escorting neighbors back into their homes. several dozen homes were evacuated. a few are still offlimits. those neighbors are still not allowed back in the neighborhood has been flooded with local

police and bomb squads from the atf and travis air force base. at 10:20 this morning, an elderly man walked down his driveway to pick up the sunday paper. there was a bomb wrapped inside. when he grabbed it, it blew up. the neighbors came out and found the man bloodied and lying on his lawn. authorities say his injuries are not life-threatening. >> he was waiting for us to arrive. >> was there a typical sunday morning paper? >> we don't know. his newspaper was on his coffee table so wasn't necessarily his newspaper but a newspaper there, or could have been a package. >> i was in the backyard playing basketball with my son. i heard a big explosion, i thought it was a shot gun. >> looked like his finger -- already picked up. leg, concussion might have went

out instead of up. it was a loud noise. >> reporter: dozens of homes were evacuated. the city made automated calls to everyone in vacaville, washing them not to pick up their up in and report any suspicious items they may have seen. this afternoon police have been running around answering calls from residents, concerned they may have seen something suspicious. authorities say no other explosive devices have been found. they are warning residents to be very vigilant about what they see. authorities believe this was an isolated incident. they have no indication that this map was specifically targeted, and have no suspects in the case. they're also -- there weresome rumors this was some sort of acid bomb. authorities say that's not tour, and it's not true this was a pipe bomb. they do not know exactly what type of bomb exploded. abc-7 news.

>> alan: there was major power outage this afternoon in the north bay. about 98,000 customers lost pour around san rafael, vallejo, and american canyon. this is video from sky 7hd of a stoplight out in fairfax. pg&e says the exact cause is under investigation. but is related to transmission substations in marin, sonoma and solano counties. among those who lost pair, the marin county sheriff's office. they operated on a backup generator. pg&e says the power is back on. >> in capitola they're digging out after getting slammed by flood waters twice. yesterday morning, flash flood pouring into downtown capitola, we're live there. what does that mean? >> the long process of asking for state emergency assistance,

drainage pipe under this mobile home park, and on saturday most of the same was underwater. a one-two punch, and now the cleanup begins. >> this is day two, we are tearing out the carpets right now and trying to dry everything off. >> probably wasn't on this for a week or so. >> chamber of commerce ceo's office is also underwater but she was one of the many volunteers who came to help. >> i walked down here with my gloves. >> the capitola city council champion we we -- champbers were packed for a meeting. many say they won't survive without assistance. >> we're out of business. we're moving our stuff out today. we will not return to the city of tap -- capitola. >> there's now a gaping hole in

this backyard. residents say they're used to floods but not like this. >> somebody should be liable. all these people have been affected two days in a row and this damage is preventible if they took care of their problem up there. >> reporter: we're back out here live. this road is open. you can see the traffic out here. there's been a lot of tourists, coming to walk through this very picturesque town, to survey the damage. right now capitola avenue remains open, but the police chief says he does plan to close it to -- so you will not be allowed to park here unless you're a business owner or involved in the cleanup. the mobile home park remains evacuated, and the city is working around-the-clock to fix the broken pipeline. >> alan: tourism, the life blood. thank you. inspectors were in san pablo again today, monitoring six

homes threatened by a landslide since thursday. city officials say the soil may still be shifting but so far the homes are sound. today things start tote dry out. three homes have been yellow-tagged, meaning they can only be accessed on a limited basis during the day. the deck of one house has been red-tagged, which means it's offlimits. >> in monterey county, the southbound lane began crumbling after heavy rain. a two-mime section is completely closed. crews say it will take at least a month to fix. >> there was second mudslide 30 miles south beyond big sur. caltrans re-opened that section to escorted traffic. >> there's been a new large earthquake in japan. we have the latest on that and

streets. one man was killed. the other man, in his 20s, in is in the hospital. so far police have no suspects or motive for that shooting. across the sea, there is more uneasiness in japan. a tsunami alert has been issued after a 6.5 earthquake struck off the eastern coast around 3:30 this afternoon. a 1-1/2 foot tsunami is expected. radiation levels in water in the containment pond are not as high as originally thought. plant operators first announced radiation levels in the water of one reactor were ten million times higher than normal. but the tokyo electric power company revised the number to 100,000 times higher than normal, which is still considered dangerous. >> in crescent city the cleanup is still going on after the tsunami from the japanese
